CALL TO ORDER. Mayor Paris called the meeting to order at 6:00 p.m. 2. MOMENT OF SILENT MEDITATION 3. THE PLEDGE OF ALLEGIANCE 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. Annual Rotation of Deputy Mayor. Ms. Longo announced the Rotation of the Deputy Mayor would go to District Number 4. B. Senior Matinee will be held on Wednesday, November 21, 2018 from 1:30 p.m. until 3:30 p.m., Longwood Community Building, 200 West Warren Avenue. This month's feature is Leave No Trace. CC 11-19-18/1 C. The Longwood Christmas Parade will be held on Saturday, December 1, 2018 beginning at 3:00 p.m. and will make its way through the Historic District of Longwood. D. Longwood Movie in the Park will be held on Saturday, December 1, 2018 beginning at 6:30 p.m. in Reiter Park, 311 West Warren Avenue. This is a free event and the movie will be How the Grinch Stole Christmas. 5. PROCLAMATIONS / RECOGNITIONS A. Proclaiming November 5, 2018 as "Orlando Health South Seminole Hospital 100 Years of Caring Day". Mayor Paris read the Proclamation and presented it to Shawn Molsberger, Senior Vice President, Orlando Health and President, South Seminole Hospital. Photographs were then taken. B. Proclaiming the month of November 2018 as "National American Indian Heritage Month". Commissioner Shoemaker read the Proclamation and presented it to Ms. Jan Leibin and Ms. Theo Kirch. Photographs were then taken. C. Recognition of Commissioner Drummond's Completion of the 2018 Institute of Elected Municipal Officials held October 5-7, 2018. Mayor Paris read a letter from the Florida League of Cities, Inc. and presented Commissioner Drummond with his Certificate of Completion. Photographs were then taken. D. Recognizing Commissioner Drummond for his service to the City as Deputy Mayor, November 2017 to November 2018. Mayor Paris recognized Commissioner Drummond for his service to the City as Deputy Mayor. He then presented him with a plaque and photographs were taken. - 6. BOARD APPOINTMENTS A. District #1 Nomination to the Land Planning Agency. CC 11-19-18/2 Commissioner Shoemaker nominated Ms. Judy Putz for . reappointment to the Land Planning Agency Board. Nomination carried by a unanimous voice vote. B. District #5 Nomination to the Land Planning Agency. Commissioner Sackett nominated Ms. JoAnne Rebello for appointment to the Land Planning Agency. Nomination carried by a unanimous voice vote. C. District #2 Nomination to the Parks & Recreation Advisory Board. Commissioner Drummond deferred the nomination until the next meeting. 7. PUBLIC INPUT A. Public Participation. JoAnne Rebello, 301 Loch Lomond Avenue, Longwood. She said I was going to talk about the problems with the website and my initial impression that we spent a lot of money in IT and why wasn't it better taken care of. She stated, since I have spoken to Mr. Cox I understand now the predicament that cities are in. I will take this opportunity of my three minutes to say out loud, that I really appreciated the Arts and Crafts Festival, and the fact that it did seem to be going in the right direction. I know Mr. Capizzi and Mr. Rinaldo worked so hard to make these events happen. I'm also pleased about the Chili Cook -Off. The Community Emergency Response Team (CERT) participated this year and we had vegan chili and it was really good. She said next year hopefully we will be in the top two. Frank Herndon, 210 Oakmont Reserve Circle, Longwood. He said I am the elected union president for your Fire Department. I would like to take this opportunity to say thank you. Thank you for the ratification of the new three year contract. This is the first time in the 19 years that I have been employed here that we have actually added benefits without losing benefits. He said it really means a lot to me and to the Fire Department. When some of the Commissioners were running for the seats, I advised you that the Fire'Department had lost five firefighters a year for five years. am 100% positive that this contract is a step in the right direction towards retaining great employees. I look forward to many years CC 11-19-18/3 of a great relationship with the Commissioners and your staff. I would personally like to thank all of you. I would personally like to thank Mr. Cox, Ms. Ricci and Chief Peters because this could not have been done without everyone's help. Thank you. Nanci Kopack, 309 Balogh Place, Longwood. She said I am a life- long Longwood resident. My first house was right here on Church Avenue in Tiberon Cove and it overlooked Lake Searcy, the back of my property. She said I have become aware just two days ago that Lake Searcy is for sale a 23 acre property right here off Church Avenue. The owner is selling one parcel for around $400,000.00, and on the other side of the lake, they have not named the price yet. She said they have a financial motivation to sell quickly. I think it is right across the street from Magnolia Acres, that lovely parcel right there, and that beautiful lake that is undeveloped. I would love to see the City of Longwood take that, and imagine what our town could be with something like Cranes Roost or Lake Monroe. She said I have worked under Sherman Yale that developed the whole Lake Monroe property. I see an opportunity here with Parks and Recreation and Planning that we could really make something great here in the City of Longwood. I have talked to the owner this weekend, and she said there was an open house on Sunday. I am letting you guys know, and I think that Longwood has come so far with the beautiful park you finally have put at Reiter. My twin sons are 24 now and they both serve_ in the military. I was always looking for a park to take them to. I have always had to go to Winter Park, Casselberry or Lake Mary, and it is so nice to see that you guys have really stepped up on the Parks and Recreation. She said I see a bigger vision, there is an opportunity. I think we have enough in our coffers to possibly make this a deal. 8. MAYOR AND COMMISSIONERS' REPORT District #2. Commissioner Drummond said he wanted to bring to everyone's attention that Longwood and the AARP are working together and right now there is survey on the City of Longwood website for anybody that's 50 years or older. The survey is trying to identify the needs or improvements for -the City of Longwood to better service our seniors. He said Marie Regan the Longwood Community Development Planner and I had a nice conversation today. She is gathering information and then Seminole State College is going to tabulate all the results. He said we are going to try and put that together in an action plan to do some cool things in Longwood and move forward with that. He said on November 7th I went up to the First Congregational Church, which is the distribution point for Meals on Wheels. They have a dual purpose there. CC 11-19-18/4 They not only distribute meals thorough out this area but they also have community dining there. He said seniors can go there have a meal and talk to other seniors. I had an opportunity to eat a meal with them and it was very interesting. Unfortunately, they used to be at the Longwood Elementary School and then they were forced out of there when Seminole County turned it back into an active school again. He said they said it was much better when it was a central location. Maybe we can in the future plan something where we can move closer into Longwood again. Last week Commissioner Shoemaker and I, were at Leadership Seminole. A great organization where we were given training on economic development and preservation. He said the Chili Cook -off and Car Show were amazing. Unfortunately, I did not get there until after dark. He said it gets dark pretty early now and it is hard to get a good look at the cars, but very nice turnout. He said I want to thank Leisure Services, Parks and Recreation Advisory Board and all the other City employees that come down and help out with these big events. I did not make it to the Fall Festival until Sunday so I missed the carnival at night. I saw some of Ben's pictures and they were pretty amazing. He said he was so impressed with the turn out that we had and how many booths and vendors were there. Farmers Market, I always like to pitch those guys because they do such a great job on Sundays. In conjunction with the Fall Festival it probably took us an hour to walk around just to see everything on Sunday. Citizens on Patrol (COP), I want to thank them for all their hard work. They are at every event that is going on and they also supplement the Longwood Police Department. He said we really couldn't do business without them. District #3. Mayor Paris said the Fall Festival was absolutely amazing. It was very well attended. I would like to thank all the volunteers, COPS and CERT for being involved. It was really great to see citizens from Longwood, as well as people from outside of Longwood coming to the City and enjoying what we have to offer here. I believe it's a long time coming to see that occurring. We even had events going on at Reiter Park. I would like to for the record, thank the citizens for their patience with Reiter Park. He said I know it should have been open a while ago we want to make sure this is done right. We want to make sure we do our due diligence to make sure it's ready for everyone and does open up. He appreciates everyone's patience. It will completed soon and I'm sure we will be getting an update from our City Manager this evening. If you could also give an update on Ronald Reagan Boulevard (CR 427) 1 see that we have a lot of the medians torn up. He said if you have any further information for that I would certainly appreciate it. We have a lot of changes and a lot of growing pains going on in the City. He said there is a lot of construction and I want the citizens to know that sometimes these CC 11-19-18/5 are difficult times. It will be a much better and a very good and livable community here in the City. District #4. Deputy Mayor Morgan said November 61h election night, I got a call a few nights before that from a mother of one of our Girl Scouts of America, the Brownie Troops, and seven year old girls. They wanted to do a historic tour here in Longwood and they asked if I would give them a tour around the City at nighttime. He said I did that on election night and it was a lot of fun and the girls learned a lot. I thought these girls were 10, 11, 12 they were so in -tune and paying attention and really dialed in. It was really cool. We have a very cool history here in Longwood and I'm not sure if the residents that have been here 20, 30, 40 years know it. There is a lot of younger demographic that don't. He said we really need to start, those of us that have lived here longer than others to make use of what we have here in the historic district. Our Historic Society does an amazing job and this was just another reminder of the great work they have done here. He said by bringing in a Bradlee -McIntyre House the Inside/Outside home that is now a gift shop across the street here, even the placard that, is right outside here gives the entire City's history. It really is an amazing story. This particular Brownie Troop had fun. He said I had more fun probably than they did. It was cool to get away from Election Day and Election Night and get everything off to the side and be able to do this instead. This was much more fun and I think a much better use of my time. He said November 7th the next day, I was invited to Orange County School called Center Academy, a school for special needs children. I gave an hour long anti -bulling rally campaign to their middle school and then an hour as well, to their high school students. This is a great school, Center Academy. There are not that many schools out there that do what this particular school does for those with special needs. Whether someone has autism, ADHD, they give them all the tools necessary to be able to find their strengths and hide their weaknesses. November 8th I was invited and attended the State of Florida Hospital in Altamonte Springs, updates as to what they are doing there. On Thursday, November 15th, I am part of a Florida League of Cities Land Use and Economic Development Board and attended a meeting. That particular committee put together and voted on appropriate draft statement and backgrounds around annexation legislation. He said the Florida League of Cities had a three day event in Downtown Orlando, and if you are part of a committee, you can come and attend the event. That following Friday, I went back to the Florida League of Cities where they are located in Orlando. He said they had a legislative conference on their slogan which is "We Live Local". It is redesigning resident interaction workshop. What this was in a nut shell was how can we reach out to our community better, what can we do to engage with you guys better, and things of that nature as far as online goes. He said obviously social media CC 11-19-18/6 was the main driver of that. As long as they are appropriate websites and web hosts and things of that nature because that is where everyone is getting their news now a days is online. If you guys remember about four and a half months ago I made a claim that we really need to start doing better on our social media and came up with our Longwood social media campaign. Since then our City Manager, has done an amazing job of getting on that and making sure we are using other outlets. One of my complaints was that we did not have Instagram or Twitter we just had a great job on Facebook and a great city website. We had a Facebook as well for Leisure Services and that's all well and good. There are other avenues to reach out to our residents that might not use those platforms. I know I did not use Facebook before I became an elected official, I always used Twitter and Instagram, for example, and others are like that as well. I really appreciate the fact that Mr. Cox took the ball and ran with it. We have a really good person that's been running our Instagram and Twitter accounts. He said not just like fluff stuff but what is going on here in the City. If you see a road being ripped up instead of just driving through getting stuck in traffic and going oh jeez here we go again Longwood's ripping up streets what else do they do. There is a rhyme and reason behind it and you can go to our social media pages. I encourage you all and you'll see pictures of what we are doing here with your taxpayer dollars. You will see the beautification we have done on State Road 434, you will see what's going on in Reiter Park, you will see what's going on with our Fire Department, you will see your 7-foot Deputy Mayor walking our Brownie Troops around at 7 o'clock at night around Longwood Historic District, you will find all of that stuff and I encourage you all to check them all out. He said Adam Bryant from our Police Department does an amazing job on our Instagram and Twitter accounts. I wanted to say thank you to Mr. Cox for facilitating that and getting on top of that. He said during this particular Florida League of Cities Meeting we were talking about this, and I was able to have a lot to say because I would say we have stepped up a lot. He said a huge shout out to Ms. Longo who does an incredible job on our Facebook page constantly updating it. Mr. Capizzi as well for our Leisure Services Facebook page. Deputy Mayor Morgan said one of the things I wanted to make sure we were doing was putting out even the littlest of projects we were doing on these pages so you all know where your money is going towards. I know when I was living here for years that was my whole thing, you get stuck in traffic and what do you do, you start yelling at the City. You don't realize what it's doing economically to your City and things of that nature. He said you may not look at it in that standpoint, but if you go on our City's social media pages you will see there is a rhyme and reason behind everything. He said Ronald Reagan Boulevard is a great example of that. CC 11-19-18/7 We are taking care of that street and widening it, and putting in more parking spaces because our local businesses were complaining there was not enough parking. He said you will find that information out on our social media pages. Deputy Mayor Morgan said that same day Friday, November 16th, was the start of our Longwood Fall Festival. My family and I attended all three days. He said I could not keep my son away from that place even in a grumpy mood on the second day he still did pretty well. I was really impressed and I wanted to thank the Longwood Leisure Services, Mr. Capizzi and Mr. Rinaldo. I also wanted to thank our entire Parks and Recreation Board. He said Judi did an amazing job. It was bigger and much better this year in my opinion, with better rides. There were more rides for both little and big kids, and it just felt a lot bigger. There was more too, there was a bounce house, there was so many different things there that it really took three days to get through it all. He said it was a good opportunity to bring outsiders into our City. Which I did again this time and it is the same take home that everybody I bring here says, "Everybody is so darn nice". It was cool to watch, I would walk away from the guests that I had and I would watch our own residents start to talk and have conversations with them. He said we have the friendliest residents here and we are very fortunate for one another. I know we might not talk about it or recognize it much because we live here and we all know each other. Bring an outsider here and watch their reaction. Congratulations, great job Parks and Recreation and Leisure Services. Deputy Mayor Morgan also wanted to give an update on the Markham Hills neighborhood. There was a dog that was killed by another dog. He said this big dog got out from its fence, broke through the wooden fence, and unfortunately killed this other resident's dog in our neighborhood. I have been doing some follow-up on it, other residents wanted to know what happened to the other dog. He said when something like that happens, Seminole Animal Control comes out and they would take possession of that dog that did the killing. What they ended up doing was returning it back to its original owner. That made a lot of residents very nervous, me included. The way it works is because it did not kill a human, but a dog it was allowed back to its owner, this is the way that the law works. The lady. from Seminole Animal Control explained it to me over the phone. He said I went there in person to get more information on this. What I found out was the dog, luckily the owner lives in Casselberry, so the dog that did this incident was just visiting someone here in that neighborhood. He said the dog that did what it did lives in Casselberry with the owner. More importantly, I found out we have something that supersedes Seminole County Animal Control, our Longwood City Code Chapter 14 under animals. He said under section CC 11-19-18/8 14.4 Public Nuisance, it is unlawful for a person to permit animals to become a public nuisance an animal shall be declared a public nuisance if such an animal has attacked other domestic animals. Statute 14.5 Prohibited Animals, it shall be unlawful to keep, maintain or raise in the city the following animals: public nuisance animals. He said in a nut shell, what that means is Longwood, because those before us had the wherewithal to put something within our City Code, we were able to make sure that dog can never come back to our City. He said it cannot come back to that home, it cannot come back to our City, period. Deputy Mayor Morgan said I would like to congratulate three Lyman High School student athletes that just signed their scholarships during the early signing period. One is named Sidney Hedrick, who is going to be playing soccer at Belmont Abbey on scholarship. Another is Lindsey Worsham, who will be playing volleyball at California College of Pennsylvania, and last but not Feast Rachel Smith who will be playing lacrosse at Saint Leo. He said sign early is a very big deal, it means you are one of the best in the country there is. Deputy Mayor Morgan said he would like to ask for permission from my fellow Commissioners and Mayor that I be excused from our December 3rd Commission meeting. My wife Larissa's mother has just made a real turn for the worst. We found out she has cancer and I need to be home with her family in Hawaii. He said I need to be home with them from the 3rd through 8th. The Commission approved. Deputy Mayor Morgan said if it is okay with everybody, I know that week I am not here we are supposed to name a nominee for Martin Luther King, Jr. Good Citizenship Award. I would like to nominate Commissioner Sarah Reece of Altamonte Springs who runs that incredible Buddy -Ball League that I told you guys all about over at Eastmonte Park. She is the glue that holds that entire league together for special needs kids. She is the head of that league and has done an amazing job. Mayor Paris replied, we will have the Clerk officially file that on your behalf when we make the nominations. District #5. Commissioner Sackett said the election is over and thankfully the proposition one failed so we don't have to worry about that tax shift that was going to be going on. He asked, the proposition that dealt with seniors what is the financial impact to our city. I went to the Chili night and ate all the chili that I could, even voted for some. That along with the Car Show was a really nice event. He said he had extra tickets and gave them to people who were coming into the event. The Car Show for the past numerous years continues to be a stronghold within our City. It is CC 11-19-18/9 just -a wonderful event, with the cooler weather it is even more wonderful. Commissioner Sackett said the Fall Festival took three hours on Saturday to get through. I also had to return on Sunday to do some additional secret purchases. I ran through the Festival around 3:00 p.m. just before it was closing picking this and that up. I hope our adjoining businesses had much success as well at that event. He said the only thing I would like to see, is the event used to come down to the Judy's Doll business and it is not quite that far. I would like to see if we could even up the ante and entice more, as our reputation grew over the past couple of years to see 50 more coming in here. He said lets fill Warren Avenue, . let's fill Church Avenue a little more. I don't know if Altamonte Springs was running something, Winter Park was running something and I don't know if that was why the train was running but we were the go to event. It was really nice and the displays were wonderful. There are new crafts out there and the jewelry making and my root beer with vanilla was there and that makes my day. It was a wonderful event and I even got to dance with the Chick-fil-a cows. Commissioner Sackett asked about the parade coming up and construction on Ronald Reagan Boulevard (CR 427). He said I don't want any angry businesses, I don't want any angry traffic people, is there open dialog going on about this parade coming into town and what is going to need to be closed. That is real important. We want to make our businesses survivable on that day. We want to make many people happy. Commissioner Sackett did a little bragging. He said Lyman High School volleyball had their awards recognition ceremony, my daughter was not even listening at the time they rattled off this one girl who has superior leadership, really motivated this team and they named her the most valuable player and that was my grand -daughter. That was cool to see and the very next day she goes out with her sister and pitches eight strike outs with her sister playing first base. They win the senior softball , tournament came home with a huge trophy. That was nice to see too. Commissioner Sackett said he did something without permission, put it on record so it's out there, my father-in-law died a year ago and we were going to do a memorial bench for him but that is not ready yet. He said on Saturday we set off four Chinese lanterns and one dove towards Judy's Dolls and it scared the heck out of me and I was ready to run away but then all of a sudden it lifted. One of them was dedicated to a guy I knew as a fire chief and that one flew right over the fire station and went straight up, it was really cool to see those things. Thanks for letting me do something that was probably illegal. He ended his report with, CC 11-19-18/10 Thanksgiving is a wonderful day to observe family and just be calm and hold everyone tight. District #1. Commissioner Shoemaker said November 81h I attended the Longwood Clubs annual homeowners meeting, and I updated the residents as best I could. I am going to share some concerns they had and requests we have to add to our dream list. Mr. Cox is aware of this. She said they would like a senior center and a public swimming pool. Otherwise they are pretty happy with things. One other complaint I failed to share with Mr. Cox I believe, better communication when you're going to close the roads and this is not the only subdivision that spoke to me about this. As Commissioner Sackett so often refers to them, snipe signs put out that said the roads were going to be closed were not well received. They asked that it be clear. They would have liked to know one lane was going to be open. It was just not clear and the signs were questioned if the City really put the signs up. Commissioner Shoemaker said on November 9th, Commissioner Drummond and I attended the Leadership Seminole Economic Development Day and Preservation Day, and we toured Seminole County's Sports Complex. My favorite part was we hiked in the woods in the preservation area. It reminded me of being a kid and playing in the woods but I was quickly reminded I was no longer a kid. Commissioner Drummond had to help me cross something. We got to see a tiny little owl that was really cute. We got to see a nice big snake. I saw Commissioner Drummond holding it. I admired it from a distance. I was okay not to pet or hold the snake. It was very amazing I can't thank the City enough for sponsoring me for this. She said Leadership Seminole is an awesome program and it was enlightening. On November 13tn, Commissioner Drummond and I attended Seminole County Soil and Water Conservation meeting. It was a good meeting, quite a dedicated group. One thing I was really intrigued to learn about was turtles you could buy in a pet store. People are not forewarned that these turtles can get up to 70 pounds and they have no known natural predators. She wished them well in getting some kind of legislation that pet stores have to inform that this animal is going to get bigger than your kid in a few years. On November 14th, I along with Commissioner Drummond attended Leadership Seminole after hours. It was a very nice event. I wish to extend my gratitude to the sponsors of Leadership Seminole programs and events. It was very nice networking. Commissioner Shoemaker said this past weekend I attended the Fall Festival, which was great. The kid in me loves the Ferris wheel and skee- ball, which I swear that 50 is rigged because I could not get it. She said she enjoyed the Festival very much, spoke with the vendors, all in all, CC 11-19-18/11 very happy. On Sunday they did tell me, I was not there earlier to hear it, but the music.was too loud. I believe they could not hear each other or talk to their customers. Something to mention to Mr. Capizzi. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve Minutes of the October 1, 2018 Regular Meeting and October 15, 2018 Executive Session. B. Approve the Monthly Expenditures for October and November 2018. C. Approve the Monthly Financial Report for October 2018. D. Approve two purchase orders to Thompson Pump, one in the amount of $50,981 for the Historic District Lift Station Pump and the other in the amount of $42,363 for the Columbus Harbour Lift Station Pump and authorize a budget transfer in the amount of $843. E. Approve a purchase order in the amount of $36,600 to Central Florida Liftstations, Inc. for the installation of the emergency pumps for the Historic District Lift Station and the Columbus Harbour Lift Station. F. Approve a purchase order in the amount of $36,817.09.to De Nora Water Technologies for a replacement rectifier for the Chlorine Generator at Water Plant II and authorize a budget transfer in the amount of $1,817.09. Commissioner Sackett moved to approve Items 10A through 10F as presented. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. 11. PUBLIC HEARINGS A. Read by title only and adopt Ordinance No. 18-2148, amending the Internal Revenue Codes for the City of Longwood Police Officers and Firefighter Pension and Trust Fund. Mr. Langley read Ordinance No. 18-2148 by title only. Mayor Paris opened the public hearing. No one spoke in favor or opposition to Ordinance No. 18-2148. CC 11-19-18/12 Commissioner Sackett moved to close the public hearing. Seconded by Commissioner Shoemaker and carried by a unanimous voice vote. Commissioner Drummond moved to adopt Ordinance No. 18-2148 as presented Item 11A. Seconded by Commissioner Sackett and carried by a unanimous roll call vote. B. Read by title only and adopt Ordinance No. 18-2149, amending the City Code with respect to Homestead Property Tax Exemptions for certain low-income Seniors. Mr. Langley read Ordinance No. 18-2149 by title only. Mr. Cox presented the Item. Mayor Paris opened the public hearing. No one spoke in favor or opposition to Ordinance No. 18-2149. Commissioner Sackett moved to close the public hearing. Seconded by Commissioner Drummond and carried by a unanimous voice vote. Deputy Mayor Morgan moved to adopt Ordinance No. 18- 2149 as presented Item 1113. Seconded by Commissioner Sackett. Commissioner Sackett suggested sending something out via mail to all those that would qualify. Motion carried by a unanimous roll call vote. 12. REGULAR BUSINESS A. Read by title only and adopt Resolution No. 18-1482, which amends the City's Lien Reduction Policy. Mr. Langley read Resolution No. 18-1482 by title only. Mr. Kintner presented the Item. CITY MANAGER'S REPORT Mr. Cox gave an update on Reiter Park and said the last time we met I reported that there were four items that were standing between us and substantial completion. That list is now down to two. Now substantially completed is the bathroom, also the misting fountain is operational. There is still some punch -list work that needs to be done. The bathroom has some tile work, and for the misting fountain, there is still work with some of the spray nozzles that has to be tidied up. Not yet substantially complete are the boardwalk, the railings are not yet up. The splash pad has some missing fountain nozzles. He said they are the wrong size that were installed, and so they are having to replace those. So we are waiting on those to arrive to be replaced, and then it has to be inspected by the health inspector. Even though other area cities have shut down their splash pads, we are anticipating having it open for a little bit once it is operational and approved by the health department. We would be open to any suggestions you all might have on when that might be. But that is our anticipation. He mentioned some things yet to be completed. The lights in the palm trees we are hoping will be up this week, and the replacement of the dead date palm you can see from the street should be soon. It is on its way. He said he was visiting with Commissioner Drummond a little earlier today and he mentioned the silvering of the wood that is seen on the bathrooms on the bottom part versus the top part. What happened was apparently the sprinkler heads were blowing water on that portion of the bathroom. That part has been corrected and the rest of the wood is planned to silver like that as well. He said it just helped it along a little bit quicker than the rest of it. All that wood should look uniform throughout the park and amphitheater. CC 11-19-18/15 Commissioner Sackett asked about a calming maze in one of the corners of the park. It looks like a bunch of boulders were dropped there. It does not look like a calming area anywhere. It is way in the back by the misting fountain. The rocks just look like they are thrown back there with no rhyme or reason. It was also mentioned that some of the fence was being held up by zip ties and it has been six months. Mr. Cox said he and the City Attorney met regarding the stipulation/penalties and our thought was once we reach substantial completion we could then decide when that was going to be. You are right if we would have done that at the last meeting we still could have weeks and weeks. We are hoping they will continue the drive towards completion of the park. Commissioner Sackett asked when all the stuff will get off the tennis courts. Mr. Cox replied when they are finished with substantial completion. Commissioner Sackett mentioned about the bushes at the end of the tennis courts stating everything just looks sloppy. Six months is just too much. Mayor Paris asked if they have given us a date as to when the park will be completed. He said we have blown way past the completion date of September 5tn Mr. Cox said it has been a slipping date. They just give us the common response that they have this going and this going. He agrees that it is very frustrating. He stated I regret that we are in this position and will report back at the next meeting and find out what the maze is. Mr. Cox said gave an update on Ronald Reagan Boulevard (CR 427). The last information I had was Florida Department of Transportation (FDOT) was targeting a January completion date. He said he would give a more detailed update at the next commission meeting. He said the parade is a go. It is the same route, some folks will not be able to sit in the median. I will give a parade report. He agreed with all the comments made by the Commission a little bit earlier. It is very exciting regarding the events that just seem to be tremendous draws here. He is excited to congratulate Mr. Shad Smith. This has been a great moment I think for our organization. I am looking forward to working with Mr. Shad Smith. Moving the organization forward in that regards, he said he is also excited with the JPA that you all approved with Altamonte Springs. They CC 11-19-18/16 are meeting tomorrow night to consider their part of approval. I was going to suggest, I like to send thank you cards. Maybe we might get one, if you all are aggregable to send from you all saying thank you. They were proactive in reaching out to us as well. Mr. Cox said lighting on Rosedale Avenue was asked about by Commissioner Sackett at the last meeting. We are in the process of getting a meeting with Duke Energy. It is on our list, and we will keep working on it. We are also working on some lighting improvements along Rangeline Road. Fall Festival, I just want to commend everyone involved with it. It's exciting to see Orlando Health here tonight. I might say we are in the process of building even a better relationship with the hospital and staff. Mr. Kintner and I hosted a lady that was highly recommended by the League of Florida Municipalities. I heard her speak at a city managers conference that I attended regarding the creation of spaces of entertainment. We hosted her last week and had her take a look at our community. We have had a lot of discussion about the train station, Reiter Park, historic area in-between and so getting her expert advice on things that we might be able to do. He said he is hopefully launching some strategic planning in the upcoming weeks and months. Upcoming agendas we do have an ADA access issue that staff is working on. I anticipate on December 3rd as us as having some action to bring before you. Our City Attorney, City Clerk and HR Director are involved so I'm hopeful that we will have some preliminary things for you at the next meeting. I appreciate the public's patience's as well while we work through some of this. Mr. Cox said regarding Community Building fees, I have meet with Mr. Capizzi and I anticipate us having that on the December 3rd meeting. As well as the recognition of Mr. Rinaldo, who puts together the Farmers Market on that agenda. He said I wanted to quickly mention that our huddles continue, we have those monthly with our staff and they are going very well. I mentioned before we have our awards celebration January 25th at Reiter Park. That evening I hope you all will -mark your - calendars if you have not already. I would love to have the -Commission attend, I think we will have a little something for each;of you to do as a --- part of that. Upcoming initiatives, in addition to things= I mentioned a moment ago, are working on the policies and procedures manual. We =_ have a number of meetings scheduled regarding that. We have -launched the AMR Pilot program and working on ordering the equipment that will' be necessary for that. He said he visited with Commissioner Shoemaker earlier, and regarding the Utility Bill Round -up Program, he is thinking first quarter of next year. We have some preliminary work to -do -in - advance of that. I think a measure of that will have to come before the Commission to approve. He said regarding Leadership Youth Council CC 11-19-18/17 Advisory, Deputy Mayor Morgan and I are going to be getting together soon to further that. 14. CITY ATTORNEYS REPORT Mr. Langley wished everyone a Happy Thanksgiving. 15. CITY CLERK'S REPORT A. There has been a request for the Commission to consider cancelling the December 17, 2018 Regular City Commission Meeting. Commissioner Shoemaker moved to cancel the December 17, 2018 Regular City Commission Meeting. Motion failed due to a lack of a second. Commissioner Sackett moved to have the December 17, 2018 regular City Commission Meeting as scheduled.
