1. CALL TO ORDER. Mayor Paris called the meeting to order at 6:00 p.m.

3. THE PLEDGE OF ALLEGIANCE
4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following
announcements.
A. Celebrate the Season/Tree Lighting event will be held on Friday,
December 7, 2018 from 6:00 p.m. until 9:00 p.m. at Reiter Park,
311 West Warren Avenue. There will be ice-skating, train rides,
food, games, a chance to visit with Santa Claus, the lighting of
the tree around 6:15 p.m. and a laser light show finale.

B. The "Downtown Longwood Cruise -In" Car Show will be held on
Saturday, December 8, 2018 from 5:00 p.m. until 8:00 p.m. in the
Historic District of Longwood.
C. Santa Visits Longwood neighborhoods on Friday, December
14th, Saturday, December 15th and Sunday, December 16th
from 6:00 p.m. until 9:00 p.m. or however long it takes to finish
each area. Routes are as follows:
Friday: North of State Road 434 between U.S. Highway 17-92
and Ronald Reagan Boulevard (this includes a few
neighborhoods just East of U.S. Highway 17-92 and North of
State Road 434).
Saturday: North of State Road 434, West of Ronald Reagan
Boulevard as far as Sleepy Hollow.
Sunday: South of State Road 434, West of U.S. Highway 17-92.
D. Don't miss the opportunity to take a picture with Reiter Park's
own 7-foot Santa on Sunday, December 16, 2018 from 2:30 p.m.
until 5:00 p.m. at Reiter Park, 311 West Warren Avenue. There
will be bounce houses and light refreshments available for
purchase. Please bring your own camera for pictures. This is a
free event.

6. BOARD APPOINTMENTS
A. District #2 Nomination to the Parks & Recreation Advisory
Board.
Commissioner Drummond nominated Mr. Tom DeNegre for
appointment to the Parks & Recreation Advisory Board.
Nomination carried by a unanimous voice vote with Deputy
Mayor Morgan absent.
B. District #3 Nomination to the Parks & Recreation Advisory Board.
Mayor Paris nominated Mr. Ian McCracken to the Parks &
Recreation Advisory Board. Nomination carried by a unanimous
voice vote with Deputy Mayor Morgan absent.
7. PUBLIC INPUT
A. Public Participation.

Ashley Morisette, 902 Bucksaw Place, Longwood. She said she
wanted to bring to the Commissioners attention the lack of street
lighting along West Church Avenue, between South Milwee Street
and Wilma Street. When people start to park near Reiter Park to
access events near the downtown area they will be moving along
those roads. She said, friends and I visited the Longwood Fall
Festival in November, and we parked at the Reiter Park parallel
parking along Milwee Street, and it was very dark as we walked to
the festival and activities. She stated, even though the Police
Department is right there, and the rest of the city seems to be
well lit, that particular area is not and should be.
Mayor Paris said we have been working with Duke Energy on
lighting around the city and will add this area to the list to be
addressed.
8. MAYOR AND COMMISSIONERS' REPORT
District #3. Mayor Paris said he is going to forego his report. It is the
holiday season and second night of Hanukkah, and I look forward to
getting back to my home and family. He said I will give a long report next
time.
District #4. No report.
District #5. Commissioner Sackett said he has been on the City
Commission 15 years and glad when the Christmas Parade came back to
town, along with Santa visiting the neighborhoods again. It is a
wonderful time of the year, and that parade, thanks to our Citizens on
Patrol (COPs) and everybody else involved with Parks, and every other
team that was there. What a phenomenal float Public Works had. He
said attendance at that parade was the heaviest I have ever seen. He did
mention it use to go down State Road 434. There were easily over 5,000
people there. Well done!
District #1. Commissioner Shoemaker said she enjoyed the Christmas
Parade immensely. Kudos to everybody involved, and glad to be out of
the hospital. She is ecstatic to be part of Longwood.
District #2. Commissioner Drummond said the parade was amazing, and
glad he was at the beginning so he could sneak around and watch it all
from the sidelines. Thanks to the parade committee who worked so hard
to make it such a great event. Regarding the Farmers Market on
Sundays, they are looking forward to moving to Reiter Park once the park
is finished. He had a new item he would like put on the radar, and that is
the Longwood Water Tower. It was repainted before myself and

Commissioner Shoemaker took office, but there is no logo on it. He said
there was some discussion to put a logo on it once the logo was revised,
and that has been done. He would like Mr. Cox to look into this and
make it into a giant billboard for the city.
9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None.
10. CONSENT AGENDA
A. Approve Minutes of the October 15, 2018 Regular Meeting.
B. Approve the Monthly Expenditures for November 2018.
C. Approve a purchase order in the amount of $3,578 to EEG
Enterprises for access to the Falcon software and Lexi
automated closed -captioning service.
D. Approve a purchase order in the amount of $36,304.34 to
Kimley- Horn and Associates, Inc. for Professional Consulting
Services related to the Americans with Disabilities Act (ADA) Self
Evaluation and Transition Plan.
Commissioner Shoemaker moved to approve Items 10A
through 10D as presented. Seconded by Commissioner
Sackett.
Commissioner Shoemaker said a constituent spoke with her about
the amount of money the city is paying for consultants. She said
this is on her radar and has spoken with both Mr. Cox and Ms.
Snead about similar situations like this, and understands there are
times when we have to pay outside services that may be outside
the city expertise. She knows this is one of those situations and
does not like to spend this kind of money but that is where we
a re.
Motion carried by a unanimous roll call vote with Deputy
Mayor Morgan absent.
11. PUBLIC HEARINGS
A. Read by title only and adopt Resolution No. 18-1481,
establishing the City's Notice of Intent to use the Uniform
Method for collecting Non -Ad Valorem Assessments in 2019.

Mayor Paris opened the public hearing. No one spoke in favor or
opposition to Resolution No. 18-1481.
Commissioner Drummond moved to close the public
hearing. Seconded by Commissioner Shoemaker and
carried by a unanimous voice vote with Deputy Mayor
Morgan absent.
Commissioner Drummond moved to adopt Resolution No.
18-1481 as presented Item 11A. Seconded by
Commissioner Sackett and carried by a unanimous roll call
vote with Deputy Mayor Morgan absent.
B. City Commission to hear a public request for Special Exception
(SPE 04-18), to allow a reduction in the side and rear setbacks of
the Longwood Development Code to allow a decrease in the
setback requirements for an accessory structure at 1040
Alameda Drive.
Mr. Langley stated this is a quasi-judicial matter and anyone
wishing to speak on behalf or in opposition to this agenda item is
requested to step forward, stand and be sworn in. He then swore
in those wishing to speak. Only one person was sworn in.
Mr. Langley asked for disclosure of ex parte communications by
the Commissioners. There were no ex-parte communications.
Mr. Kintner presented the Item.
Mayor Paris opened the public hearing. No one spoke in favor or
opposition to Special Exception 04-18.
Commissioner Sackett moved to close public hearing.
Seconded by Commissioner Drummond and carried by a
unanimous voice vote with Deputy Mayor Morgan absent.
Commissioner Drummond moved to approve Special
Exception 04-18 for 1040 Alameda Drive to reduce the
rear setback from 7 feet to 0 feet, reduce the west side
setback from 7 feet to 4 feet. Seconded by Commissioner
Shoemaker.
It was requested to have the diagram of the property shown on
the screen and discussion ensued on the utility easement
location, if the pool is conforming, questions about the patio, and

the paving. Mr. Kintner addressed the questions and confirmed it
was permitted properly at the time it was built and it is
considered as legally conforming. He said what is being done is
not adding to what or changing what currently exists. He also
confirmed they do send letters to the surrounding property
owners for questions/comments and they received nothing back.
Motion carried by a unanimous roll call vote with Deputy
Mayor Morgan absent.
12. REGULAR BUSINESS
A. Read by title only and adopt Resolution No. 18-1484, extending
the deadline for a Final Site Plan Approval for the Longwood
TOD Townhome Project from December 30, 2018 to July 31,
2019.
Mr. Langley read Resolution No. 18-1484 by title only.
Mr. Kintner presented the Item.
Commissioner Drummond moved to adopt Resolution No.
18-1484 as presented Item 12A. Seconded by
Commissioner Sackett and carried by a unanimous roll call
vote with Deputy Mayor Morgan absent.
B. Approve a change order in the amount of $18,690 to purchase
order #18-01771 for Cathcart Construction for the Florida
Central Parkway Irrigation Pipeline Project.
Mr. Smith presented the Item.
Commissioner Drummond moved to approve Item 12B as
presented. Seconded by Commissioner Shoemaker and
carried by a unanimous roll call vote with Deputy Mayor
Morgan absent.
C. Read by title only and adopt Resolution No. 18-1487, which
amends the Fiscal Year 2018/2019 Budget to provide for a
transfer of funds to cover the requested change order to the
Cathcart Construction purchase order #18-01771 for the Florida
Central Parkway Irrigation Pipeline Project. -

Commissioner Shoemaker moved to adopt Resolution No.
18-1487 as presented Item 12C. Seconded by
Commissioner Drummond and carried by a unanimous roll
call vote with Deputy Mayor Morgan absent.
D. Read by title only, set December 17, 2018 as the public
hearing date and approve the first reading of Ordinance No. 18-
2150, authorizing the Issuance of Debt in the amount of
$3,410,044 to finance the Longwood Septic Tank Program —
Transmission Main Project (Altamonte Force Main) and
authorize the execution of a State Revolving Fund (SRF) loan No.
WW590520.
Mr. Langley read Ordinance No. 18-2150 by title only.
Mr. Smith presented the Item and answered questions. An
estimated debt service document was distributed to the
Commission to go along with this Item.
Commissioner Drummond moved to approve Ordinance
No. 18-2150 and set December 17, 2018 as the public
hearing date. Seconded by Commissioner Sackett and
carried by a unanimous roll call vote with Deputy Mayor
Morgan absent.
13. CITY MANAGER'S REPORT
Mr. Cox gave an update on Ronald Reagan Boulevard (CR 427), which is
currently under way. The end date was projected to be early 2019.:They-
do not anticipate working through the holidays- so they ar—e probably
looking at mid to late February at best case scenario. When they finish
the inner lanes, they will move to the outer lanes for construction. The
U.S. Highway 17-92 project is something we are working with.Florida
Department of Transportation (FDOT) on. We are probably looking at
some time after July 15Y for more information on that. He said on Reiter
Park, the missing fountain and boardwalk are now complete, and the only
thing remaining and not yet complete is the Splash Pad. We will be
following up on those items, and there is a punch list as well. The City
Attorney and I will be getting together this week to discuss penalties and
how to best go forward with that. He said we have begun the work on
the City Personnel Policy. He said Ms. Ricci and her staff are doing great
work on that. He noted we have signed a contract with a company to
provide Building Official services for us. He also noted, regarding FEMA,
we have submitted three claims for three different submittals, and we
have received approval in Phase One, amounting to about $30,000.

He said he and Chief Dowda, Mr. Kintner, and Mr. Capizzi will be making a
trip to Winter Haven for more Community Development Research. He
congratulated Jared Roberson on being appointed Fire Marshall and
Kevin Simon as our new Economic Development Coordinator. He also
agreed with the comments regarding the Christmas Parade. He was very
impressed with staff and the volunteers. He said Celebrate the Season is
coming this Friday.
Commissioner Shoemaker noted that she agrees that Church Avenue
from Reiter Park to City Hall is dark.
Commissioner Sackett commented on the lights remaining on late at
Reiter Park, and the sprinklers along the chain link fence are running for
too much time.

15. CITY CLERK'S REPORT. No report.
