1. CALL TO ORDER. Mayor Paris called the meeting to order at 6:00 p.m.

4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following
announcements.
A. Senior Matinee will be held on Wednesday,April 17,2019,from
1:30 p.m. until 3:30 p.m., Longwood Community Building, 200
West Warren Avenue. This month's feature is A Dog's Way
Home.
B. A Bunny Breakfast will be held on Saturday,April 20,2019,from
8:30 a.m. until 10:30 a.m., Longwood Community Building, 200

West Warren Avenue. Children under 2 are free. For more ticket

C. The City of Longwood will play host to the 2019 Magic 107.7
Easter Egg Hunt on Saturday,April 20,2019,from 9:30 a.m. until
12:00 p.m. The hunt will be held at Reiter Park and will feature
multiple games,food,and hunts for children of all ages.
D. Longwood Movie in the Park will be held on Friday,April 26,
2019 beginning at 8:00 p.m. in Reiter Park, 311 West Warren
Avenue. This is a free event and the movie will be The Greatest
Showman.
5. PROCLAMATIONS/ RECOGNITIONS
A. District#1 Nomination of the Business Person of the Month
Award for May 2019.
Commissioner Shoemaker nominated Sensei Michael Hornback of
• Hero Academy Martial Arts and Leadership for the Business
Person of the month for May 2019. Nomination carried by a
unanimous voice vote.
B. Deputy Mayor Morgan to recognize Ms. Sophia Isabella Wuertz
for her dedication to keep Longwood clean and beautiful.
Deputy Mayor Morgan recognized Ms. Sophia Isabella Wuertz and
presented her with a certificate. Photographs were then taken.
C. Commissioner Sackett to recognize Ms. Susan McMahon for her
dedication and service to clean up Island Lake North.
Commissioner Sackett recognized Ms. Susan McMahon who was
unable to attend the meeting. Arrangements will be made to get
her the certificate.
6. BOARD APPOINTMENTS. None.
7. PUBLIC INPUT
A. Public Participation.
Patricia Moore, 550 Rosedale Avenue, Longwood. She said she is
trying to get speed humps installed on Rosedale Avenue due to
cars speeding down the road. It is a small stretch, cars go fast,

and it is right across from the cemetery. They also cut through
and go down Longdale Avenue, both motorcycles and cars.
Patricia Gibson, 230 Courtland Boulevard, Deltona.
She asked if anyone could tell her what the City's Ordinance,
Section 82-45 says, then proceeded to state that it is a prohibition
of a local Business Tax Receipt without exhibiting a state license.
She asked why we would issue a man a Business Tax Receipt to
run an illegal business, who was on probation through the State
Attorney's Office in Volusia County from November 2017 to
November 2018.This is your city ordinance followed by Florida
statutes 205.194 that states the same thing. You must produce
that license before a Business Tax Receipt is filed. Ms. Gibson
proceeds to show the man's Business Tax Receipt and a copy of
his application, issued while he was on probation through Volusia
County's State Attorney's office. She says this man is still
advertising in the capacity of a contractor on Google. You can
visit the Volusia County website and pull up his arrest record,
docket, and everything else from it. Ms. Gibson then shows the
Department of Business and Professional Regulation (DBPR), the
charging affidavit, which tells the man to cease and desist his
business. She said there is a declaratory statement stating these
men cannot clean drains nor change out faucets and fixtures. This
declaratory statement is done by the Florida Building Commission.
Ms. Gibson said this man has been doing this since 1988 and
shows all of the complaints filed against him. She then says that
she is a licensed contractor and should not have to roll up on a job
to suddenly lose that job to an unlicensed contractor all because
the City of Longwood is aiding and abetting this man. She asked
who is going to be responsible for her lost revenue and if
someone could give her an answer.
Mayor Paris said we do not go back and forth on the dais on these
situations.
Ms. Gibson said this man is under investigation through the
Department of Business and Professional Regulation. She advised
that we could get in touch with Larissa Vaughn at 407-317-7880.
Mayor Paris said to leave the information with the Clerk.
8. MAYOR AND COMMISSIONERS' REPORT
District#1. Commissioner Shoemaker wished the City Manager all the
best and thanked Chief Dowda for filling in for him. On April 5th, 1

attended Leadership Seminole which was a fun-filled and informative
day. For the 911 Center, we missed the mock DUI due to bad weather.
We also saw the Central Transfer Station on State Road 419, toured
Seminole County's Fire Training Station, and went to the Humane Society.
On April 6th, I volunteered at Leadership Seminole's Raise the Roof Legacy
Fundraiser, and we had a good turnout and raised well over our goal to
accomplish our project. I also spent about thirty minutes at the Concert
in the Park at Reiter Park, but rain,thunder, and lightning shut down the
show early. The music was good with a fair turnout.
District#2. Commissioner Drummond said Commissioner Shoemaker
pretty well summed up Leadership Seminole. The best part is we have
one more month, and then we will be graduating from the program, but
what a great opportunity to have some great contacts with Seminole
County's business leaders. It has been an amazing experience.
District#3. No report.
District#4. Deputy Mayor Morgan said he attended our Parks&
Recreation Advisory Board Meeting on April 2nd. With Reiter Park just
now opening we want to have entertainment and acts coming to the city,
but it is going to cost money. He said he does not think it is fair for these
board members to go out and commit to raising money that goes to the
General Fund and gets spread thinly across all these various
departments.This is the hard work done by the Parks& Recreation
Board, Citizen's on Patrol, and the Community Emergency Response
Team. He said these groups are donating their time and money to our
city and he wants to get together with Chief Dowda, Mr. Cox, and the
heads of these various groups to figure out a way these members can
keep the money they have earned through their 45-day fundraising
efforts. He wants to keep them happy and does not want to discourage
them from raising funds. On April 4th, I attended Good Morning Seminole
at Seminole County Chamber of Commerce. It is a great opportunity for
businesses in Longwood to get their name and brand out there and to
meet some new contacts. That same day, I went to Longwood
Elementary School and had a meeting with Sarah Hall, the District
Teacher of the Year. She is up for Florida State Teacher of the Year. We
talked about ways for the community to become more involved. He
worked with Ms. Hall on an idea to have leaders in the community read a
book at Reiter Park to children. I am also working with Scholastic Books in
Lake Mary to try and have them donate books to the school. On April 8th,
I attended a Tax Recovery Sub-Committee Meeting in Sanford and spoke
at the Lyman High School Basketball Banquet. The seniors there were

graduating after having a very good year. On April 10th, I was honored to

speak to the Seminole County Juvenile Detention Center on behalf of the
Seminole County Opioid Council. I shared my story of overcoming
addiction thirteen years ago and gave advice to the thirteen boys and
girls I was speaking to about how not to come back to the center because
they have an 80 percent rate of coming back. We are trying to have more
community outreach with people who have actually gone through it and
beat it. Seminole County Opioid Council reached out asking if I, alongside
Sheriff Dennis Lemma, could speak on August 315t, which is International
Opioid Awareness Day. They are trying to decide where to hold this
event at, and I suggested Reiter Park. Mayor Morgan said he needs to sit
down with Mr. Cox and his fellow commissioners regarding this. He
updated everyone on moving forward with potential sponsorships for the
entire park and sub-sponsorships for various portions of the park such as
the Arbor Deck, Amphitheatre,The Splash Pad, and The Gardens. He is
setting up a meeting with Advent Health and wanted to include Mr. Cox
and Chief Dowda, which he is working on. He reminded everyone that
there are no dogs allowed at Reiter Park. He saw a lot of dogs at the last
Food Truck event, and people told him they did not see the signs, so
something needs to be done about that. He introduced the new Rock
Lake Middle School Principal, Mr. Martin Dunlop.
Mr. Dunlop stated he has been with Seminole County Public Schools for
fourteen years. He wants to provide students with the best education
possible and looks forward to working with the community.
District#5. Commissioner Sackett said he signed four papers today for
fifty kids who are transferring out of Markham Woods Middle School to
come to Rock Lake. They are advanced mathematicians. He wanted to
have Mr. Dunlop tell the school his kids are coming and that they will
have a wonderful time with them. He talked about how there should be
no dogs allowed in the park. There were four dogs in the Farmer's
Market, at least eight dogs at the concert, and every day about six to ten
dogs walking in Reiter Park. He said this needs to stop. He said he has
seen probably 90 percent of the owners do not pick up after their dogs.
Some of the dogs are on leashes longer than six feet. Commissioner
Sackett said he was appointed to the Athletic Board at Lyman High School
this past week, so he can now talk to them about the swimming pools
and other sports besides football. He addressed Chief Dowda and Mr.
Langley about the lady from Deltona and how it needs to be taken care of
immediately. As far as Rosedale Avenue, he has been working on that for
about a year. He does not believe in speed humps because the neighbors
will figure out who asked for them and it can be trouble. He advised that
if the neighborhood would like speed humps, do it. He said he connected
with Duke Energy and the lights for this area are coming in soon. Concert

in the Park was a wonderful experience for about 300 people, and even
after the storm the band resumed and was even better. The Farmers
Market was a great turnout. He said he will be judging bunny baskets for
the tenth year. He then wished everyone a Happy Easter and Passover.
9. ANY ADDITIONS OR DELETIONS TO THE AGENDA
Mayor Paris stated the City Clerk requested that Item 10A be pulled from
the agenda.
Commissioner Sackett requested to pull Item 10F for a separate
discussion.
10. CONSENT AGENDA
A. Approve Minutes of the March 4, 2019, Regular Meeting.
Item was removed from the agenda.
B. Approve the Monthly Expenditures for March and April 2019.
C. Approve the Monthly Financial Report for March 2019.
D. Approval and acceptance of the Utility Easement and Temporary
Construction Easement with AIC Longwood, LLC and authorize
the Mayor and City Clerk to sign the easements and have
recorded.
E. Approve a purchase order in the amount of$25,000 to Pegasus
Engineering for the City of Longwood Stormwater Master Plan —
Drainage Structure Inventory Update.
F. Approve Resolution No. 19-1499,which accepts as a public right-
of-way the full width of"High Line Drive" as depicted on the
Haynes Meadow plat.
Commissioner Sackett moved to approve Items 10B
through 10E as presented. Seconded by Commissioner
Drummond and carried by a unanimous roll call vote.
Discussion ensued on Item 10F and the City Attorney explained
the resolution confirms the city has a 100-foot public right-of-way.

presented. Seconded by Commissioner Shoemaker and
carried by a unanimous roll call vote.
11. PUBLIC HEARINGS. None.
12. REGULAR BUSINESS
A. Acceptance of the 2018 Complete Streets Program Annual
Update.
Mr.Kintner introduced the Item and stated Ms.Mukherjee will go over
the annual report.
Commissioner Sackett moved to accept the 2018 Complete
Streets Program Annual Update as presented Item 12A.
Seconded by Commissioner Drummond and carried by a
unanimous roll call vote.
B. City Commission approval of a pay increase for City Manager,
J.D. Cox.
Commissioner Sackett moved to approve Item 10B as
presented. Seconded by Deputy Mayor Morgan and
carried by a unanimous roll call vote.
13. CITY MANAGER'S REPORT
Chief Dowda gave the City Manager's report. He said regarding the shed
that was discussed last week at Candyland Park, arrangements are
underway to replace it. Volunteers will be removing the contents soon,
and demolition is scheduled for the 30th. Ports are being secured for the
replacement shed. Regarding the Lewis House Meeting, I discussed that
took place on March 215t with Brian Roy, we are waiting for some
feedback from him. There are some quotes out regarding the Flea World
sign, and we are waiting for those to be returned. Regarding the
Rosedale light, we are still waiting for a quote from Duke Energy who is
increasing the lighting there. Last week, West Construction stripped some
sod and regraded the performance lawn at Reiter Park.The new sod was
put in place.This will improve the drainage and also prevent standing
water in the presentation area. West Construction installed a new
drainage system at the playground and added 54 cubic yards of mulch to
improve the appearance. They are still working on electrical issues with
the lighting and are working on the Splash Pad drainage issues as well.
The courts have been paved with new asphalt, however, there is a 45-day

cure process with that, and so they will not be striped or painted for
another 30 days to wait for the asphalt to cure. We still anticipate that
West Construction will complete all their tasks by the end of the month
and be out of the park. Regarding Ronald Reagan Boulevard and Church
Avenue, that project remains behind schedule, however, they will be
working on the site all week, with 12 to 14 personnel, adding some
stormwater piping and concrete work. He addressed the issue Ms.
Patricia Gibson asked about earlier and advised he has been in contact
with staff, and they are looking into the issues she discussed. We will be
getting back with her when we have more facts to share with her.
14. CITY ATTORNEY'S REPORT. No report.
15. CITY CLERK'S REPORT
A. Consider cancelling the July 1, 2019,City Commission Regular
Meeting.
Commissioner Sackett moved to cancel the July 1, 2019,
City Commission Regular Meeting. Seconded by
Commissioner Drummond and carried by a unanimous
voice vote.
Ms. Longo reminded the Commission that Thursday, April 18,
2019, the city of Longwood is hosting the Tri-County League of
Cities Meeting. It will be held at the Longwood Community
Building and begins at noon.
16. ADJOURN. Mayor Paris adjourned the meeting at 7:0
