CALL TO ORDER. Mayor Paris called the meeting to order at 6:02 p.m. 2. MOMENT OF SILENT MEDITATION 3. THE PLEDGE OF ALLEGIANCE 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. The City of Longwood will host "Battle of the Food Trucks" on Saturday, June 9, 2018 from 2:00 p.m. until 9:00 p.m. in the Historic District of Longwood. Parking will be located in the Longwood SunRail Station parking lot or back parking lot of South Seminole Hospital. B. The "Downtown Longwood Cruise -In" Car Show will be held on Saturday, June 9, 2018 from 5:00 p.m. until 8:00 p.m. in the Historic District of Longwood. C. The Annual Father and Daughter Dance will be held on Wednesday, June 13, 2018 from 7:00 p.m. until 9:00 p.m., CC 06-04-18/1 Longwood Community Building, 200 West Warren Avenue. The cost is $5.00 per couple and $2.50 for each additional person. D. The "Downtown Longwood Food Trucks" will be held on Thursday, June 14, 2018 from 5:30 p.m. until 8:30 p.m. at the corner of Ronald Reagan Boulevard and West Church Avenue. 5. PROCLAMATIONS / RECOGNITIONS. None. 6. BOARD APPOINTMENTS. None. 7. PUBLIC INPUT A. Public Participation. None. 8. MAYOR AND COMMISSIONERS' REPORT District #4. Commissioner Morgan wished everyone a Happy Memorial Day. He went to Atlanta, Georgia for his day job for about five days right after the last Commission meeting. He spoke at Longwood Elementary School's All -Pro Dad's Breakfast, where Fathers attend with their children. His favorite part is when the Dad has to get up alongside their child and say one thing they are proud of. He was very touched by the whole experience. The subject they wanted him to talk about was self- control. He said in today's society, self-control has run amuck and it was my job to talk to these kids about the importance of that. The example I used was the fact of struggling with Attention Deficit Disorder and being in Special Education from first through fifth grade. He said even right now in this meeting or talking with each of you one-on-one, I have to keep eye contact. Once I break that eye contact, my Attention Deficit Disorder sets in. This is something I have struggled with and learned from since being a little boy, that it took a lot of self-control, discipline and repetitions to be able to do something like that. He said sharing that experience with these kids, who are all on the edge of their seats because you are sharing yourself and bringing yourself down to their level. As a City, we are only as strong as our youth, and that is why I do what I do for our youth because these are our future leaders for tomorrow. Commissioner Morgan stated, regarding Barrington, one of our neighbors had a very good complaint about stop signs. People are cutting through Barrington to get to Longwood Hills Road without going through a traffic light. When they do that, they cut through Barrington, and through Markham Hills, and turn left onto Longwood Hills Road, and eventually get to Ronald Reagan Boulevard. He said the City was out there the next day painting white lines as a reinforcement. He mentioned that a large tree branch fell out in front of the Markham Hills subdivision, and Mr. Cox handled the removal of that by the next day. He appreciates how the departments in the City are all pulling together to accomplish so much. CC 06-04-18/2 Commissioner Morgan said on May 301h, we had a ribbon cutting for CSL Plasma on U.S. Highway 17-92. He was blown away by how immaculate and spotless it was in there. Our Fire Department and Police Department went there to welcome them on their own accord during their hours of work and give them their cards. He also said a lot of citizens have brought up the fact that one of our beautiful baby Sand Hill Cranes got hit in unincorporated Longwood in the Markham Hills area. He suggested along the main crossings for these birds that we put up some simple signs to try to help this situation. Chief Dowda said he would follow-up on that. District #5. Commissioner Sackett said he hoped it was a wonderful Memorial Day for our many veterans who served, and who he admires so much. He said Rangeline Road does have signage for Sand Hill Cranes because they cross out of Mud Lake, so that is a doable sign. He doesn't remember if the Audubon Society put them up because he requested them about 14 years ago. There are 16 of them that sleep overnight by Luna's Pizza. He said they are protected and you are not allowed to touch them. He said he was in Minneapolis for five days to celebrate a wedding, and after coming home, his granddaughter broke her leg playing softball, and later cut herself on a china plate. Our EMTs were there in no time, and the service to that child was so calming, and gave kudos to our Fire Department. He said it was nice to see and we do it well here in Longwood. District N. Commissioner Shoemaker said on May 30th she also attended the ribbon cutting for CSL Plasma. They have a beautiful facility, offer top-notch services in their field, and for the good they bring not only to the community, but to patients in need of plasma. I am grateful they chose Longwood and hope they remain and prosper here. Commissioner Shoemaker said she received an email regarding Airbnb's. She said, I have spoken with Mr. Cox about it. The email was geared to the difficulties in Miami and some places in California, where they are having wild parties and real problems. I haven't heard of any real problems in Longwood, and I am sure Chief Dowda is on that. I just wanted to mention it and that we are proactive and making sure we don't become an Airbnb nightmare. She said on Rangeline Road and Church Avenue on the south side, a couple of my constituents have talked to me about the stop sign where there is a turn lane, at night it is very hard to see. She wasn't sure what the cost is on the blinking lights but feels there is a need and asked that it be checked out at night. Mr. Cox said he would be happy to circle back on that. He believes those blinking lights are very expensive, so we may want to limit the number of those we do. However, there may be other options as well, so he said I will follow up on that. CC 06-04-18/3 Commissioner Shoemaker said she emailed Mr. Cox my draft and drawings and generic artistic work she did on Booville and the Haunted House for consideration for coming back in 2020. She said we did a lot of good with that. She said this week she will be attending a three-day course designed for newly elected officials. For a new commissioner, I am sure there will be useful information. I am most intrigued by the four- hour budget and accounting presentation. District #2. Deputy Mayor Drummond said last week he had the opportunity to meet with Mike Dew, Secretary of the Florida Department of Transportation (FDOT). We had a nice visit about SunRail, and he assured me that is going to be a priority with the FDOT in the very near future because we all need to work together to figure out how we are going to fund that program, and it is going to be very expensive for all of us. He stated that CSL Plasma is a beautiful facility. They now employ 41 employees and they plan to double that number over the next few months. When people give plasma there, they are paid immediately, they walk out of there with a debit card and are spending that money in Longwood and in that area. District #3. Mayor Paris said we have citizens that have been dealing with Church Street for over a year now and would like an update. When we have large projects like Florida Central Parkway almost complete, and we can't get a little two lane road done, it definitely begs some questions. Mr. Cox said he checked on this today, it has been no secret it has been raining a lot, and that has been very impactful for any construction project, but especially any kind of streets or roads or sidewalks, so that has put them behind. We were originally hoping for June for a completion date, but that is not possible. However, we have our fingers crossed for July, and you may have noticed now that the sun is shining, that they are very busy. From what I understand they have just a few stormwater drains that are yet to go. He said they are at Tiberon Cove and they are working toward Rangeline Road now. Currently, the projection is for July, hopefully by the end of July they will have everything completed. They are working on sod today on the south side, and they have completed a large control structure recently as well. At the next meeting, I will be happy to bring you more information, if you would like. Mayor Paris said if you could give us bi-weekly updates and talk with the construction manager and tell him we need bi-weekly updates. We are now in this year's hurricane season, and we need to stay on top of it. Commissioner Sackett asked to see the original contract also. Mayor Paris said moving forward, we should consider setting time lines and damages. We can understand a certain amount of forgiveness, but this CC 06-04-18/4 is a bit ridiculous. He said at the last meeting, we brought up a Utility Billing position, and I didn't feel there was enough information, and I did not support it. I would like to see that brought back around. I have dug in a little deeper, and I think it deserves a second look. I would definitely encourage my fellow Commissioners to speak with our City Manager about this and get more information. If you could get this on the next agenda, I would appreciate it. Commissioner Sackett asked if you vote no on it, can you bring it back up. Mr. Langley said someone who votes in the majority of the carrying motion that was approved should be the one making a motion to reconsider and there should be a second to put it on the next agenda. It was a 4 to I vote, with the motion failing at the last meeting. Mayor Paris made a motion to have the Utility Billing position on the next agenda. Seconded by Commissioner Morgan and carried by a unanimous voice vote. Mayor Paris said he had the pleasure of attending Seminole County Commissioners Meeting and presenting an award to Dr. E. Ann McGee for her 22 years of service at Seminole State College. He said back when he went to that school, we called it 13th grade. He joined his first political club there and got involved in politics and worked on several campaigns that summer. He was happy he got to thank her. Mayor Paris said he will be attending MetroPlan and touching on the Deputy Mayor's statements about SunRail. We will be covering some of SunRail's issues on Thursday, and we will be allowed to voice our opinion and directly affect MetroPlan and how funding goes. We will have representatives from SunRail, FDOT as well as the Turnpike and EPass. He said every city in Seminole County is concerned about the future funding of SunRail. As it stands, I do not feel the City of Longwood will be capable of footing that bill as it has ballooned. The numbers are not even complete but it is in the millions of dollars. We will be following that very carefully, and I hope I will have more information for you at the next meeting. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve Minutes of the May 7, 2018 Regular Meeting. B. Approve the Monthly Expenditures for May 2018. C. Approval of Resolution No. 18-1464; Florida Department of Transportation (FDOT) State Highway Lighting, Maintenance and Compensation Agreement. CC 06-04-18/5 D. Approve appointment of Mr. J. D. Cox as board member and Ms. Lee Ricci as the alternate board member for the Public Risk Management (PRM) Group Health Trust Board. E. Approval to award a construction agreement for the C.R. 427 Sewer Extension Project and issuance of a purchase order in the amount of $1,920,945.70 to Central Florida Environmental Corporation. F. Approval to award a construction agreement for the Longwood FCCP Irrigation Pipeline and issuance of a purchase order in the amount of $219,680 to Cathcart Construction Company. Mayor Paris requested that Item 1 OD be pulled for separate discussion. Commissioner Sackett moved to approve Items IOA, 1 OB, 1 OC, IOE, and 1 OF as presented. Seconded by Commissioner Morgan and carried by a unanimous roll call vote. Discussion ensued on Item 1 OD. Mayor Paris asked questions Mr. Cox and Ms. Ricci answered. Commissioner Sackett moved to approve Item 1 OD as presented. Seconded by Commissioner Morgan and carried by a unanimous roll call vote. 11. PUBLIC HEARINGS A. Read by title only, set June 18, 2018 as the second public hearing date, and approve the first reading of Ordinance No. 18-2136, a general update to the Longwood Development Code. Mr. Langley read Ordinance No. 18-2136 by title only. Mr. Kintner presented the Item and reviewed the updates being made. Discussion on LED lights ensued and questions from the Commission were answered. Mayor Paris opened the public hearing. No one spoke in favor or opposition to Ordinance No. 18-2136. Deputy Mayor Drummond moved to close the public hearing. Seconded by Commissioner Morgan and carried by a unanimous voice vote. CC 06-04-18/6 Commissioner Morgan moved to approve Ordinance No. 18-2136 and set June 18, 2018 as the public hearing date. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. 12. REGULAR BUSINESS A. Schedule Wednesday, September 5, 2018 and Monday, September 17, 2018 as regular City Commission Meeting dates and public hearing dates for the adoption of the Fiscal Year 2018/2019 Budget. Commissioner Sackett moved to approve Item 12A as presented. Seconded by Deputy Mayor Drummond and carried by a unanimous roll call. B. City Commission to designate one Member of the City Commission to be a voting delegate for the City of Longwood on August 16-18, 2018 at the Florida League of Cities 92°d Annual Conference in Hollywood. Mayor Paris nominated Commissioner Morgan to be a voting delegate at the Florida League of Cities Conference in Hollywood. Carried by a unanimous roll call vote. 13. CITY MANAGER'S REPORT Mr. Cox said he is absolutely loving his time here, and he thanks the community so much for accepting us into this wonderful place. We have so many good things going on. I did visit with the Mayor earlier to get some guidance on my reports. I have produced for the Commission reports, so I will be giving those to you regularly to keep down my lengthy report. He said the budget remains our number one focus right now. Every Department Director has gotten involved in some respect to that and will more so as we move forward. We have a lot of work yet to be done on that, but I do feel we are on schedule because we got ahead of schedule. Mr. Cox said I want to share that my goal is to have the best municipal organization we can, and we are doing a lot of things to get there. One of those things is to create a healthy organization. We are beginning to work on that, and the idea behind that is if we have a great organization, then you all can accomplish those things, goals, and visions you wish to and have the organization solidly behind you and help in the community with leadership whenever possible. He said we are working on building trust and confidence inside the organization, inside the community on our organization. Along those lines too, I just wanted to mention briefly that we also are wishing for our performance management system to be as professional as it could possibly be. Ms. Ricci has been working a lot with CC 06-04-18/7 me, working on a step -pay program, step -plan program all across the whole organization, not just in specific departments. We are also working on a performance evaluation system we are hoping will roll out to the whole organization as well. He said we are also working on the re -write of our personnel policies. 14. CITY ATTORNEY'S REPORT. No report. 15. CITY CLERK'S REPORT Ms. Longo said Longwood will be hosting the Council of Local Governments in Seminole County meeting on Wednesday, June 6t' and it will begin at 6:00 p.m. in the City Commission Chambers. She advised the Board Appreciation Dinner will be held on Thursday, June 7t' starting at 6:30 p.m. at the Longwood Community Building. She also stated the Commission will be receiving in the mail their Statement of Financial Interest (Form 1) and it will need to be completed and returned to the Seminole County Supervisor of Elections Office before July 2, 2018. For the newly elected you will not be checking the training section and you do have the option of emailing the form. 16. ADJOURN.
