CALL TO ORDER. Mayor Durso called the meeting to order at 6:00 p.m. 2. OPENING INVOCATION. Pastor Trent Pope from Waterstone Church gave the invocation. 3. THE PLEDGE OF ALLEGIANCE 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. National Night Out will be held on Tuesday, October 3, 2017 from 5:30 p.m. until 8:00 p.m. at Candyland Park, 599 Longdale Avenue. B. The City of Longwood will host a Farmers Market weekly on Sundays from 9:00 a.m. until 2:00 p.m., beginning October 8, CC 10-02-17/1 2017 in the Historic District of Longwood located at the corner of Ronald Reagan Boulevard and West Church Avenue. The Market is under new management and will bring together the highest quality, most unique, locally crafted, and locally grown products. C. The City of Longwood will host the "Downtown Longwood Food Trucks" on Thursday, October 12, 2017 from 5:30 p.m. until 8:30 p.m. at the corner of Ronald Reagan Boulevard and West Church Avenue. D The "Downtown Longwood Cruise -In" Car Show will be held on Saturday, October 14, 2017 from 5:00 p.m. until 8:00 p.m. in the Historic District of Longwood located off of Church Avenue. 5. PROCLAMATIONS / RECOGNITIONS A. Presentation of the Beautification Award to the Heritage Business Center on State Road 434. No one was present to accept the Beautification Award and arrangements will be made to deliver it to them. B. Recognizing Lyman High School Students for earning a Perfect Score on the Florida State Assessment Test. Each student was announced and presented with a certificate. Photographs were then taken. 6. BOARD APPOINTMENTS. None. 7. PUBLIC INPUT A. Public Participation. Thomas Carter, 620 Torrey Oaks Court, Longwood said he attended the meeting to speak about the flooding conditions at The Landings Subdivision from the recent storm. He said there are a couple of issues he is not sure the Commission is aware of. He said one is the Lift Station, and the other is the retention pond. He said they had flooding in a couple of the cul-de-sacs. He said he would like to have a meeting with the City Manager, Mr. Wahl, and Mr. Smith. He said eleven years ago when Charlie hit, the City offered to put a generator in the northwest side of The Landings in the retention area, and it was refused. He said we would like to renegotiate that offer, if possible, and also the retention pond where the water is seeping through the earth into Harbor Drive and Sandpiper Drive. Mayor Durso said the City Manager is aware of this and will reach out to set up a meeting with the appropriate staff to have the discussion. CC 10-02-17/2 8. MAYOR AND COMMISSIONERS' REPORT District #5. Deputy Mayor Sackett said he would like to celebrate about 90 children at Woodlands Elementary. He said the day we had a death at the SunRail Station, the children were announced as recipients of a $500 First Place Award -Winning Song in recognition of "Keep Your Feet Off The Tracks and Be Safe". He said we are getting to the later stages of clean-up, and Candyland Park is open and doing well. He spoke about the large billboard signs along State Road 434 and two had damage during the hurricane and could have been dangerous. He wanted to know if they meet the code and meet the standards for size, etc. Mayor Durso said the Florida Department of Transportation and the state legislature have control over those standards. Deputy Mayor Sackett said he would like to have as part of the Agenda an item to look deeper at the budget and review the City Manager and Assistant City Manager budget lines. He said the Assistant City Manager is through our police department and he wants to know honestly and within our budget item lines, how much is this office compared to what is this office's true prices. He would like to see accurately what is the position and the bottom line number on it. He said he would like that within a month if this can be put together within that time. He said he just received a report with the official word that his wife has hit ten years this past week and she is cancer -free. District #1. Commissioner Maingot said we just congratulated a number of students on their tremendous achievements from Lyman High School. He would also like to extend his profound appreciation and congratulations to the leadership of that school. He said ever since the new principal became involved, he thinks they have done a tremendous task. He said in our City, we have the best and highest scoring high school in Seminole County, and we have the very best elementary school in Seminole County. He said regarding our Assistant City Manager, this past week our City Manager had to have some rest and relaxation. He said he spent 24/7 in his office all through the storm. He said the Assistant City Manager did a tremendous job in following up with the clean-up. District Q. No report. District #3. Commissioner Paris said he attended a Tom Woods, Economist event in Orlando. He expected to be the youngest person there, but discovered he wasn't. He said America's youth is very interested in the Economy. District #4. Commissioner Weller said one of the things we are having an issue with is two properties at the northwest side of Church Street. He said something has changed drastically in the topography because places CC 10-02-17/3 have flooded that have not before. He asked for a copy of the video regarding the manhole at Longwood Green Subdivision. He also asked if the private communities have had their debris collected. Mr. Williams stated they have been through some of them and said private roads and communities require cities to obtain right -of -entry agreements. He said they do not fall under FEMA reimbursement unless you have these agreements. He said some residents think we are discriminating against them, and that is not the case. We have to obtain those agreements before we can enter. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA City Manager requests that Item 12A be added to the agenda. This Item is approval of Resolution No. 17-1443 authorizing the execution and delivery of a Wholesale Sewer Service Agreement between the City of Altamonte Springs and the City of Longwood. Item 12A added by a unanimous voice vote. 10. CONSENT AGENDA A. Approve Minutes of the September 18, 2017 Regular Meeting. B. Approve the Monthly Expenditures for September 2017. C. Approve a purchase order in the amount of $74,100 to Futron Incorporated- for information technology managed services. D. Approval to waive the formal procurement procedures and approve a purchase order in the amount of $40,000 to BMS Direct for utility billing services. Deputy Mayor Sackett moved to approve Items I OA through 1 OD as presented. Seconded by Commissioner Maingot and carried by a unanimous roll call vote. 11. PUBLIC HEARING. None. 12. REGULAR BUSINESS Added On A. Read by title only and adopt Resolution No.17-1443, authorizing the execution and delivery of a Wholesale Sewer Service Agreement between the City of Altamonte Springs and the City of Longwood. Mr. Langley read Resolution No. 17-1443 by title only. CC 10-02-17/4 1 Commissioner Maingot moved to adopt Resolution No. 17- 1443 as presented Item 12A. Seconded by Commissioner Paris. Discussion ensued and questions were asked. Motion carried by a unanimous roll call vote. 13. CITY MANAGER'S REPORT Mr. Williams commented about the debris removed and said that to date the quantities we have removed through September 30, 2017, is a total of 846 tons. In comparison to Hurricane Matthew that was 138 tons. He said these guys are doing a great job along with the contractor groups. Commissioner Maingot mentioned that yard debris from mowing is being blown into the storm drains, and the City should go around with the Vacuum Truck and do a clean-up once all the debris is removed. 14.
