CALL TO ORDER. Mayor Paris called the meeting to order at 6:00 p.m. 2. MOMENT OF SILENT MEDITATION 3. THE PLEDGE OF ALLEGIANCE 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. Senior Matinee will be held on Wednesday, December 19, 2018 from 1:30 p.m. until 3:30 p.m., Longwood Community Building, 200 West Warren Avenue. This month's feature is Bel Canto. B. The City of Longwood will host a "Hula-Licious Food Truck" Event with over 30 food trucks, on Saturday, January 12, 2019 from 4:00 p.m. until 9:00 p.m. in the Historic District of Longwood CC 12-17-18/1 located off of Church Avenue. There will be live entertainment, beer and wine available. C. The "Downtown Longwood Cruise -In" Car Show will be held on Saturday, January 12, 2019 from 11:00 a.m. until 2:00 p.m. in the Historic District of Longwood located off of Church Avenue. D. Senior Matinee for January will be held on Wednesday, January 16, 2019 from 1:30 p.m. until 3:30 p.m., Longwood Community Building, 200 West Warren Avenue. The movie has yet to be announced. 5. PROCLAMATIONS / RECOGNITIONS A. Nomination of the Beautification Award (Presentation scheduled for January 21, 2019). Commissioner Drummond nominated the Columbus Harbour Subdivision for the Beautification Award. Nomination carried by a unanimous voice vote. B. District #4 Nomination of the Business Person of the Month Award for January 2019 (Presentation scheduled for January 21, 2019). Deputy Mayor Morgan nominated Top Trucks of Central Florida for the Business Person of the month for January 2019. Nomination carried by a unanimous voice vote. C. Nomination and selection of the recipient of the Martin Luther King, Jr. Good Citizenship Award (Presentation scheduled for January 21, 2019). Deputy Mayor Morgan nominated Sarah Reece for the Martin Luther King, Jr. Good Citizenship Award. Commissioner Sackett nominated Heather Sudiak for the Martin Luther King, Jr. Good Citizenship Award. Mayor Paris nominated Atif Fareed for the Martin Luther King, Jr. Good Citizenship Award. Nominations carried by a unanimous voice vote. CC 12-17-18/2 D. The City of Longwood would like to recognize Robert Rinaldo for doing an outstanding job as the Longwood Farmers Market Manager. Mr. Capizzi and Mr. Rinaldo recognized Mr. Robert Rinaldo for his work with the Longwood Farmers Market and presented him with a plaque. Photographs were then taken. E. Presentation of the 2018 Christmas Parade Winners. Mr. Capizzi announced the 1st and 2"d place winners in the Floats, Vehicles, Businesses and Youth Group categories. First place winners were each presented with a certificate and award and second place winners were presented with a certificate. Photographs were then taken. 6. BOARD APPOINTMENTS. None. 7. PUBLIC INPUT A. Public Participation. Dan McCoy, 522 Old England Loop, Sanford. He attended the meeting tonight as a non-resident who came and enjoyed an absolutely phenomenal event, the Celebrate the Season. He said like many others who came, he was blown away by Reiter Park. To hear it was not completely finished yet, it was mind -boggling, he thanked everybody who was involved with that. He said the main reason I am here tonight is I did a big Daddy boo-boo, and forgot to stop at my bank on my way here. My daughter wanted to go ice skating really badly. He said he asked someone if there was an ATM on property who replied there was not. This individual was kind enough to take money from his pocket so my daughter could enjoy the ice skating. That gentleman is Chris Capizzi. He also noted the first nine items on the agenda were all about the citizens of this City, and that speaks volumes. From my family to you, thank you. 8. MAYOR AND COMMISSIONERS' REPORT District #4. Deputy Mayor Morgan said he missed the last meeting because of an illness in his wife's family. On November 20th, I did six media blitz phone calls for Series XM radio on various shows. He said I do this once a month and pick different shows to go on. I continue to do it on behalf of our City to give it the attention it deserves. The more we continue to put our City first, the more business opportunities we will have. On November 28th, I went to Lyman High School and was asked to CC 12-17-18/3 speak to senior classes that are going through mock job interviews and mock resumes. He was asked to give a motivational speech about what employers are looking for regarding job interviews and how to differentiate themselves from the person standing next to them up for the same jobs. On December 15Y, was the Longwood Christmas Parade and was well done, as usual. On December 9th, he went to a Boy Scout workshop for Pinewood Derby Cars. On December 11th, we had a Town Hall meeting about the Septic Tank Abatement Project. This is taking 323 septic tanks out of service, and expected to begin construction in early 2019. He wanted to note that he heard from enough residents that they didn't get word about this Town Hall meeting. He mentioned he was told it was not on the City website either. He asked if a map could be created to show what areas would be next for the septic tank abatement project. He did a walk around town on December 12th, showcasing different ideas we have coming up in Longwood. He gave reporter, Martin Comas, with the Orlando Sentinel, a tour of the City and what we have coming up because he wants to do an article on him, Commissioner Shoemaker and Commissioner Drummond and their first year on the commission and about Longwood. On December 13th, he was featured on a podcast show called Orlando Impact, which features purpose -driven leaders in government. He congratulated all who were part of the Breakfast with Santa at the Community Building, and also the Santa who went though the neighborhoods as well. The breakfast was sold out within the first half hour, which was amazing. On December 15th, he was asked to be an award presenter at Lyman High School because they were hosting an amateur wrestling youth tournament. This was for multiple schools from all around Central Florida. Yesterday, we had our seven -foot Santa at Reiter Park, and he wanted to thank everybody who took part in that. He also thanked Mr. Capizzi and Mr. Rinaldo who stayed by his side for this first time event. The kids had a great time. Deputy Mayor Morgan asked about resurfacing North Grant Street near Candyland Park where there is some flooding. He wanted to know if we are doing a sidewalk project out there and does it make sense to do this as well. He asked about Code Enforcement getting a little more help, and becoming proactive instead of being reactive with our neighborhoods. A concern he has is when neighbors have to call on another and it can create in -fighting. Mayor Paris said generally you expect neighbors to be adults and have these communication talks. Secondly, in transparent government, you can't redact information. Anybody can give anonymous tips of a violation that they see through the City and not leave their information. CC 12-17-18/4 Mr. Cox said he visited with the Community Development Director about this, and someone can place a complaint online. It would be anonymous. District #5. Commissioner Sackett said he was informed about the Septic Tank Abatement meeting. He would like to see at an upcoming meeting that we do award the Santa who was at the breakfast and went through the neighborhoods riding that truck over the years. He needs recognition, along with our team from Leisure Services for doing such a great job. He said I am a great believer in awarding teams and people when they do such great jobs. I was able to donate 45 bicycles over this past weekend, and I never will see the children's faces that receive them, but every bike was picked up. We do things right in Longwood from the parade, to the laser light show, to Santa's Breakfast, to Santa's tour of the town. He mentioned Northland Church did a spectacular job for thousands of people in a concert to celebrate the joy of the season. It is a great day to be in Longwood, and I am glad to be part of it. District #1. Commissioner Shoemaker said December 71h, she attended Leadership Seminole with Commissioner Drummond. The session was Education Day, and I had a very enjoyable and informative day. Seminole County Schools excel in so many areas. I was very pleased to experience the day's tour, which exhibited so much innovation and dedication provided to our youth. Also, I am grateful I didn't have to learn the new math. She said, I saw it being worked on in one of the classrooms in our tour. We have amazing kids, teachers, programs, and staff in the Seminole County Public Schools. I wholeheartedly thank the teachers and staff for their service. I also attended the tree -lighting and Celebrate the Season. As always, this was a very nice event and kudos to Leisure Services and all the volunteers. On December 15th, was the night Santa visited my neighborhood. Thank you to the COPs, CERT, and city staff and all involved in this wonderful event. Santa ran out of candy in my neighborhood. On December 16th, I went to Reiter Park to see the seven foot Santa. She said next year you need some elves. Commissioner Shoemaker said Mr. Cox and staff are close to wrapping up the round -up of utility bills I had suggested. He will be covering this in his report tonight. She wished everyone a Merry Christmas and a safe and Happy New Year. District #2. Commissioner Drummond said he attended the Council of Local Governments in Seminole County (CALNO) Meeting, Sara Reece Commissioner with Altamonte Springs is the Vice Chair for this board and is a phenomenal person and works so hard for her community and Seminole County. The CALNO meeting was held at the Central Florida Zoo, and he reminded everybody what an asset that is to Seminole CC 12-17-18/5 County. He said for Leadership Seminole with Commissioner Shoemaker, they toured the Seminole High School, and they have so many specialized classes for every kid to try to keep them interested and active in school. Also, we went to Seminole State College. What a great asset in Seminole County. He said two weekends ago was Luminaries in Columbus Harbor. Kudos to Columbus Harbor homeowners, a great event with Santa being there, a train, and hay rides. Plus this is a free event. He said yesterday Santa was in our neighborhood, and my kids thought that was the greatest thing. I thank Longwood for enriching this whole Christmas season. It is so much fun for everybody. District #3. Mayor Paris said he is not going to belabor how great all the events were. Parks and Recreation Advisory Board, everybody involved with the tree lighting, and all the great things we continue to do here in Longwood, including the seven foot Santa. On December 6th, I attended the MAC Meeting, Municipal Advisory Committee for MetroPlan Orlando, regarding the U.S. Highway 17-92 stretch between Longwood, Winter Springs and Casselberry, we are now on the five-year plan to have some money spent on redoing those medians and beautification and updating that area. We are tentatively looking at 2020 as the date, but we are in that five-year window, which is great news. He said Florida Department of Transportation (FDOT) moves very slowly, so it was a bit of work up to this date. He would like to ask staff to send out information about the Charter Amendment and Charter Review Committee, The City of Longwood did our last one in 2013, so it has been about five years. It might be a good time to begin assembling that again to have things ready for the 2020 election. He would like staff to send information to our new commissioners so they can get an understanding of what that is and what it involves and can make those considerations moving forward. Lastly, he wanted to thank Waste Connection. They build bikes right there on property, store them, and give to a lot of different charities. He found it interesting that it is all employee funded and matched by Waste Connection, and they look for charities and groups to help out. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve Minutes of the November 5, 2018 Regular Meeting. B. Approve the Monthly Expenditures for November 2018. C. Approve the Monthly Financial Report for November 2018. D. Approve a purchase order in the amount of $25,121.49 to Kimley-Horn for Professional Consulting Services associated with CC 12-17-18/6 1 1 the plan update and permitting for the Cross Seminole Trail Connector Project - Bicycle Improvements (Phase 1). Approve a purchase order in the amount of $129,232.34 to VHB, Vanasse Hangen Brustlin, Inc. to provide Professional Consulting Services associated with the design and permitting of sidewalk improvements for the Cross Seminole Trail Connector Project - Pedestrian Improvements (Phase II). Commissioner Sackett moved to approve Items 10A through 10E as presented. Seconded by Deputy Mayor Morgan and carried by a unanimous roll call vote. 11. PUBLIC HEARINGS A. Read by title only and adopt Ordinance No. 18-2150, authorizing the Issuance of Debt in the amount of $3,410,044 to finance the Longwood Septic Tank Program — Transmission Main Project (Altamonte Force Main) and authorize the execution of a State Revolving Fund (SRF) Loan No. WW590520. Mr. Langley read Ordinance No. 18-2150 by title only. Mayor Paris opened the public hearing. No one spoke in favor or opposition to Ordinance No. 18-2150. Commissioner Drummond moved to close the public hearing. Seconded by Deputy Mayor Morgan and carried by a unanimous voice vote. Commissioner Drummond moved to adopt Ordinance No. 18-2150 as presented Item 11A. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. 12. REGULAR BUSINESS A. City Commission to consider a Memorandum of Understanding (MOU) with Shoppes at Longwood LLC, a 50,000+ Square Foot Retail Development including restaurants and retail. Mr. Kintner presented the Item and answered questions. Commissioner Drummond moved to approve the Memorandum of Understanding (MOU) with Shoppes at Longwood LLC as presented Item 12A. Seconded by CC 12-17-18/7 Commissioner Sackett and carried by a unanimous roll call vote. B. Read by title only and adopt Resolution No. 18-1488, which amends the fiscal year 2018/2019 budget to provide for a transfer of funds to cover a Part -Time Records Clerk in the City Clerk's Office. Mr. Langley read Resolution No. 18-1488 by title only. Ms. Longo and Mr. Cox presented the Item. Commissioner Sackett moved to adopt Resolution No. 18- 1488 as presented Item 12B. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. 13. CITY MANAGER'S REPORT Mr. Cox said ditto to all comments mentioned earlier today. He said he would follow up on items mentioned. He said regarding Reiter Park, we are almost substantially complete. There is still an issue with the splash pad in that it is still not complete. Some of the parts are scheduled to be here this week, so hopefully they will be installed and a health inspection scheduled shortly after that. Regarding the contract and liquidated damages, after our recent pay application, they left a balance of $243,506. The retainage fees, per our contract, were $223,000, so we have substantial money set aside to cover that. He said as we speak Church Avenue is being striped. The striping for Florida Central Parkway needs a bit of finalizing from our Public Works Director, and then it will go out for bid after that for striping. Regarding Code and Beautification management, proactive versus reactive, I have one more comment on that. I have been in both worlds, and we are kind of in between in Longwood. He said it might be a good idea to have this on a future agenda to discuss the pros and cons of both. Mr. Cox said the Utility Round -up, Commissioner Shoemaker mentioned, we are testing in our financial system side by side with our live system. Currently in the system, there is only one "cause" you can choose if you wish to round up your bill. We will bring this before the Commission at an upcoming meeting. Mr. Cox said we issued our first chicken permit last week. The Police Department recognized a need to help children by stuffing backpacks full of snacks for the holidays for children in need. They called this the Snack Pack Initiative. These have already been delivered. Police Department CC 12-17-18/8 Adam Bryant thought of this and the department staff all followed through with donations. He said building excellence in the organization and community, is a priority of mine since my beginning here. We have made great inroads to building that cohesive team within our staff of our organization. For example, folks in different departments getting to know each other. The next step is to create a clarity of purpose. The other side of building excellence is in the community. The city is in a place where it can play a major role in helping to move our community forward. I have been doing a lot of research and have gone to a number of cities to visit in the area. Mr. Kintner and I have brought in a consultant that does work with other cities in down town consultation. We have met with her, and she reviewed our area. I also paid a visit to the Sanford Chamber of Commerce. They have operated in conjunction with the Seminole County Chamber of Commerce. I, Chief Dowda, Mr. Kintner, and Mr. Capizzi visited the City of Winter Haven since the last meeting. They really rolled out the red carpet for us. TheV had a full--_ morning of tours and an insight into the community in the morning: =1n the afternoon, they had a series of presentations; the'City of Winter Haven, the Growth and Development Department, the Parks and Rec and -:- IT Departments, the Winter Haven Chamber of Commerce, the Winter Haven Main Street, and Winter Haven Economic DevelopmentCouncil..- All were there and presenting on things like economic development, = grant successes, synergy partnerships, and they really have synergies' - down to a science there. They talked about how public, investments they made have spurred on private investments. Tonight has -been -very — exciting to see this investment we are doing that is actually going to spur on private investment. They also shared with us the importance of building community branding. He said over the next few months, I am going to be working on developing a multi -facet proposal for you all to bring forth for consideration, probably mid to late first quarter of next year. He said I am going to suggest a couple of questions. What truly makes us unique in the world? Don't do the, it is a great place to live, work and play because every city in America is using that. He said peel back and ask yourself why? Mr. Cox said Commissioner Drummond asked about the water tower at the last meeting. He suggested holding off on that a few more months. Mr. Cox said regarding Cory Fairbanks Mazda, the corporate Mazda started a new marketing campaign recently which involved doing new architectural facade changes to their dealerships. Their corporate people believed it was an opportunity to move their dealership, and the move would move it out of Longwood to Rinehart Road. Corporate Mazda offered Cory Fairbanks Mazda money to assist in the development of this new facility out of Longwood. Mr. Kintner, Mr. Krueger and Ms. CC 12-17-18/9 Mukherjee were notified by Corey Fairbanks and they took on the project as a retention project. They discussed the option of staying at the present location and retaining that business in Longwood, and they will be staying here in Longwood due to staff's great and quick work. 14.
