CALL TO ORDER. Mayor Paris called the meeting to order at 6:00 p.m. 2. MOMENT OF SILENT MEDITATION 3. THE PLEDGE OF ALLEGIANCE 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. The "Downtown Longwood Cruise -In" Car Show will be held on Saturday, November 10, 2018 from 5:00 p.m. until 8:00 p.m. in the Historic District of Longwood. B. The City of Longwood will host the sixth annual "Chili Cook -Off" in conjunction with the monthly car show on Saturday, November 10, 2018 from 4:00 p.m. until 6:30 p.m. in the Historic District of Longwood located off of Church Avenue. A taster's kit CC 11-05-18/1 can be purchased in advance for $5.00 or on the day of the show for $7.00. C. The City of Longwood will host the Fall Festival Friday, November 16, 2018 through Sunday, November 18, 2018. Carnival hours are Friday, 5:00 p.m. until 9:00 p.m., Saturday, 9:00 a.m. until 9:00 p.m., Sunday, 9:00 a.m. until 6:00 p.m. Vendor hours for Saturday and Sunday will be 9:00 a.m. until 4:00 p.m. Over 150 vendors will line the streets in the Historic District of Longwood located off Church Avenue. There will be live entertainment, food and drink. 5. PROCLAMATIONS / RECOGNITIONS A. District #3 Presentation of the Business Person of the Month Award for November 2018 to Mr. Dale Salamacha, Media 1 Signs, 150 National Place. Mayor Paris read a brief biography on Mr. Dale Salamacha and then presented him with the Business person of the Month Award for November 2018. Photographs were then taken. 6. BOARD APPOINTMENTS A. City Clerk recommends, in accordance with the requirements of Chapters 175 and 185, Florida Statues, that the City Commission appoint Ryan Williamson, as the fifth member to the Board of Trustees for the Police Officers' and Firefighters' Pension Plan. Mayor Paris nominated Mr. Ryan Williamson for appointment to the Board of Trustees for the Police Officers' and Firefighters' Pension Trust Fund. Nomination carried by a unanimous voice vote. B. District #3 Nomination to the Parks & Recreation Advisory Board. Mayor Paris nominated Joe Durso for appointment to the Parks and Recreation Advisory Board. Nomination carried by a unanimous voice vote. 7. PUBLIC INPUT A. Public Participation. Butch Bundy, 241 Toms Road, Debary. He wanted to speak about the Tiny Home Communities. He is glad to see that Longwood is CC 11-05-18/2 maybe taking a leadership role in this. He said about ten years ago he was chairman for the Florida League of Cities Workforce and Affordable Housing Task Force and we were trying to bring these about throughout the state. He also said we had our first annual Monster Dash 5K, and it was a very big success. He wanted to thank the Police Department, Public Works Department, and Parks and Recreation. Everybody did an outstanding job, and it was very successful. We had a little over 160 runners, and Waste Pro sponsored it, and they have already signed up for next year. As a token of their appreciation, he gave the Commissioners a tee shirt that the runners wore. Jon Ham, 107 Meadow Lark Drive, Altamonte Springs. He said there is a certain individual that needs to be recognized tonight. His name is Rob and he does the Farmers Market. I have gone to the different Farmers Markets like Winter Park and other cities. The way that Rob is doing this, is the reason he needs to be recognized, because he is working hard every Sunday. He said Rob goes to all the events you are having and is bringing people in to them. He is not only promoting the Farmers Market, but the Coffee Shop, the Barber Shop, and lots of other businesses within the City. He is putting the Farmers Market in Longwood on the map. I have seen other people from other Farmers Markets coming to this one. He said we have a gold mine here. He would like to see this person nominated. Mayor Paris said we usually don't respond back, but I think it is a very good point. Maybe Mr. Capizzi and Mr. Cox can look into something we can do to recognize him for his work. S. MAYOR AND COMMISSIONERS' REPORT District #1. Commissioner Shoemaker said on October 16th, along with our City Manager, Mr. Cox, met and visited with Cornerstone Tiny Homes. I had requested a meeting with the owners to discuss the possibilities of a Tiny Home Community in Longwood. We toured their design facility and discussed options and possibilities in the City of Longwood. I will expand on this topic later in tonight's agenda, Item 12. She said on October 181h, I along with our City Clerk, Michelle Longo, attended the Tri-County Cities Luncheon in Orlando at Camping World Stadium. I met and spoke with other city officials, and was in awe and very impressed with Camping World Stadium. On the way back from that meeting and looking at an empty parcel, there was a man standing at the side of the car yelling, "I'm not done yet." We left, with the man still yelling, it was interesting. On October 20th, I attended Truck or Treat at Reiter Park. It was a very nice event, and I am looking forward to CC 11-05-18/3 attending more family events at our brand new beautiful park. On October 23rd, I met with Mr. Cox for our monthly update, and he is certainly involved in caring about Longwood. I applaud him, and I thank him for his dedication. On October 25th, I was in Lyman High School Homecoming Parade, along with my fellow Commissioners. She stated it was so awesome and thanked the Corvette Club for being there. It was a great turnout even with the rain. I attended and volunteered at the Longwood Historic Society's Monster Dash 5K. I was the only judge for the costume contest. The only other Commissioner present was Commissioner Drummond, and he was Batman, and he ran in the race. She said I was very saddened to learn of the passing of our employee, Robert Bailey the weekend of the 27th. My thoughts and prayers to his family, friends and all city employees and staff. District #2. Deputy Mayor Drummond said October 251, we had the Lyman High School Homecoming Parade. It was raining right up until before the parade started, and the rain stopped. They got the Corvettes wiped off, and the Commissioners rode. There were 60 entries in the parade. It was awesome. Thanks to the Longwood Corvette Club. The Pep Rally held afterwards at Reiter Park was a beautiful event. We had the Lyman High School football team, cheerleaders, and the marching band. He thanked Principal Mike Rice from Lyman High School. They haven't had a high school parade in over ten years. On October 27th, was the Longwood Historic Society Monster Dash 5K and that morning was beautiful and cool for the 160 runners. Part of the run went through the circle at Reiter Park, and a lot of the runners were in costumes that day. At the conclusion there were medals and awards and a meal served by the Longwood Historic Society. He thanked Butch Bundy and all the volunteers. He said he took third place in his category and ran with his daughter. There was a Truck or Treat that night at Northland Church. This was a first for them, and it was packed. It was estimated there were between 1,500 and 2,000 people there that night. October 315t was Halloween, and he lives in Columbus Harbor, which has to be the go -to place for Halloween. Last Friday, Mayor Paris and I, along with Congresswoman Murphy and Altamonte Springs Commissioner Jim Turney, went to the emgage Forum held at the American Muslim Community Center. It was about the Right to Vote and Amendment 4 in Florida. It was a very nicely held event and was nice to be involved with our Muslim community. Leadership Seminole, which Commissioner Shoemaker and I are attending right now, was featured in the November/December issue of Lake Mary Life Magazine. He noted that Angie Romagosa from the Christian Sharing was also featured and will be retiring. CC 11-05-18/4 District #3. Mayor Paris said he extended his thanks to the Corvette Club, and especially to Dave Putz for letting me ride in his candy apple red Corvette. Also, we are now in November and participating in Movember and refraining from shaving until the end of the month and donating to PanCan and doing a run, which is more of a walk I do every year. He said my father-in-law passed away from Pancreatic Cancer, so we raise money for that. He hopes some of our Police Department can participate and some other employees in this great event. He extended his condolences to Robert Bailey, our Building Official, and his family. He was a really great man. District #4. Commissioner Morgan said tomorrow is the last day to vote, so everybody get out and vote. He also extended his condolences to Robert Bailey's family. He thanked the COPS for working on Halloween. He saw them everywhere, along with our Longwood Police Department. He received a call about a sidewalk in the Markham Hills neighborhood. He stated, you have to avoid this sidewalk in order to get around. He wanted to thank the Public Works Department because they had to take out three to four big oak trees in order to address this. The roots were all over the sidewalk. He noticed the new parking sign by the Clock Tower Park. He asked Mr. Cox if we were still going to put that sign ahead of time so people coming down Ronald Reagan Boulevard can catch that sign in advance, so they know when to turn to park. Mr. Cox said we will follow up on that. The first goal was to get the signage in the area. Commissioner Morgan said there has been graffiti on the cell tower where Longwood Hills Road meets Ronald Reagan Boulevard. He mentioned Rock Lake Middle School had their version of a field day called Rock Lake Raider Day. Principal Rodriguez is a very forward thinking principal and aggressive in a good way of doing whatever it takes for his students. He wanted to raise money so instead of hiring a third party like a lot of these schools do, he did it himself and got the kids engaged enough to go out and raise money, with a goal of raising a $10,000 mark. If they did, he promised the kids a field day to top all field days. They hit that mark in one month. He said for the field day, he had a video game truck there, where the kids go inside and play video games. They had an outdoor laser tag court set up with little tents and hiding places set up over the entire school back yard property area. Parents were volunteering, and all kinds of soda and chips were available, and pizza too. Seminole County Police Department was there with their snow cone truck. The $10,000 went toward basic things such as hand-held devices for those with disabilities that cannot speak. Things for these kids to learn, but in a different way. He said they don't have that kind of budget CC 11-05-18/5 to afford those things, so Principal Rodriguez thought outside the box, and is to be commended for it. Included were laptops also, so congratulations to Principal Rodriguez. Commissioner Morgan said he is still setting up a Longwood City Youth Council. It is a very lengthy process but we are definitely going to be doing that. He said the Lyman Homecoming Parade was outstanding, and he thanked everyone who came out for that and braved the weather. He attended Northland Church Trunk and Treat with his family. It was so packed and impressive. He said tomorrow night he will be walking around the City of Longwood with a local Longwood Girl Scout Den to point out the top three historic monuments in Longwood and talk about them with the scouts. The girls wanted to see the Paint the Trail paintings on Ronald Reagan Boulevard. That has become a travel destination. He also noted he thinks he found some potential donors to contribute funding for the anti -concussion football helmets for Lyman High School. He is still planning to put on his wrestling event at Reiter Park to raise money for Lyman High School, but if we can do it this way, we can do it faster to get those kids the helmets. He said rumor has it that by the Senator Tree at Reiter Park, some eight year old boys saw a seven foot tall Santa Claus. This Santa comes out of hibernation once a year, and this year it will be December 9th at 2:30 p.m. at Reiter Park welcoming everyone that doesn't want to wait in long lines at shopping malls with all the stress, and a chance to come stand next to the world's largest Santa Claus. I am sure the city will have this on their Facebook page soon. He is looking forward to meeting this large Santa and look him in the eye. District #5. Commissioner Sackett said he walked in the Lyman Homecoming Parade with a borrowed umbrella, and caught a cold. I don't ride in cars in a parade because I love to talk to people along the parade route. At the end, Principal Mike Rice danced with the kids. It was a huge celebration for so many kids that I have taught before, and a great day. For the Christmas Parade, I will be walking again. He said I spoke to local scouts recently about community service and what they can do when they get older to help out their City. There are more and more scouts becoming Eagle Scouts and they need projects. He said he went to Truck or Treat and enjoyed that. Robert Bailey was such a kind soul, and he helped me with a few things in the Building Department, and he will be missed. Seminole County's Arts Alive had a slight -of -hand artist who was eight years old and tricked me. At the same show, he recognized the Director of the Seminole High School Dancers called The Dazzlers, who he taught back in 1990. He asked about getting a light for Rosedale Street, it is very dark on that street. He noticed that Reiter Park has become a park for dogs, and he can see why. There is one sign there that reads Dogs Not at the Park, but people aren't paying attention to that. He also brought attention to the sign situation on State Road 434 that says big pancakes CC 11-05-18/6 and now has a coffee sign that seems to be a temporary use sign that they probably don't have a permit for. He said it seems that if they alter a sign they need a permit and asked that it be checked out. He said he will be at the Chili Cook -Off. He also mentioned there was a bike rodeo this past weekend in Longwood, and 45 children came out to have their bikes checked for helmet safety by all our crossing guards in this area. He brought up the punch list for Reiter Park and what we need to be doing for that. He said we may need to think about reinventing the Christmas Carolers that Mr. Maingot did for many years. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA None 10. CONSENT AGENDA A. Approve Minutes of the September 17, 2018 Regular Meeting. B. Approve the Monthly Expenditures for October 2018. C. Approve the award for Janitorial Services to D&A Building Services, Inc. and approve a purchase order in the amount of $28,139.69 and authorize the City Manager to execute all required documents. D. Approve waiving the rental fees excluding the attendant fee at the Community Building for Jared Roberson an employee of the City of Longwood. Approve a purchase order in the amount of $337,974 to Helping Hand Lawn Care, Inc. for mowing services provided to the City of Longwood. Commissioner Sacket requested that Item 10D and 10E be pulled for separate discussion. Commissioner Sackett moved to approve Items 10A through 10C as presented. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. Discussion ensued on Item 10D. Mayor Paris moved to approve Item 10D, waiving the fees. Seconded by Commissioner Shoemaker and motion failed by a two -to -three (2-3) roll call vote with Deputy Mayor Drummond, Commissioner Morgan and Commissioner Sackett voting nay. CC 11-05-18/7 Discussion ensued on Item 10E. Commissioner Shoemaker moved to approve Item 10E as presented. Seconded by Deputy Mayor Drummond and carried by a unanimous roll call vote. Mayor Paris went back to Item 10D since no official action was taken. Commissioner Shoemaker moved to reduce the rental fees to the resident rate. Seconded by Deputy Mayor Drummond and carried by a three -to -two (3-2) roll call vote with Commissioner Morgan and Commissioner Sackett voting nay. 11. PUBLIC HEARINGS A. Read by title only and adopt Ordinance No. 18-2147, amending Ordinance No. 17-2143 and Authorizing the Issuance of Debt in the amount of $4,571,304 to finance the South Longwood Septic Tank Abatement — Phase II Project, Lake Ruth Septic Tank Abatement Project, Springwood Septic Tank Abatement Project, and the Ronald Reagan Boulevard (CR 427) Sewer Extension Project. Mr. Langley read Ordinance No. 18-2147 by title only. Mayor Paris opened the public hearing. No one spoke in favor or opposition to Ordinance No. 18-2147. Mr. Cox distributed a spreadsheet to the Commission. Deputy Mayor Drummond moved to close the public hearing and carried by a unanimous voice vote. Deputy Mayor Drummond moved to adopt Ordinance No. 18-2147 as presented Item 11A. Seconded by Commissioner Morgan and carried by a unanimous roll call vote. 12. REGULAR BUSINESS A. Commissioner Shoemaker requests a discussion regarding Pocket Tiny Home Communities. CC 11-05-18/8 Commissioner Shoemaker presented the Item. She invited Ms. Kim Hiltbrand with Cornerstone Tiny Homes to give a presentation on their company. Ms. Kim Hiltbrand, Cornerstone Tiny Homes, 1687 Timocuan Way, Longwood. She passed out information on her company and gave a presentation on the types of homes these are. She noted the ones being proposed for Longwood do not have wheels, have foundations and would be permanent dwellings. She also advised that Rockledge and Wildwood have passed to allow for Tiny Homes and Brevard County has had its first reading on them and should be passed at the next meeting. Mr. Kintner went over some code changes that would have to be made. It was the consensus of the Commission to have staff move forward with looking into Pocket Tiny Home Communities. B. Read by title only, set November 19, 2018 as the public hearing date and approve the first reading of Ordinance No. 18-2148 amending the Internal Revenue Codes for the City of Longwood Police Officers and Firefighter Pension and Trust Fund. Mr. Langley read Ordinance No. 18-2148 by title only. Deputy Mayor Drummond moved to approve Ordinance No. 18-2148 and set November 19, 2018 as the public hearing date. Seconded by Commissioner Morgan and carried by a unanimous roll call vote. C. Read by title only, set November 19, 2018 as the public hearing date and approve the first reading of Ordinance No. 18-2149, amending the City Code with respect to Homestead Property Tax Exemptions for certain low-income Seniors. Mr. Langley read Ordinance No. 18-2149 by title only. Commissioner Shoemaker moved to approve Ordinance No. 18-2149 and set November 19, 2018 as the public hearing date. Seconded by Commissioner Morgan and carried by a unanimous roll call vote. CC 11-05-18/9 D. Read by title only and adopt Resolution No. 18-1483, which amends the Authorized Strength tables in the Fiscal Year 2018/2019 Budget. Mr. Langley read Resolution No. 18-1483 by title only. Mr. Cox presented the Item. Commissioner Morgan moved to adopt Resolution No. 18- 1483 as presented Item 12D. Seconded by Commissioner Sackett and carried by a unanimous roll call vote. Approve a Historic District Matching Grant Application (HG 01- 18) from Longwood Historic Society for the property located at 135 West Church Avenue. Mr. Kintner presented the Item. Commissioner Sackett moved to approve Item 12E as presented. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. F. Approve the Agreement with the Longwood Professional Firefighters Association Local 3163 for the period of October 1, 2018 to September 30, 2021 and make this retroactive to October 1, 2018. Commissioner Morgan moved to approve Item 12F as presented. Seconded by Deputy Mayor Drummond and carried by a unanimous roll call vote. 13. CITY MANAGER'S REPORT Mr. Cox said we were saddened by the passing of Robert Bailey this past week. He will be missed, and he was well respected in the community for the job he did, and our thoughts are with his wife, Sarah and his family. Regarding Reiter Park, the irrigation is complete, weed control has been treated, and landscaping seems to be getting better. The first palm tree will be replaced as part of the punch list. The Splash Pad is now fully functional. We are waiting for the Health Department to inspect it and give us clearance to operate. We anticipate running that about nine months out of the twelve months of the year, which is consistent with Central Florida and other cities around the state. The misting fountain, we anticipate it being operational later this week. Bathrooms were a mess, and all the hard work is done and now all that is left is the painting CC 11-05-18/10 inside and general cleanup. The sinks run and toilets flush. Dead bolts need to be installed on the doors as well. The railings on the boardwalks that go over the ponds are up, but there is still some mesh that needs placing, so it still not open yet. Those are some of the items that are between reaching substantial completion. After we do those, we can go on with the punch list. There is still some lighting that has to be done in the park. We feel we don't have substantial lighting there when we have events, so we will be following up on that. The tennis courts are still a mess because that is where all the staging is. After the site is demobilized, then we can let the contract go ahead to address the tennis courts, that is under a different contract. We are also looking to be an age -friendly community. We are planning to have an event on November 7tn with AARP and Meals on Wheels Neighborhood at the Longwood Hills Congregational Church. This is to get feedback for to develop an age - friendly program for our community. The link for our survey is on our website. Mr. Cox thanked Northland Church for allowing us to use their property in case of a hurricane to be a staging area for us in case of an emergency situation. Regarding FEMA, it appears we are finally having some movement on that front. Mr. Cox said on the budget, we are putting together a plans for the 2019/2020 budget. We may try something new this year and different from doing the Capital Improvement Plan first and then Operational Budget. We will talk with Department Directors tomorrow about potentially doing both at the same time as a trial this year. For a long time I have wondered if that might be a better process. Mr. Cox said I have been continuing my efforts to meet and get to know area communities. I have been to Oviedo and Casselberry this past week. Upcoming, I anticipate going to Winter Springs and Lake Mary in the near future. Mr. Cox said we are activating the Roundup Program and Tiny Homes. Mr. Kintner and I are doing a little research on Strategic Plan Development and potential for night life in the community. Adult and youth leadership programs with Commissioner Morgan and anticipate meeting with him very soon to continue that discussion. Mr. Cox said we have posted the Public Works Director position and anticipate that being filled relatively soon. We have had departmental and team meetings to discuss that. It does require Commission consent, so I am hoping by the next meeting we will have a recommendation to bring back to you. Richard Kornbluh is wishing to move further into CC 11-05-18/11 retirement and less time here as the Utilities Division Manager. We have been working with him to move him into more of a consultant role now and will be here to advise and help staff. We posted that position internally and had an applicant and had a hiring interview and an offer was made and accepted, so I would like to announce Pat Smith as our new Utilities Division Manager in Public Works. That created a vacancy for Utilities Supervisor. We will post that internally first. In the Police Department, he announced Adam Bryant has been promoted to Police Sergeant and Steve Bryant has been promoted to Police Corporal. Mr. Cox said he received a letter from the Principal of Lyman High School, Mike Rice, thanking the City for the support given to them this past week for homecoming events. He read the letter out loud. He thanked the IAFF. He said we started out with a lot of ground to cover, and everyone was always polite, respectful and very professional. He thanked Frank Herndon for all his hard work. Mr. Cox said we anticipate having a Joint Planning Agreement with Altamonte Springs for future annexation areas on the November 19th Agenda for your consideration. We also anticipate having the 100th anniversary celebration for Orlando Health at the next Commission meeting as well. He said we looked into the question of piggy -backing and it is cooperative procurement. This last week marked my six month anniversary here, and it has been wonderful. I have truly enjoyed it here. 14. CITY ATTORNEY'S REPORT. No report. 15. CITY CLERK'S REPORT Ms. Longo stated the 2018 General Election is tomorrow and the polls will be open from 7:00 a.m. until 7:00 p.m. The Longwood Community Building is set to go and is a polling location for Longwood. As a reminder the two Longwood Districts #3 and #5 were unopposed. The annual rotation of the Deputy Mayor will be on the next agenda and it will go from District #2 to District #4, since District #3 is currently serving as Mayor. She also reminded the Commission she will be out of the office this coming Thursday and Friday. 16. ADJOURN.
