CALL TO ORDER. Mayor Paris called the meeting to order at 6.00 p m 2. MOMENT OF SILENT MEDITATION 3. THE PLEDGE OF ALLEGIANCE 11. PUBLIC HEARINGS (PART 1) A. Read by title only and adopt Ordinance No. 18-2141, which fixes the tentative rate of ad valorem taxation for the fiscal year commencing October 1, 2018 and ending September 30, 2019 CC 09-17-18/1 The final tax rate being proposed for Fiscal Year 2018/2019 is 5.500 per $1,000 of non-exempt assessed valuation. Said rate is 8.19% higher than the rolled -back rate of $5.0835 per $1,000 of non- exempt assessed valuation as computed by F.S. 200.065. Mr Langley read Ordinance No 18-2141 by title only Mayor Paris opened the Public Hearing by announcing the City of Longwood's City Commission convenes this Public Hearing on the City of Longwood's Fiscal Year 2018/2019 Final Millage rates and Final Budget as required by Florida Statues, Chapters 129 and 200 Mr Cox made comments on the Item Mayor Paris said Item 11A recommends the City Commission read by title only and adopt Ordinance No 18-2141, which fixes the final millage rate of ad valorem taxation for the fiscal year commencing October 1, 2018 and ending September 30, 2019 The final tax rate being proposed is 5.500 per $1,000 dollars of non-exempt assessed valuation This rate is 8.19% higher than the rolled -back rate of 5.0835 per $1,000 of non-exempt assessed valuation as computed by Florida Statue 200.065 Chapter 200 requires that a final public hearing on the budget be preceded by a two to five day notice of that hearing; Chapter 129 requires that they advertise a summary of the final budget. CC 09-17-18/2 Mayor Paris stated the City of Longwood has determined that a final millage rate of 5 500 mills is necessary to fund the final budget. The final millage rate represents an increase of 8.19% from the rolled back rate of 5 0835 mills. B. General Fund $17,685,686 Public Utilities $9,833,879 Public Facilities Improvement Fund $4,383,681 Capital Projects $4,101,439 Stormwater Management $629,096 Other Funds $1,319,668 Fund Balance — Reserves $11,280,913 Total Resources $49,234,362 Mayor Paris opened the public hearing. Judi Coad, 1695 Grange Circle, Longwood She said at the last Commission meeting the question was asked concerning the new 2018/2019 budget for the Fire Department's budget there was a large increase in the overtime from the 2017/2018 budget. She said we have hired six badly needed new firemen or women to the department. This increase in employees should be relieving the overtime costs the City has incurred in the past. These new CC 09-17-18/3 employees were needed, but their addition to the department should decrease the overtime costs in the 2018/19 budget that you will be voting on this evening. Since this was a question that was raised from the dais during the last Commission meeting, I am requesting that someone from the dais inform the citizens of the reason of this large increase, and please bring this reason out into the sunshine. No one else spoke in favor or in opposition of Ordinance No 18- 2142. Commissioner Shoemaker moved to close the public hearing. Seconded by Commissioner Sackett and carried by a unanimous voice vote with Deputy Mayor Drummond absent. Commissioner Morgan moved to adopt Ordinance No 18- 2142 as presented Item 11B. Seconded by Commissioner Shoemaker Discussion ensued about Capital Projects, School Resource Officers, City Commission budget, Special Assessments, overtime, and Public Relations Officer Motion carried by a three -to -one (3-1) roll call vote with Commissioner Sackett voting nay and Deputy Mayor Drummond absent. Mayor Paris stated the City of Longwood has adopted Ordinance No 18-2142, which adopts revenues, expenditures and fund balances for the City's fiscal year budget commencing on October 1, 2018 and ending September 30, 2019 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following statement. A. Senior Matinee will be held on Wednesday, September 19, 2018 from 1.30 p.m. until 3.30 p.m., Longwood Community Building, 200 West Warren Avenue. This month's feature is Book Club. S. PROCLAMATIONS / RECOGNITIONS A. Nomination of the Beautification Award. Commissioner Morgan nominated Moranscape LLC, 1455 North Ronald Reagan Boulevard for the Beautification Award Nomination CC 09-17-18/4 carried by a unanimous voice vote with Deputy Mayor Drummond absent. B. Proclaiming September 17 through September 23, 2018 as "Constitution Week" Mayor Paris read the Proclamation and presented it to MaryAnn Pinkston, Sallie Harrison Chapter, Daughters of the American Revolution, Jacque Davis, Regent of the Sallie Harrison Chapter, Daughters of the American Revolution, and Martha Ladd, Teacher at Lyman High School Photographs were then taken 6. BOARD APPOINTMENTS A. District #3 Nomination to the Land Planning Agency Mayor Paris deferred the nomination until the next meeting. 7. PUBLIC INPUT A. Public Participation Brian Morisette, 902 Bucksaw Place, Longwood He said he is representing the Hidden Oaks Estates Homeowners Association He is here to speak about something they have been petitioning the City to take a look at, which is an installation of a speed table at the entrance to Hidden Oak Estates. The entrance is Bucksaw Place off Longwood Hills Road and is a downhill decent to a stop sign It is something we have noticed over the years, people going a good bit over the 20 MPH speed limit there We asked the Fire Department for their blessing, and they had no problem with that. He said traffic studies were done, speeds were checked, but where they had the speed checking device was down at the bottom of the hill into the braking zone for the stop sign He is asking and proposing that the traffic study be re -done, but with the traffic device set up the hill more Mayor Paris said he will have staff look into this further Mike Dodane, 854 East Wildmere Avenue, Longwood He said he is here to talk about the tacky and questionable situation at the Dog Track. He had photos that were shown He said signs have been on display for months now, and to say they are unsightly would be a kind thing to say As far as he can discern, these are unpermitted, non -conforming signs. He said if they are political, they are too big, not permitted and asked why they are still there It is kind of CC 09-17-18/5 embarrassing to drive by that these days If you don't consider them political signs, that is an advertisement for the Dog Track. He does not understand why they are still up He asked is it a political sign, advertising, or is it fencing If it is fencing, I am going to say it was not permitted, not inspected, and not installed correctly He does not call this art in anyway Businessmen in Longwood can do the same thing. I can put my logo on a piece of wood, throw it up against a tree, and call it art. If this is allowed to persist, you aren't going to be able to do anything about it. This is downright embarrassing for Longwood right now He said wherever you are going with this, it is a slippery slope Beware, if this is allowed to persist, than the rest of us get to do it too He stated, be careful He showed more visuals of political signs and asked why isn't Code Enforcement picking this stuff up and getting it cleaned up He said the same thing is on Ronald Reagan Boulevard Judi Coad, 1675 Grange Circle, Longwood She said she could not hear the name of what company was nominated for the Beautification Award Commissioner Morgan stated it is Moranscape Ms. Coad would like to applaud Mr Capizzi for bringing together the Grand Opening of Reiter Park this past Saturday under great distress to get it up and running. She said Mr Capizzi, Mr Rinaldo and their staff made the temperature -breaking day come off Their time, efforts and talents were what Longwood strives for, and it certainly showed The fireworks display was the grand finale of the day She wanted to thank Mr Capizzi and Mr Rinaldo, our hats are off to you Thank you 8. MAYOR AND COMMISSIONERS' REPORT District #3. Mayor Paris said he attended the MAC Meeting for MetroPlan He spoke with staff there about some of our train issues here in Longwood regarding the timing of the lights. They were very quick to send a response to let us know they would be working with Florida Department of Transportation and SunRail and are trying to get a timing system in place He was able to send this to the City Manager, and now it is on record that they realize there is a problem and they are trying to do something about it. He attended a Mayors Panel for Leadership Seminole, and they talked about the issues in Longwood and Seminole County He said this week, the City Manager and I will be attending the Mayors and Managers Meeting where we will talk about the opioid crisis nationwide and what we are doing about it locally in Seminole County The 140th Anniversary Grand Opening of Reiter Park was amazing. It was a record hot day We had all hands on deck CC 09-17-18/6 from 7.00 in the morning until well into the night. He cannot remember a single event in Longwood as well attended as that event. Staff was amazing, and the fireworks were amazing. He said Mrs. Reiter came to make an appearance, whom I have never met in my 15 years of living in Longwood She is the wife of the late James Reiter who donated the property for our Reiter Park to have in the City of Longwood It was an amazing event, and I cannot say enough good things about it. District #4. Commissioner Morgan said last week after he attended his son's first Buddy Ball game of the season, he went to Candyland Park for the Grand Opening of Junior Babe Ruth League He said we are losing some kids to other leagues because they want to play travel ball and play on a nicer field and park. We need to do a little more to Candyland Park and improve it. He was asked to meet with a group called The Mission Continues, and it is run by military veterans. He explained they have the camaraderie of being around others who served They decided to give back to local communities through beautification, meaning they go to various places and offer their services to improve the aesthetics of a certain building or business. He said they chose our two Fire Stations in Longwood He said he was really impressed with what these Vets are. doing and they really did a great job of fixing up Fire Station 15 and 17 He said they have included South Seminole Hospital in their efforts also He attended a Home Owner Association meeting at Hidden Oaks He said they have everything down to a science as to what they are looking to do as a neighborhood and community, which is why it is so beautiful He mentioned the speed table that is needed that was mentioned earlier There is a concern of speeding down the hill and running the stop sign He said in the Barrington Subdivision, they got over 60% of signatures needed as a special assessment neighborhood to recreate a new center island at the entrance They also repainted the Barrington sign and redid the wall caps. He said after the opening of Reiter Park, he started getting calls from magicians, comedians, musical acts, so we are going to be able to pick the best of the best for the future He praised Mr Capizzi, Mr Rinaldo, Mr Cox and the Parks and Recreation Board for getting this Grand Opening to where it needed to be He is looking to have an event in the fall at Reiter Park, not charge admission, personally fund entertainers, and have the money raised from donations go to Lyman High School football team for anti -concussion helmets. District #5. Commissioner Sackett said being here for over 15 years, I know the grunt and leg work we put into designing all the areas within the City I have met with almost all homeowners subdivisions. He said Wrongwood is a term that has been dead for over 15 years, and we don't need to hear that anymore Longwood is moving forward, we are proud of our City, and it is definitely a place to live, work, and play He said regarding Candyland Park, CC 09-17-18/7 this is the first opening ceremony I have ever missed For 15 years I have thrown out the first pitch and cooked hot dogs. After the last hurricane, I had a sit-down with a group of people that were incensed that Candyland Park was closed He said 10 days after the hurricane, 200 families in that neighborhood still didn't have power, but their thing was, the boys need to play He stressed we need to make sure everyone is safe and have a safe place to live first, then play We have a wonderful relationship with South Seminole Hospital and they have turned over their staffing about six times in 15 years. He is hoping they will work toward a parking garage He said we have done so many things together with them, ribbon cuttings and events. I am proud to have that in our City He praised the Grand Opening of Reiter Park and all the staff who worked so hard on it. The next day we had the Taco Run, and there were about 500 people there He attended the Florida League of Cities Committee Meeting in Orlando and mentioned their discussion regarding signs, street and stop signs He stated all our signs need to be perfectly straight because of the 2% autonomous cars that are coming. He mentioned bike sharing is also coming and that he doesn't like to see bike racks everywhere He stated you can stripe now for bike parking. Another thing coming is electric scooters and thought we should check ordinances for them He said Kevin Chubb, an umpire at Babe Ruth Baseball, passed -away He was a wonderful man who will be missed District #1. Commissioner Shoemaker said on September 7th, I attended Leadership Seminole and their topic was Government Day Many elected officials of Seminole County and local cities came to speak to our class. On September 11th, I attended the United States of America Vietnam War 50th Commemoration at the VFW Post in Longwood Congresswoman Stephanie Murphy awarded pins to the Vietnam veterans and their families in attendance. I attended in honor of my father-in-law, Major James M Shoemaker, who served in the U S. Air Force, and was a pilot during the Vietnam War On September 15th, I attended the Grand Opening of our fabulous Reiter Park and birthday celebration for Longwood I was not able to spend much time at the Park due to my tax extension crunch -time workload, and the heat was horrendous, but I am absolutely ecstatic about the park. We are moving forward and becoming a City that is beating all, with great times to come. I am looking forward to all the shows we are going to have in the park. When I was on the Parks and Recreation Board, I asked for fireworks every year You can imagine how excited and elated I was Saturday night to finally see fireworks in Longwood She said it was a long time coming and great show She noted the Lyman High School Diamond Color Guard was in the Winn Dixie parking lot doing car washes. She mentioned, like the football team needing concussion helmets, they also can use some donations They have to do fundraisers otherwise they don't have any type of support. She noted she is planning to make a donation from the Commissioner's budget next fiscal year She asked Mr CC 09-17-18/8 Cox to address the comments made during public participation under his report. District #2. Ms. Longo read a statement which Deputy Mayor Drummond wished to have entered in the record Mayor Ben Paris and fellow Commissioners, unfortunately, I am unable to attend tonight's meeting. C. Approval of an Agreement with the International Union of Operating Engineers Local 673 and the City of Longwood. Item was pulled from the Agenda D City Commission approval of a Memorial Marker variance and allow an upright memorial in Phase I of the Longwood Memorial Gardens. CITY MANAGER'S REPORT Mr Cox said his annual City Manager training conference is next week and will be out Monday through Wednesday, back Thursday in the office He sent out invitations to a retreat workshop and believes everyone on the Commission has responded for October 29th at the Longwood Community Building. He stated, if there are topics the Commission would like covered let him know Once we have the agenda, we can estimate the amount of time that might require. Right now we have the whole day blocked, and we can narrow it down from there CC 09-17-18/13 Mr Cox said they are developing punch lists for projects. One is on the State Road 434 median landscaping. Another, is on Church Avenue, and one on Florida Central Parkway He said a walkthrough was done today on State Road 434, and the other two are coming up pretty quick. With Reiter Park, we do have some work to be done He said we really need visioning on what is next. How is Longwood developed next, and what do we want the world to think of when they think of "Strongwood" What do we want people to think of our community, and how do we develop our downtown and our districts. With that, branding an image I can't impress upon folks enough that is absolutely essential we do that. He said because otherwise, it becomes a hodgepodge, and nobody wants that. He asked, how do we develop our brand, and what is our image He has had a number of conversations with our Community Development Director, Mr Kintner, who has a good background in this area For right now, he and I are going to watch everything very closely and help each other keep an eye out for things and areas where we have opportunities to make that brand, or to make a change if necessary, or to imprint for the future Mr Cox said the Ronald Reagan project is the next one coming up very quickly, we need to watch that. He said I think we are at the point where brainstorming is very essential, and I want to throw out the idea that perhaps an area -wide brainstorming for Longwood, especially this heart of our business district and our downtown area, that we bring together the businesses that are here and residents that are here I think we will have a great turnout. He said we might be able to do this in November He said it might entail a trip to Winter Haven where they have been very active in developing that community education and activism He thinks that will really benefit us a lot and not have the same 10 or 15 people involved all the time The more people and brainpower involved, the more it benefits us. Mr Cox said inside our municipal organization, we really have an opportunity to provide leadership in a community, and I see the potential for us to play that role in the community I have talked before about wishing to build the best and strongest municipal organization we can possibly build here, and a number of things need to happen The first is building that culture that people are going to invest in and be a part of to feel like a family to our staff He thanked everyone for the confidence they have shown in staff through your actions tonight and supportive words you have given us in the past. Tonight was a great night for staff and the community He noted we are building the culture in our organization, and we have an employee committee we have put together, an activity committee They are doing a phenomenal job He passed out a flyer for a recognition award program they are working on, and also a nomination form for some of these awards. What we have is a Rising Star Award, an Eagle Eye Award, Good Neighbor Award, First Class Service Award, and First CC 09-17-18/14 Responders, City Manager Supervisor of the Year Award, City Manager Employee of the Year Award, Investing In You Award, which is those people who seek training which is beyond what their job might require, and finally, Circle of Excellence Award, which is a group award of employees that are cross -departmental that work together and make a substantial difference to our organization We are anticipating having an awards dinner/party at Reiter Park outside in January Mr Cox said he mentioned he received a call today from SunRail, they heard a report about Reiter Park opening and us mentioning SunRail and hoping to build more momentum toward working together They reached out and said we would like to partner with you, and how can we help you and you help us. He said we will be getting together this week and see what they have in mind He passed out a flyer from CFE Construction Company, which does a lot of work in Longwood They contacted us to see if we would like them to put up a sign up for the project. He suggested for future projects we put these kind of signs up so people know what is going on and for how long. Mr Cox agreed with all the comments about Reiter Park and the Grand Opening. He also wanted to compliment the landscaping company, Elite Landscaping from south Florida, and who did an amazing job They helped out other contractors, stayed late, and went over and beyond on this project.
