AN ORDINANCE OF THE CITY OF LONGWOOD, FLORIDA,
AMENDING CHAPTER 2, ARTICLE III, ENTITLED
"DEPARTMENTS" OF THE LONGWOOD CITY CODE
CONCERNING THE CREATION AND DUTIES OF VARIOUS CITY
DEPARTMENTS; PROVIDING FOR CONFLICTS, SEVERABILITY,
CODIFICATION AND AN EFFECTIVE DATE.
WHEREAS, the City of Longwood is vested with home rule authority pursuant to Article
VII, Section 2 ofthe Constitution of the State of Florida and Chapter 166, Florida Statutes, to enact
ordinances; and
WHEREAS, there is a need to update Chapter 2, Article III of the Longwood City Code
to be consistent with the current practices and operational structures of the City and its various
departments, and
WHEREAS, the City Commission finds that the amendments to the Code adopted by this
Ordinance are in the best interest of and for the health, safety and welfare of the citizens of the
City
NOW, THEREFORE, BE IT ORDAINED BY THE CITY CONMUSSION OF THE CITY
OF LONGWOOD, FLORIDA AS FOLLOWS:
Section 1. Recitals. The above recitals are true and correct and constitute legislative findings of
the City Commission.
Section 2. Adoption. Chapter 2, Article III of the Longwood City Code is hereby amended to
read as follows (underlined provisions are additions; stfieken dffett& provisions are deleted)
ARTICLE III. — DEPARTMENT
DIVISION 1 - GENERALLY
Secs. 2-61-2-80 - Reserved.
DIVISION 2. - DEPARTMENT OF FINANCIAL SERVICES
Sec. 2-81 - Created.
There is created a Ddepartment of F€nancial Sservices, which shall consist of the F€mane
Ddivision, P , Uutility Bbilling Ddivision, Ppurchasing Ddivision, eamputer-
d-.4sie , and other divisions as the Ceity Ceommission may assign.

The Ddirector of Ffinancial Sservices shall be the department head of the Department of
Financial Services. The Ceity MRanager shall appoint and, when necessary, suspend or remove
the Ddirector of Ffinancial Sservices.

Sec. 2-83 -Members.
The Ddepartment of Ffinancial Sservices shall include, but not be limited to, the personnel in

Sec. 2-84 - Responsibilities.
The Ddepartment of Ffinancial Sservices shall be responsible for the proper accounting and
reporting of all financial transactions of the city, €er the develepment and administr-ation of the

daily purchasing operations, utility billing, local business taxes,

Sec. 2-85 - Accountability
The Ddirector of Ffinancial Sservices shall report directly to the Ceity M1tanager and shall serve
at the pleasure of the Ceity Mrttanager.

Sec. 2-86. - Purchasing division.
(a) Created. There is hereby created a !!purchasing Ddivision under the Ffinancial Sservices
Ddepartment, which shall be supervised by an employee hereinafter referred to as the Ppurchasing
Mtffanager
(b) Change of references. All references in chapter 62 to the office of purchasing shall be amended
to read the !!purchasing Ddivision.

Sec. 2-131 - Created.
There is created a Ddepartment of Ppublic Wworks, which shall consist of the Sstreets/Ffleet
Ddivision, the Ppublic Uutilities Ddivision, the !!properties Mmaintenance Ddivision, and other
divisions as the Ceity Ceommission may assign.

Sec. 2-132. - Department head.
The Ddirector of !!public Wworks shall be the department head of the Department of Public Works.
The Ceity Mmanager shall appoint and when necessary suspend or remove the Ddirector of
!!public Wworks.

Sec. 2-133 - Members.
The Ddepartment of !!public Wworks shall include, but not be limited to, personnel in the
Sstreets/Ffleet Ddivision, the Ppublic Uutilities Ddivision and the Pproperties Mmamtenance
Ddivision as determined by the Ceity Mmanager in conjunction with the Ddirector

Sec. 2-134 - Responsibilities.
The Ddepartment of Ppublic Wworks shall be responsible for maintenance of city parks and rights -
of -way, physical properties of the city including water plants and the water distribution and sewer
collection systems, maintenance of city streets, and other such duties as the Ceity Mmanager shall
determine from time to time.

Sec. 2-135 - Accountability
The Ddirector of !!public Wworks shall report directly to the Ceity Mmanager and shall serve at
the pleasure of the Ceity Mmanager

DIVISION 5. — LEISURE SERVICES
Sec. 2-136. - Created.
There is created a Department of Leisure Services which shall be responsible for the administration
of recreational program activities, operation of special events, and the operation of the Longwood
Community Building, and other such duties as the C1ty Manager shall determine from time to time.
Sec. 2-137. - Department head.
The Director of Leisure Services shall be the department head of the Department of Leisure
Services. The City Manager shall appoint and when necessary suspend or remove the Director of
Leisure Services. The Director of Leisure Services shall report directly to the Cijy Manager and
shall serve at the pleasure of the City Manager.
DIVISION 6. — HUMAN RESOURCES
Sec. 2-138. — Created.
There is created a Department of Human Resources which shall be responsible for the
administration of human resources, employee training employee benefits, payroll, employee
personnel policies and procedures, and nsk, health and safety management and other such duties
as the Crty Manager shall determine from time to time.
Sec. 2-139. — Department head
The Director of Human Resources shall be the department head of the Department of Human
Resources. The City Manager shall appoint and when necessary suspend or remove. the Director
of Human Resources. The Director of Human Resources shall report directly to the- Ci1y Manager
and shall serve at the pleasure of the City Manager. _
DIVISION 7. — INFORMATION TECHNOLOGY
Sec. 2-140. — Created.
There is created a Department of Information Technology which shall be responsible for the
administration of information technology and other such duties as the City Manager shall
determine from time to time.

The Director of Information Technology shall be the department head of the Department of
Information Technology. The City Manager shall appoint and when necessary suspend or remove
the Director of Information Technology. The Director of Information Technology shall report
directly to the City Manager and shall serve at the pleasure of the City Manager.
Secs. 2-13642 2-160 - Reserved.
Section 3. Conflicts. If any Ordinances or parts of thereof are in conflict herewith, this Ordinance
shall control to the extent of the conflict.
Section 4. Codification. Section 2 of this Ordinance shall be codified and made a part of the City
Code of Ordinances; that the Sections and exhibits of this Ordinance may be renumbered or
relettered to accomplish such intention. The word "Ordinance" may be changed to "Section,"
"Article," or other appropriate word. The City Clerk is given liberal authority to correct scriveners'
errors, such as incorrect code cross references, grammatical, typographical and similar or like
errors when codifying this Ordinance.
Section 5. Severability. If any portion of this Ordinance is determined to void, unconstitutional,
or invalid by a court of competent jurisdiction, the remainder of this Ordinance shall remain in full
force and effect.
Section 6. Effective Date. This Ordinance shall take effect immediately upon its adoption.
