CALL TO ORDER. Mayor Paris called the meeting to order at 6:01 p.m. 2. MOMENT OF SILENT MEDITATION 3. THE PLEDGE OF ALLEGIANCE Longwood's Cub Scout Pack 234 performed a Flag Ceremony followed by the Pledge of Allegiance. 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. Senior Matinee will be held on Wednesday, October 17, 2018 from 1:30 p.m. until 3:30 p.m., Longwood Community Building, 200 West Warren Avenue. This month's feature is Adrift. B. The City of Longwood will host "Truck or Treat" on October 20, 2018 from 3:00 p.m. until 7:00 p.m., Reiter Park, 311 CC 10-15-18/1 Warren Avenue. There will be a variety of Military Trucks and vehicles, free candy for children, bounce houses, balloon artists, face painters, food vendors, a children's costume contest and more. 5. PROCLAMATIONS / RECOGNITIONS A. District #3 Nomination of the Business Person of the Month Award for November 2018. Mayor Paris nominated Mr. Dale Salamacha, Media 1 Signs for the Business Person of the month for November 2018. Nomination carried by a unanimous voice vote. 6. BOARD APPOINTMENTS A. District #1 At Large Nomination to the Parks & Recreation Advisory Board. Commissioner Shoemaker nominated Ms. Nicole Bright for appointment to the Parks & Recreation Advisory Board. Nomination carried by a unanimous voice vote. PUBLIC INPUT A. Public Participation. Judi Coad, 1695 Grange Circle, Longwood. She said she was looking forward to the Parks and Recreation Board Meeting on September 1, 2015 as we are going to have a new member whom I was told was the kind of man that all men should strive to be like. This description intrigued me to want to know this new board member. The gentleman was Bruce Harnage, and I soon learned the description was true. Through personal conversation, I discovered that Bruce loved Longwood and wanted to give back to his City. That is just what he did. He became a board member that was involved with the projects on behalf of our City. He took over being the Chair of the board's Chili Cook -Off, participated in all events, and gave thoughtful and meaningful inputs into our meetings. He became what every board looks for in a team member. I have had the opportunity to share with Bruce on a personal level. He loved his family, his wife and son, who I got to meet at events and eventually, a board meeting. He liked his job and always spoke kindly and gently. Commissioner Mark Weller's words to me about Bruce before I ever met him rang true, and I will never forget. Christmas of 2016 was a tragic time for Bruce and his family and he underwent surgery and was battling for his life. With God on his side, he battled forward and with CC 10-15-18/2 determination and love for life. He fought to get back and let nothing get in his way. At National Night Out in 2017, he showed up in his wheelchair to help stamp hands of our citizens at the food stand with a great smile that he always had and that lighthearted attitude he always showed others. He fought his setbacks and celebrated his gains, and during this time he kept giving back to our City with gusto. He let me know personally he could not take on the Chili Cook -Off this year, but would keep on helping as he could. Bruce wanted to attend his last Parks and Recreation Meeting on July 3, 2018. We chatted before he left and joked about some bulbs I had given him that had gotten lost, and I said I would get some more and said good bye. Little did I know it would be the last time I would have the privilege to smile and chat with Bruce. The morning of October 11, 2018 on my way to a City meeting, I passed by his subdivision, I paused with no one behind me, I wished him peace. Later that day, I was informed that my friend, Bruce Harnage, went to be with his Creator. Bruce's passing is a tremendous loss to his family, friends, and the city. Mark's words came tumbling back to me, "It is not what each man should strive to be like, it is what each human being should strive to be like." Bruce left behind a grand legacy concerning an individual's character. Bruce, thank you for what you have given me personally, and what you selflessly gave to our City. You will be missed by many. 8. MAYOR AND COMMISSIONERS' REPORT District #5. Commissioner Sackett said Bruce was and still is in my mind a wonderful man. I took over hand stamping this year, and Bruce did a better job. I came to many Parks and Recreation meetings, and there was Bruce, some days looking better, and some days looking worse. He said, you could tell the worse days were coming. He thanked Mrs. Coad for her comments. He said he received a phone call about Sand Hill Cranes in the area. There are about 16 of them that nest near Luna's Pizza at night. We need to protect these birds along State Road 434. He would like to get signage up around there to help protect them. He went to the recent CERT recognition graduation ceremony last week, and it was fantastic to see Chief Peters putting a ribbon around 27 new members and getting their certificates. District #1. Commissioner Shoemaker said she enjoyed National Night Out and thanked all the volunteers, vendors and staff. She hopes everyone comes out okay after the hurricane. CC 10-15-18/3 District #2. Deputy Mayor Drummond said what a great turnout for National Night Out and the weather was beautiful that night. He thanked Mayor Paris and Commissioner Sackett for their hard work at the grill. He thinks there was some score -tampering during the game between the Police and Fire departments. It was a lot of fun. He thanked Parks and Recreation Board for all their hard work. He said on October 3rd, he had a Council of Local Governments in Seminole County (CALNO) meeting held at the Hopper Academy, which is a historic school in Sanford that has been there for about one hundred years. CALNO is an exchange of information between cities in Seminole County, Soil and Water Conservation District, Seminole State College, and usually there is a representative from Seminole County, Lee Constantine. He said October 41h through the 6th, Commissioner Morgan and I had the opportunity to go to Tampa for the Institute for Elected Municipal Officials, which is training for newly elected commissioners and councilmen. They packed a lot of information into three days, and taught us about municipal government and its forms and functions, and revenue, budgeting and accounting. I have a very deep respect for our City Manager and the entire staff for the amount of work they put into budgeting and following all the state regulations with reporting and accounting. He said he attended the Car Show on Saturday, and there were the most vehicles I have ever seen there, from antique cars, classic cars and exotic cars. The weather was perfect. Again, on Sunday I went to The Farmers Market, there are more booths than the time before, and I encourage everybody to go there. District #3. Mayor Paris thanked Mrs. Coad for those kind words regarding Bruce, who has been involved in our community for a long time. He appreciated this news being brought to their attention. National Night Out will not be the same without him. It was a great event. He thinks he cooked 500 hot dogs, and hopes to double that next year. As far as tampering with the softball game, I think it is time to switch to another sport. I think this was the 12th game in a row the police have lost. Statistically speaking, they can't be that bad that often, so I think there is something wrong there. I will be attending the Mayor and Managers Meeting tomorrow, and the topic this week is going to be on SunRail and the eventual cost to the County, so I will be happy to bring that information back to you at the next meeting. I will also be doing a Mayors' Panel for the Chamber of Commerce on the 18th. It will be a little more lighthearted event, and more for the business community in Seminole County. He will do his very best to represent the City of Longwood. District #4. Commissioner Morgan said National Night Out was a great event and yes, Mayor Paris bullied me away from the hot dog stand. CC 10-15-18/4 There was a dance team performing and a special education area. We do social events better than any other city. We need to be selling that and us as Longwood. He attended the Elected Municipal Officials Class with Deputy Mayor Drummond in Tampa. What a wealth of knowledge there was and a great deal of information. He brought up Amendment 1 regarding the upcoming election. He wanted everyone to really delve into what that says it does as opposed to what it really is supposed to do. It is not really a tax break, it is a tax shift. He said take the time to look into that and how you want to vote on it. It will affect our whole City. I was supposed to attend the CERT graduation, and apologize to the CERT team for missing that, but I was given the opportunity by the Make -A - Wish Foundation to be their celebrity athlete that gets to go visit a child. They are generally very sick children and the child he visited was Jamal. He mentioned he stopped doing this after he retired from wrestling. He has done over 72 wishes in a 13 year span, and while it is an honor that these children pick you as their wish, he stopped doing it because you do take it home with you. He said I am proud of both CERT and COP teams that continue to do great work at every event. They are doing this on their free time and volition, and we need to say thank you to both teams more often. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve Minutes of the September 5, 2018 Regular Meeting. B. Approve the Monthly Expenditures for September 2018. C. Approve the Monthly Financial Report for September 2018. D. Approve a purchase order in the amount of $45,000 to Advanced Data Processing, Inc. a subsidiary of Intermedix for Ambulance Transport Billing and related professional services. E. Approve a contract with Contractors Enterprises, Inc. for Janitorial Services and approve issuance of related purchase orders. F. Approve a "Piggy -back" Agreement and a purchase order in the amount of $40,000 to Bond Tree Medical for the purchase of emergency medical supplies. G. Approve the City Manager to enter into a "Piggy -back" Agreement and approve a purchase order in the amount of CC 10-15-18/5 $120,000 to Sunstate Meter & Supply Inc., for citywide water meters and related materials. Commissioner Sackett moved to approve Items 10A through 10G as presented. Seconded by Deputy Mayor Drummond and carried by a unanimous roll call vote. 11. PUBLIC HEARINGS A. Read by title only and adopt Resolution No. 18-1479, which provides for the reallocation and/or deferral of certain assessments and confirms the final assessment roll and provides for the collection of the assessment on property tax bills. Mr. Langley read Ordinance No. 18-1479 by title only. Ms. Snead presented the Item. Mayor Paris opened the public hearing. No one spoke in favor or opposition to Resolution No. 18-1479. Commissioner Sackett moved to close the public hearing. Seconded by Commissioner Morgan and carried by a unanimous voice vote. Commissioner Morgan moved to adopt Resolution No. 18- 1479 as presented Item 11A. Seconded by Commissioner Sackett and carried by a unanimous roll call vote. 12. REGULAR BUSINESS A. Read by title only and set November 5, 2018 as the public hearing date and approve the first reading of Ordinance No. 18-2147, amending Ordinance No. 17-2134 and Authorizing the Issuance of Debt in the amount of $4,571,304 to finance the South Longwood Septic Tank Abatement - Phase II Project, Lake Ruth Septic Tank Abatement Project, Springwood Septic Tank Abatement Project, and the Ronald Reagan Boulevard (CR 427) Sewer Extension Project. Mr. Langley read Ordinance No. 18-2147 by title only. Mr. Kornbluh presented the Item. Deputy Mayor Drummond moved to approve Ordinance No. 18-2147 and set November 5, 2018 as the public CC 10-15-18/6 hearing date. Seconded by Commissioner Sackett and carried by a unanimous roll call vote. B. Read by title only and adopt Resolution No. 18-1480, which amends the Step Pay Plan for Non -Union Employees to include Public Works and Leisure Services employee pay classifications and changes a position title from BTR Clerk to Economic Development Coordinator. Mr. Langley read Resolution No. 18-1480 by title only. Ms. Ricci and Mr. Kintner presented the Item. Deputy Mayor Drummond moved to adopt Resolution No. 18-1480 as presented Item 12B and made it retroactive to October 11t for the Public Works and Leisure Services employees. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. 13. CITY MANAGER'S REPORT Mr. Cox invited Mr. Matt West to give a report regarding Reiter Park. He is the owner of West Construction. Mr. West stated they are getting close to wrapping up things at Reiter Park. He noted power should be on to the site which will allow us to go to the testing and commissioning phase of the systems. Depending on when the power comes on, we should be able to bring the Splash Pad on line, and the sound system at the Amphitheatre. Then mainly, it is punch out work. He mentioned they had unforeseen things happen at the restroom building where the plumbing system was built with concrete, so we had to take a step back and deal with that issue. We are pushing to resolve that this week, and expect that to be online for the weekend. The rest is just clean up and punch out. We brought our own team, the West team. We have had some challenges with subcontractors providing the resources and manpower and materials for some aspects of the project. We are taking control of that so we can wrap it up and have final acceptance with the architect and ultimately you, as our client. Mr. West addressed the landscaping and irrigation as well. He said the initial Landscape and Irrigation Company went out of business. We have an in-house irrigation in the south Florida market, so we sent up our irrigation team, and unfortunately, he had a health emergency. We did bring in Helping Hands to wrap up the irrigation, and they are at the punch out phase right now. Regarding the landscape, it is essentially CC 10-15-18/7 completed as well. We have had some plant material that did not make it. Those plants will be changed out as soon as we have full understanding from Helping Hands that they are fully operational, and so we can ensure we will not have a reoccurrence of any plant material dying. That material will be changed out over the next two weeks, and around the same time, we expect we will be fully complete. We are looking to do a walk-through with the architect a week from today, or with City representatives, to establish their punch lists. We brought up our Quality Assurance Manager about a month ago, and he has been making some recurring visits. We have created an internal punch list, and are working on it now. Mr. West said regarding the boardwalks that is one of the subcontractors that has really let us down. They committed to having the rest of the posts out there tomorrow. If for whatever reason they are not on site tomorrow, we have another fabricator that will take over that work because we can't wait any longer. The roof of the Amphitheatre is a separate subcontractor, and that will be done Wednesday. Commissioner Sackett asked about the Cypress Tree, The Senator. He thinks it looks a little weak. Mr. West said he checked on it today, and he didn't see any stress signs. Mr. Cox said the tree has been checked out with an Arborist and all the treatments have been given. He said we are having an event this coming Saturday and asked Mr. West what thoughts he had on that moving forward. Mr. West said we expect the entire facility to be usable. We have a roller coming in tomorrow to roll all the grass and a load of mason sand coming in and demobilizing out of the tennis court area and consolidating that area, and the entire site will be cleaned. Mayor Paris thanked Mr. West for all he has done and for working with staff. He said he knows Mr. Cox and Mr. Capizzi will be working with you to make sure it is all done, and we are all looking forward to this park being done and coming to a finish finally. Mr. Cox said we do have a number of events coming up, with Truck or Treat coming up first this weekend, the 5K Run is coming up, and Lyman Homecoming coming up on October 25th. There is a meeting with staff scheduled for next week to discuss the concept of Public Works Director. That is in the budget for this year. CC 10-15-18/8 Mr. Cox said there will be a new stop sign installed at Georgia Avenue and Grant Street on October 28th. A number of staff and I had a meeting with SunRail representatives that do the marketing. We talked about areas that might be of mutual benefit, and it was a very good meeting. He said Church Avenue is coming very close to being completed, with the temporary striping down now. He said new parking signage has been ordered and should go in sometime within the next week or two. It includes our logo and also Free Parking. He said all Projects are on our website and updated at least monthly, sometimes twice a month. He sent out emails suggesting postponing our Commissioner Workshop on the 29th. Mr. Kintner and I paid a visit to a neighboring city, and it helped crystallize the next steps necessary to move on. This will be a good time for us to be planning, going from a comprehensive plan to a more strategic plan to build future budgets. Our efforts on Public Relations are continuing. I have met with our City Clerk and this is a great time for us to build connections through our community. He said we have now received a site plan for Longwood's first Starbuck's. This will be located at the old Long John Silver's location on U.S. Highway 17-92. He congratulated Mr. Kintner, Mr. Krueger and all the Community Development staff for their hard work that is paying off. We are seeing the fruits of years of multiple work. He said we have received a demolition permit from Publix. He wanted to recognize the staff working on the event planning for the upcoming annual celebration and banquet on January 25, 2019 at Reiter Park for all staff. The theme for that will be a kick-off to the Super Bowl. 14. CITY ATTORNEY'S REPORT. No report. 15. CITY CLERK'S REPORT A. Consider cancelling the January 7, 2019 Regular City Commission Meeting. It was the consensus of the Commission to cancel the January 7, 2019 meeting. Ms. Longo said the City is a sponsor for the Longwood Historic Society's Monster Dash on October 271h and there are four spots for a runner/walker. Commissioner Morgan, Commissioner Sackett, and Deputy Mayor Drummond volunteered. 16. ADJOURN.
