EMERGENCY MEETING
MINUTES
AUGUST 30, 2019
4:00 P.M.

1. CALL TO ORDER. Mayor Morgan called the meeting to order at 4:02 p.m.
2. EMERGENCY ORDINANCE
A. City Manager recommends the City Commission read by title
only and adopt Emergency Ordinance No. 19-2167 declaring an
emergency and adopting emergency regulations to address
preparation for and the aftermath of Hurricane Dorian.
Mr. Langley read Ordinance No. 19-2167 by title only. He stated
since this is an Emergency Ordinance it only requires one reading
and cannot last more than 60 days.
Deputy Mayor Sackett moved to approve Ordinance No.
19-2167 as presented. Seconded by Commissioner
Shoemaker.
Fire Chief Peters gave an overview of the preparations for
Hurricane Dorian. He said based on the current modeling, the City
will activate the City Emergency Operations Center (EOC)
approximately Monday morning on September 2, 2019. At that

time additional staff will be added. City offices are scheduled to
be closed for the Labor Day Holiday and will remain closed
through Tuesday, September 3, 2019. Public information will be
disseminated through social media and emergency banner on the
City website.
Questions from the Commission regarding a point of contact in
the EOC for updates were answered.
Rescheduling the Tuesday, September 4, 2019 Regular City
Commission Meeting was discussed. At this point, a decision
regarding canceling the meeting will be made on Monday to allow
additional time to determine the storm's path. Language was
added to the Ordinance to state the Mayor or City Manager may
cancel and reschedule the September 4, 2019 City Commission
meeting if deemed in the best interest of the public.
Deputy Mayor Sackett amended his motion to approve
Ordinance No. 19-2167 to included language for the
Mayor or City Manager to cancel and reschedule the
September 4, 2019 City Commission meeting if deemed in
the best interest of the public. Seconded by Commissioner
Shoemaker.
Fire Chief Peters addressed questions about flooding if there will
be a lot of rain with this storm. He noted county -wide we have
received a lot of rainfall. He explained how the City would address
roads that become flooded during the incident.
Police Chief Dowda addressed questions regarding long lines at
various gas stations. He also explained storm debris will be
housed over off of Dog Track Road near Northland Church.
Mr. Cox addressed debris pickup citywide. He noted that adding
additional pickups from private neighborhoods will require special
approval from FEMA in order to get reimbursed.
Ms. Longo said she will be working with the Police Department on
updating the social media pages and the City website with storm
related updates.
Mr. Cox said he would get vehicle stickers/signs out to the
Commissioners by Monday.
Motion carried by a unanimous roll call vote.

3. ADJOURN. Mayor Morgan adjourned the meeting at 4:25 p.m.
