A. National Night Out will be held on Tuesday, October 2, 2018

Avenue.
B. The "Downtown Longwood Food Trucks" will be held on
Thursday, October 11, 2018 from 5.30 p m. until 8.30 p.m. at the
corner of Ronald Reagan Boulevard and West Church Avenue

Mayor Paris asked Mr McMillan's grandson to read the

C. District #2 Presentation of the Business Person of the Month
Award for September 2018 to Becky and Glenn Horner, B&G Air
Specialists, LLC, 472 East Wildmere Avenue.
Deputy Mayor Drummond read a brief biography on Becky and
Glenn Horner then presented them with the Business Person of
the Month Award for September 2018. Photographs were then
taken
6. BOARD APPOINTMENTS
A. District #3 Nomination to the Land Planning Agency.
Mayor Paris nominated Mr Michael Towers, 100 Palermo Vista
Court for appointment to the Land Planning Agency Board.
Nomination carried by a unanimous voice vote
7. PUBLIC INPUT
A. Public Participation.
Frank Herndon, 210 Oakmont Reserve Circle, Longwood He
stated he is a citizen, an employee of this great City, and is also an
elected official for your fire fighter, members. He said that makes
me invested in the City three different ways, and believe me when
I say I want to make a difference with this City When I first
started with this department approximately 19 years ago, I only
had one goal He said I wanted to make the fire department
better than it was when I started There have been some
difficulties over the years, but because of those difficulties, we

have decided to step up and try to make a difference as a fire
department. I believe we have taken that first step I am
interested in taking the next step in moving this fire department,
and I know we can do it together I have two questions I would
like to pose to the Commissioners One, is it possible that the
union may negotiate with the five of you Two, if you all are
aware where we are at as far as our contract goes, seeing as
today is October 1It
Gail Nagan, 4242 Shades Crest Lane, Sanford She said she lives
off of Ronald Reagan Boulevard and constantly driving to
Altamonte and take Dog Track Road On the Agenda tonight is an
item about signs. I request that Commissioner Drummond recuse
himself because that is a conflict of interest since you work there,
or you did work there Also, I saw recently the signs were blown
over, and I don't know if they were ever inspected Usually signs
have to follow a code, and these signs don't. There is a reason,
and it is for safety and danger I was wondering if anybody even
inspected them to make sure that they are safe enough if there is
a hurricane She said, as far as artwork, it is setting a bad
precedent because what one person thinks is art work, another
person might not. A part of artwork now in museums is paintings
made from elephant poop I'm sure you don't want that allover
your City When it comes to artwork, it is a very fine line with
deciding, so I think you are setting a bad precedent allowing it to
be up there against the code with no permits. I think most of
them at the Dog Track are political signs, not just artistry Some
of them put down a lot of national rescue animal organizations
and call them gangsters These are not artwork, they are political
signs, and there are state statutes about political signs. There is a
political action committee, and they are the ones that make the
signs with certain wording on it with all kinds of requirements.
She said you are not only not abiding by your own laws, but you
are also going against state statute I am hoping that you all will
think about it and have an open mind and vote accordingly
Judi Coad, 1695 Grange Circle, Longwood She said I am an avid
dog and pet owner, and I want to celebrate, applaud, and
acknowledge the Seminole County Commission for enacting the
Reese's Law, which is effective today, October 11 Unfortunately,
the action was taken based on the loss of Reese, a Yorkie, walking
with his owner who lost his life, and traumatized his owner by
being attacked by two aggressive dogs. This same incident
recently happened here in Longwood I have been a victim of this
heart break, disastrous trauma and this type of loss, which can be

prevented by owners of such animals. It is not always a large dog.
In our neighborhood we have a couple of aggressive, small dogs
that run loose They can do damage to a dog, let alone a small
child just wanting to pet the dog. We should all feel comfortable
being able to walk our dog in public, and this new law will
hopefully make that possible I realize as a citizen that we are
controlled by Seminole County with the animal laws, but I just
want to congratulate them publicly for this. She also noted the
artwork is someone's each thought. My question to you is those
are sections of fence, and they are on private property, and do we
have the right to tell someone who has a private property how to
paint their fence It seems I can't tell someone how to paint their
house She gave an example of a house in Mt. Dora that was
painted to look like a starry night, and the city lost that suit. I
hope we come to some kind of compromise, and I have
thoroughly enjoyed Jeff putting those up and his remembrance of
people
JoAnne Rebello, 301 Loch Lomondi Avenue, Longwood She said
have been a resident here for many years, and there are so many
items and only three minutes to speak. I noticed on the Consent
Agenda that we have a lot of items that I wonder when was the
last time we went out for bid on some of them, and I would hope
that we are I also saw a change order I don't like change orders,
and I hope this is not going to be the norm She said I have
noticed that in the last couple of years, the residue that is all over
my stainless steel sink everywhere, and on my glass coffeepot I
don't know if it is sodium chloride residue or lime residue, but it
seems to be getting worse I don't know if anything can be done
about that. She noted you just appointed somebody to the Land
Planning Agency, and I thought that person had to have a
legitimate, legal address in the City of Longwood Unless that has
changed since I have been on the Board, and that person is living
in the City of Longwood She said my last item is about the signs.
I love the artwork, and I was a little disappointed when it started
to become political I do not agree with the political, and a lot of
times we get around things such as the billboard at the bottom of
Rangeline Road Several years ago, to cut down on political signs,
we made them smaller I understand Jeff wanting to protect his
artwork in these two areas, but I think you are opening up a can
of worms She said if you do that, then if I want to paint my sign
on Rangeline Road and make a statement, then if you don't grant
me that right or hold me up as a code violation, there could be
problems with that. I love his art, but I don't want to see it
politicized, and I don't want others to be able to do that.

MAYOR AND COMMISSIONERS' REPORT

District #4. Commissioner Morgan said on September 19th, he had Tom
Smith from Public Works come out to help a resident in the Markham
Hills neighborhood For a few years they have had a raised -up sidewalk
with three different sections that is very perilous and unsafe They made
plans to take out the tree that has been causing this problem for years.
He congratulated Meals on Wheels that celebrated their 45th anniversary
in Sanford He and Commissioner Shoemaker attended Tri-County
League of Cities Meeting in Lake Mary He said I learned their president
had nominated me to be on their board, and hopefully I get it. He had a
meeting with Mr Cox, our City Manager on September 215t, and also had
a meeting with a resident and business owner who had concerns about
the artwork off Dog Track Road on September 24th He sent his
condolences for Kevin Chubb, a Longwood Babe Ruth umpire On
September 25th, he did a press junket for Reiter Park that he set up
himself He did seven different radio stations on Sirius Radio for the
grand opening of Reiter Park. On September 27th, Longwood Elementary
PTA held a Walk-A-Thon trying to raise money toward a playground
Also, it was for the teachers and their out-of-pocket money for the
special projects they like to do for their children He thanked Mike
Towers who donated $1,000 toward that, which is a large donation for
them It is very important that every child had a tee shirt, and they didn't
have to pay for it themselves, and no one was left out. On Friday,
September 28th, he had a meeting with Lyman Principal Rice He said he
is trying to get a Youth City Council started in Longwood, investing in our
kids and our future so they come back to our community one day and
give back. He said I wanted to pick his brain and get his advice on some
of the different kids that might be interested in this He visited a
classroom where they teach City Civic Engagement and an Innovation
Lab The classroom was very forward thinking and the teacher was
definitely on board with this as well On September 25th, he asked the
Police Department to conduct a second speed study for the Hidden Oaks
subdivision exit per their Home Owners Association (HOA) request. They
conducted it from September 25th through October 15t, and he thanked
Chief Dowda for being on top of this. On September 22"d, he was taking
his son to his Buddy Ball game, and encountered an incident where a dog
had attacked another dog and it was killed He asked all dog owners to
keep aggressive dogs corralled He mentioned the traffic light on
Palmetto Avenue and County Road 427 has not come on yet. That is not
our responsibility, it is SunRail's. We are pressing for a concrete date for
it to be turned on He congratulated the Lyman Lady Greyhounds Volley
Ball Squad for winning another MVC Championship, making them back to
back champions

District #5. Commissioner Sackett said he is very sad to hear about that
dog that was killed He said a very effective thing to carry with you on
walks is a small marine air horn It frightens dogs enough that they will
back away from you He noticed that the softball field at Candyland Park
is not in use very much He said the population of ball players is going
down in favor of travel teams, so they sign on with teams looking for
potential scholarships for their kids It is a detriment to the Babe Ruth
program which is exceptional He feels it would be smarter to have the T-
Ball located closer to the concession stand and bathrooms. He said on
opening day, there used to be 800 kids out there, and this year there
were 550, so travel ball has definitely taken its toll He mentioned in that
area there is a street named Rosedale Avenue that has no lights on it. It
is the darkest street in Longwood, and I would not feel safe walking on it
at night. He said the Lyman Parade is going to happen, and the
Longwood Elementary Walk-A-Thon is a good idea Woodlands
Elementary just had their Boosterthon, and they raised $30,000
Boosterthon takes 40% of the profit. We run it through the PTA, and his
classroom raised $2,500 He said he attended Kevin Chubb's Celebration
of Life, and there were 350 people there He was a minister who lived
God's word, and he adored children He will be missed He plans to cook
the hot dogs at National Night Out with Mayor Paris. He said he is very
allergic to bees and has ten minutes to live if stung. He was doing yard
work over the weekend and was stung by a hornet. He drove to Fire
Station #17, and they were the kindest people he has ever seen Then on
to the hospital where the service was phenomenal He is on steroids to
keep the swelling down He was very thankful to our firefighters.
District #1. Commissioner Shoemaker said she attended the Tri-County
League of Cities meeting with Commissioner Morgan She had to go to
Centra Care in Longwood and she is hoping she is on the mend She has
noticed a lot of progress on Church Avenue and Reiter Park. She hopes
she is up to attending National Night Out tomorrow She thanked all of
our volunteers. She watched how hard the Parks & Recreation Board was
working, the COPs, CERT and all who worked so hard at the Grand
Opening of Reiter Park and wanted to thank all of them
District #2. Deputy Mayor Drummond said last week he was invited to
the Wildmere Neighborhood Watch Meeting. That was a well -organized
meeting with more people than at this Commission meeting. They give a
lot of good information to their citizens. He said Mr Krueger was there
to give a presentation about all the projects going on in Longwood He
said I addressed the group also, and it was very productive The
Wildmere Neighborhood is hosting a community garage sale this
Saturday from 9.00 a m to 2.00 p m at the Church of God on Wildmere
Avenue He had the opportunity to go to a Code Enforcement Hearing

with Special Magistrate Amy Goodblatt, who has worked for the City for
over 25 years as a Special Magistrate, and also Code Enforcement Officer
Brittany Gelm It was very interesting to watch how that process works
from the code violation being issued to having opportunities to remedy
that violation, and if they neglect or ignore it, eventually they end up in
court with repercussions.
District #3. Mayor Paris said he and the City Manager attended the
Mayors and Managers meeting on September 18th in Winter Springs.
They brought up the interesting subject of the opioid crisis, and then the
crisis that comes afterwards. He said after law enforcement got the
opioid crisis under control mostly, people addicted moved on to harder
drugs, namely heroin We have had quite a few deaths in Seminole
County, but not as much as Orange County To hear these staggering
numbers on an annual basis that are growing definitely resonated, and
there are a lot of things going on with the County to rectify this situation
He said as cities, I believe it is our part to start considering these issues
moving forward Citizens are passing away in our city and other cities,
and people that are not getting the help they need are suffering from
this. He can remember Longwood having a number of Pill Mills We have
since closed those, but the wound is still open, so he is looking forward to
working with the county and law enforcement to do everything the City
of Longwood can do to help rectify these situations moving forward
Mayor Paris said he was contacted on September 18th that one of our fire
crews responded to a child having a seizure The mother reached out to
him about how fast the response was and how great our fire department
was. She wanted me to find out who responded so she could personally
thank them, which he will do It drives home again that we have local fire
fighters and a local fire department for a reason, and it is for these things
I don't believe I would hear these things if it were county fire fighters or
other outside groups. Our fire fighters know these neighborhoods, they
know the people, and they take care of them like family I will be
discussing with Chief Peters which team went out there to this
neighborhood and took care of this individual He said many of you know
I worked at the ball fields before I was elected, and I remember Kevin
Chubb when he was an umpire He was very much loved for what he did
out there. He was taken away too soon He was a great guy, and we do
have great ball fields that make sure kids have something to do other
than play video games on Saturday mornings and week nights To his
family and friends, the City does mourn your loss, and he did what he
loved
Mayor Paris said I generally do not respond back to any conversations
directed in public participation, but since our fire fighters are here, the

City Commission cannot negotiate There are several reasons why we
cannot do that. I do believe there is a pathway to make sure our fire
fighters and employees are taken care of, and I believe that pathway can
be taken care of with our city manager and staff I look forward to
keeping a close eye on this, as will the rest of the Commissioners, to
make sure all of our staff is taken care of and there is amicable
agreement that takes care of our citizens, taxpayers, and the employees.
Customer Service is also internal customer service, and that goes for
employees and citizens. Negotiating with, the Commission is not the
correct path

12. REGULAR BUSINESS
A. City Commission to consider a Public Art Exemption under
Longwood Development Code (LDC) 6.3.2 (L) for artwork on
Ronald Reagan Boulevard at the intersections with Longwood
Hills Road and Dog Track Road
Mr Cox introduced the Item
Mr Kintner presented the Item
Deputy Mayor Drummond stated he would abstain from voting
since this Item involved artwork that was located at 301 Dog Track
Road which is property owned by his employer
Commissioner Sackett moved to approve Item 12A as
presented including the staff conditions as follows.
• The signage on Ronald Reagan Blvd is limited to
generally its current conditions and form as
documented in this agenda item This approval will

sunset after one year, unless extended by the City
Commission at or before that time The City
Commission may also rescind this approval at any
time at its discretion upon a vote of the City
Commission including as part of the adoption of
the new arts policy
• The signage on Dog Track Road is limited generally
to its current condition and form as documented in
this agenda item The approval for this request will
expire on December 1, 2019
• The signage is currently located on private property
with the permission of the property owners. At any
point, should the property owner rescind their
approval, Mr Sonksen shall remove the signage
within 72 hours of the request.
• In the event of a weather emergency such as a
hurricane, the applicant shall securely store all
signage — particularly on the Dog Track Rd site — in
such a manner that the signage will not become a
projectile during wind events.
• A moratorium on approvals under LDC 6 3.2 (L)
shall be in effect until April 1, 2019 During the
intervening period, staff is directed to bring back a
formal procedure under the LDC for the
consideration of murals and other works of art on
private property that should take effect on or
before April 1, 2019 The City shall seek the
participation of local artists.
Seconded by Commissioner Morgan and carried by a
unanimous roll call vote with Deputy Mayor Drummond
abstaining.
B. Read by title only and adopt Resolution No. 18-1478 which
amends the fiscal year 2017/2018 budget.
Mr Langley read Resolution No 18-1478 by title only
City Manager Cox said the reason for the budget amendment is
due to the fact that revenues came in higher, therefore, our
expenditures also need to match those increased revenues.
Commissioner Sackett moved to adopt Resolution No 18-
1478 as presented Item 12B Seconded by Commissioner

13. CITY MANAGER'S REPORT
Mr Cox said regarding the fire fighter IAFF, the Mayor answered correctly
about negotiating directly with the Commission We will continue to
meet. He gave an update on Church Avenue and the paving is done
Temporary striping will be scheduled for Church Avenue and then
permanent striping will be in the near future for Church Avenue,
Rangeline Road and Central Florida Parkway He said Florida Avenue
paving has started
Mr Cox would like to recognize the COPs and CERT groups and all the
volunteer groups that contributed and helped pull off the Grand Opening
Day for Reiter Park. It was very much appreciated
Mr Cox gave an update on constructions at Reiter Park. West
Construction, has hired Helping Hands to complete the remaining
irrigation in Reiter Park. Hesaid we estimate that the irrigation is 85%
completed, so they are moving fairly rapidly, and it should be completed
by this coming Monday He referenced the Change Order that was
spoken about earlier It was not something that West Construction did or
did not do He said it had to do with where the transformer was located
in the plans, so it had to be relocated to a,different location, with a wire
having also to be relocated which is expensive We had to work with
Duke Energy who are scheduled to be on site this Thursday to energize
and begin that process of electrification of the park. EDI will be the
electrical subcontractor who will be supplying the electricity for the
majority of the park and are running underground now and will be
running from the transformer in the Park to the Amphitheatre, irrigation
timers, the splash pad, pathway lights and various other places and
should be done by Monday The roofing should be completed by
Monday as well West Construction had their Quality Control Officer on
site, and he took approximately 500 pictures of various things that
needed to be fixed, or repaired We do have events scheduled for Reiter
Park this month On October 20th is the Truck or Treat Event, and on
October 25th Lyman High School is having their Homecoming Parade
through our downtown to be ended with an event at Reiter Park. He said
we are anticipating those events are a go, and that the schedule is to be
substantially completed by October 15th He visited with Mr Capizzi who
felt comfortable with the date of October 15th for completion
Mr Cox said regarding State Road 434, you will notice it is looking much
better than it did There were some plant material our staff deemed
unacceptable, so that was replaced today, with a final irrigation walk-
through scheduled for tomorrow There is another Special Magistrate

Hearing scheduled for September 27th with six items on the docket for
that hearing. We will have a wastewater public hearing on the next
agenda for a Wastewater Assessment Area That is the area of The
Reserve at Lake Wildmere. We have notified the citizens by mail and a
newspaper advertisement.
Mr Cox said he attended the annual City Manager Training last week to
continue my continuous education requirements for credentialing. I met
again with South Seminole Hospital Administrator, Shawn Molsberger
We discussed possibilities of more cooperation in the near future, maybe
with our staffs. We will be having a meeting with SunRail later this week
regarding some cross -promotions between our community and SunRail
He called Florida Department of Transportation (FDOT) requesting to set
up a meeting with them to develop a relationship with our district
secretary He has a meeting with Mr Rice, Principal of Lyman High
School for a tour of the school scheduled for this Wednesday He said
today begins a new fiscal year, so we were able to close out the previous
fiscal year The audit is scheduled for this week, and he has an
appointment scheduled with them also We will also have an initial
meeting scheduled for this coming week with AMI, Automatic Meter
Interface System to discuss what we might be able to do to establish
some sort of scope for that pilot program He reminded everybody about
National Night Out tomorrow night at 5.30 p m
Mr Cox noted that regarding the International Union of Operating-,
Engineers (IUOE), we were notified by the State organization that they
wished to decertify, so that was effective yesterday We -are still waiting
on official notification from the State He said we met with staff to
discuss how we could go forward, and had a great meeting. We
anticipate bringing forward at the next meeting an amended pay -plan
that will incorporate all those positions that were formally covered under
that contract. He said we really had a great meeting and wish -to build a
family environment internally to our organization,- and an aura of
positivity, both internally and externally He has had conversations with
the Commission about how perception is reality, and I absolutely agree
with that. We are in the process of expanding our media presence with
Twitter and Instagram
14. CITY ATTORNEYS REPORT
Mr Langley said he wanted to follow up on the Reiter Park contract issue
He said the contract has a final completion date requirement that has not
been met. There is a contractual duty to meet a deadline, and that is in
there There are remedies under the contract. The City is withholding
10% retainage on the full contract sum and doesn't have to pay that until

better to try to kick them a little bit to get them encouraged to finish
Commissioner Morgan said that is why I said earlier we have to make

Mr Cox said when we were in the process of having the Grand Opening,
we did communicate to them our expectation of completing the park
substantially by October 15th, so that remains consistent with the

This form is for use by any person serving at the county, city, or other local level of government on an appointed or elected board, council,
commission, authority, or committee. It applies to members of advisory and non -advisory bodies whor are presented with a voting conflict of
interest under Section 112.3143, Florida Statutes.
Your responsibilities under the Taw when faced with voting on a measure in which you have a conflict of interest will vary greatly depending
on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form before

INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
would inure to his or her special private gain or loss. Each elected or appointed local officer also MUST ABSTAIN.from knowingly voting on
a measure which would inure to the special gain or loss of a principal (other than a government agency) by whom he or she is retained
(including the parent, subsidiary,, or sibling organization of a principal by which he or she is retained); to the special private gain or loss of a
relative; or to .the special private gain or loss of a business associate. Commissioners of community redevelopment agencies (CRAs) under
Sec. 163.356 or 163.357, F S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited
from voting in that capacity.
For purposes of this law, a "relative" includes only the: officer's father, mother, son, daughter, .husband, wife, brother, sister, father-in-law,
mother-in-law, son-in-law, and daughter-in-law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
ELECTED OFFICERS:
In addition to abstaining from voting in the situations described above, you must.disclose the conflict:
PRIOR TO THE VOTE BEING TAKEN by publicly stating to the assembly the nature of your interest in the measure on which you are
abstaining from voting; and
WITHIN 15 DAYS AFTER THE VOTE OCCURS by completing and filing this form with the person responsible for recording the
minutes of the meeting, who should incorporate the form in the minutes.
APPOINTED OFFICERS:
Although you must abstain from voting in the situations described above, you are not prohibited by Section 112.3143 from otherwise
participating in these matters. However, you must disclose the nature of the conflict before making any attempt to influence the decision,
whether orally or in writing and whether made by you or at your direction.
