Cox, City Manager 1. CALL TO ORDER. Mayor Morgan called the meeting to order at 6:00 p.m. 2. MOMENT OF SILENT MEDITATION 3. THE PLEDGE OF ALLEGIANCE 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. The Senior Matinee will be held on Wednesday, November 20, 2019, from 1:30 p.m. until 4:30 p.m. at the Longwood Community Building, 200 West Warren Avenue. This month's feature is "The Kitchen'. CC 11-18-2019/1 B. The "Concert in the Park" event will be held on Friday, November 22, 2019, from 7:00 p.m. until 9:00 p.m. at Reiter Park, 311 West Warren Avenue. Food and beverages will be available for purchase. The band will be "Sandy Back Porch" and this is a free event. C. The Longwood Arts and Crafts Festival will be held on Saturday, November 23, 2019, from 9:00 a.m. to 5:00 p.m. and Sunday, November 24, 2019, from 9:00 a.m. to 4:00 p.m. Over 175 artists and crafters will line the streets in the Historic District of Longwood located off Church Street. There will be a free kid's zone, food and beverages, and live entertainment. This is a free event and additional free parking is available at Orlando Health South Seminole. S. PROCLAMATIONS / RECOGNITIONS. None. 6. BOARD APPOINTMENTS A. District #3 Nomination to the Parks & Recreation Advisory Board. Commissioner Paris nominated Ms. Jessica Peters for appointment to the Parks & Recreation Advisory Board. Nomination carried by a unanimous voice vote. 7. PUBLIC INPUT A. Presentations. Ms. Laura Cantwell, Associate State Director of Advocacy and Outreach with AARP to present the City with a certificate to acknowledge the adoption of the Age -Friendly Action Plan. Ms. Laura Cantwell presented the City with a certificate and photographs were then taken. Mrs. Donna Bundy, Executive Director with the Seminole Cultural Art Council, to give a presentation on Traffic Box Art. Mrs. Donna Bundy gave a presentation on Traffic Box Art and answered questions on the type of art, who chooses the art, how the art is placed on the box, and its cost. She answered questions from the Commission. Kimley-Horn to give a presentation on Ronald Reagan Boulevard (County Road 427) hardscape and landscape improvements. CC 11-18-2019/2 1 Mr. Scott Mingonet, Senior Vice President, gave a presentation on Ronald Reagan Boulevard's hardscape and landscape improvements and answered questions on time frame it would take to begin these improvements. Deputy Mayor Sackett asked if these improvements can be done on the corner of Ronald Reagan Boulevard (County Road 427) and State Road 434. Mr. Smith, Public Works Director said the State owns this area and the County is using it for intersection improvements. We would have to wait until the County finishes this project. They are aware that the City would like to make aesthetic improvements to that area. Discussion ensued on the time frame of the County project. Commissioner Drummond asked if we have money set aside for the Ronald Reagan Boulevard's hardscape and landscape. Mr. Kintner said we have money set aside from the penny sales tax agreement with Seminole County. We will be working together to get that number under where it needs to be. He addressed the corner at Ronald Reagan Boulevard and State Road 434, saying it was unlikely that the County would turn it over to us for permanent improvements. He said staff has been working on getting with the County about temporary improvements that can be done in this area and thinks they would be receptive to this idea. B. Public Participation. Judi Coad, 1695 Grange Circle, Longwood. Regarding the Ronald Reagan hardscape and landscape improvements presentation, Ms. Coad asked how the lighting would be while driving on that intersection at night. It is extremely dark. I was hoping this was going to show up in his plan, and I see nothing addressing that. I do think that is an important aspect of our completion of this intersection and a gateway to the City. 8. MAYOR AND COMMISSIONERS' REPORT District #4. Mayor Morgan mentioned the Cards' family home and how he went there to see what it really looked like in person and was amazed CC 11-18-2019/3 at how it got to that point. I took them to Altamonte Springs to look for places to rent. I know Deputy Mayor Sackett has done similar things for this family as well. At the last meeting, we had Ms. Geris here and I gave her my word to visit and see about the perimeter yards that have been built up. Because they had been built up, her complaint was the water from these properties was funneling down to her property underneath her fence. I took some pictures and videos with her and called Mr. Cox at the time. Earlier that day, there was a staff meeting, and one of the staff members had brought to Mr. Cox's attention that the owners of that land were going to be building a retention pond which would take care of the main reason for her complaint. He said a young sophomore at Lake Brantley High School named Isabella called him and wanted to create her very own toy drive, specifically for families that have children with cancer who are going through difficult treatment processes. I thought it was amazing how this girl could reach out to different people she thought could help get the word out. She set up drop points where people could drop off their toys to help these families that are spending huge amounts of money on bills and treatments. I set up some interviews for her with FOX 35 and Channel 13. She is in Altamonte Springs but reached out to me, and I felt really honored to help her. He met with Mr. and Mrs. Ebaugh who own the property across the street from Judy's Dolls. They offered their property as a possible location to whoever gets The Lewis House after they heard about efforts for the restoration of it. He received some complaints regarding The Alta Apartments on Warren Avenue. The vibrations from the ground are causing all kinds of things to happen to the neighboring properties, due to the construction going on. He reached out and spoke to the Project Manager for the apartments who understands and cares about the neighbors and mentioned that they are in the process of hiring a third party company to go around to talk to the neighbors to see if any damage has been done. This week he went to Penn State University to speak on behalf of a non-profit organization called Turning Point USA. It is a conservative group that has different chapters throughout college campuses. They chose me to speak on my experience of overcoming my addiction, and what we are doing to battle the opioid crisis in Florida. Last week we had the Heroes Strong Event at Reiter Park lead by David Rubin. It is a very patriotic and incredible three-day event, giving thanks and praise to our everyday heroes. This year he was chosen by Spring Lake Elementary in Altamonte Springs and Woodlands Elementary to speak on his life experiences and job. He appreciates the creativity and hard work of our Leisure Services Department and our Parks and Recreation Department because Reiter Park looks awesome and they are not even done with Christmas Decor. He sits on the Board for MetroPlan Orlando and they talked about Central Florida getting ready for CAVs, Connected and Automated Vehicles on public roads. They are going to be hosting workshops for CC 11-18-2019/4 residents to catch them up on what is coming down the road. I attended one of these on November 12th, and tomorrow, you can attend one. They have already received input from Osceola County, and now want input from Orange and Seminole County residents. The workshop will be held at 5:00 p.m. to 6:30 p.m. at First United Methodist Church, 142 East Jackson Street, Orlando. He was invited to the American Muslim Community Center to meet Imam Hassan Ali, an important guest speaker from Kentucky. He attended Leadership Seminole. The Chili Cook -off was amazing and everybody involved did an outstanding job. It was run in conjunction with the Car Show, which was a very good pairing. He congratulated Longwood Babe Ruth for winning first prize for their chili. There were 500 to 600 people in attendance, 12 teams participated, and we sold 300 tickets. It was very successful. District #5. No report. District #1. Commissioner Shoemaker said she attended the Chili Cook - Off and sampled way too many chilies. I thought maybe the hot fudge sundae would counter that feeling in my stomach, but that did not work. There was awesome weather and an awesome Car Show. Thanks again to all the volunteers, Parks and Recreation Advisory Board, and staff. We know how to get it done in Longwood. I cannot say that enough. Last week I was contacted by the media regarding an interview about our Pennies for Parks. She said she was unable to attend due to deadlines and her schedule at work but she hopes in the next few weeks to have an opportunity to interview with the media. She wished everybody a happy and safe Thanksgiving. District #2. Commissioner Drummond thanked the Parks and Recreation Advisory Board. The Chili Cook -off, Car Show, and weather made for a perfect culmination of the afternoon and evening. District #3. Commissioner Paris said he was a little surprised at how lightly attended the Food Truck Event was since the weather has been so great. He would like to have staff kick up extra advertising and get people back out there. I do not want something we have had going on for years to go away, especially with the weather turning out so good now. Regarding Leadership Seminole, the class we took was on the environment and economic development. We got to go around from the Seminole State College in Oviedo to the Boombah Sports Complex and to an old Longwood business called Consolidated Labels that have moved to a beautiful facility in Sanford. It was very impressive and I do enjoy the program. I am very happy the City sponsors us to get out there to see all the different functions that go on in the Seminole County and what we are doing to help keep that moving along. CC 11-18-2019/5 Mayor Morgan mentioned we have the lighting of the Christmas tree on December 6th from 7:30 p.m. to 8:30 p.m. We will be combining the seven -foot Santa with Sarah Hall's Children Reading Initiative, Read with a Hero, on that same evening. Commissioner Sackett mentioned the Longwood Carolers are back, so we will be singing on December 15th at about four to five nursing homes. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve Minutes of the September 4, 2019, and September 16, 2019, Regular Meeting. B. Approve the Monthly Expenditures for October and November 2019. C. Approve the Monthly Financial Report for October 2019. Deputy Mayor Sackett moved to approve Items 10A through 10C as presented. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. 11. PUBLIC HEARINGS A. Read by title only and adopt Ordinance No. 19-2168, a voluntary annexation of 750 North U.S. Highway 17-92. Mr. Langley read Ordinance No. 19-2168 by title only. Mr. Kintner presented the Item. Mayor Morgan opened the public hearing. No one spoke in favor or opposition to Ordinance No. 19-2168. Deputy Mayor Sackett moved to close the public hearing. Seconded by Commissioner Drummond and carried by a unanimous voice vote. Deputy Mayor Sackett moved to adopt Ordinance No. 19- 2168 as presented Item 11A. Seconded by Commissioner Paris and carried by a unanimous roll call vote. 12. REGULAR BUSINESS CC 11-18-2019/6 A. Read by title only and adopt Resolution No. 19-1514, which amends the fiscal year 2018/2019 budget. Mr. Langley read Resolution No. 19-1514 by title only. Ms. Snead presented the Item, answered questions on reimbursements for Hurricane Dorian funds from FEMA, and would report the specific dollar amount to the Commission at the next meeting. Commissioner Shoemaker moved to adopt Resolution No. 19-1514 as presented Item 12A. Seconded by Mayor Morgan and carried by a unanimous roll call vote. B. City Commission discussion regarding the 45-day termination clause in City Contracts. Ms. Snead said Commissioner Paris wanted to discuss and review where we stand with the 45-day notification clauses in contracts, via Resolution from the City Commission, if we were to not to move forward with the contract. Greg Kirby, our Purchasing Manager, looked at the larger contracts in the City to see if we had any clauses like this, and we do not. The Public Risk Management of Florida (PRM) contract is the only one in the City we are aware of that is like that. We understand your concern and wanted to offer a few different options for you to consider tonight. Mr. Cox had a meeting with PRM recently. The concept was brought up to their Board and they will be taking it back to them for an official vote in April. The request will be to remove that requirement from the contract. We would like to suggest waiting until the April meeting. We will still have time before next year to make changes. Another option is to invoke the resolution, notifying them we might terminate. This would preempt putting ourselves in a position to have time to react if we need to. She said she cautions against doing some kind of legislation that is global because you did want us to put this for a competitive process this past year. We did do that and thankfully, it did return a reduction for us, so we are recognizing cost savings this year as a result of that. I would hate to put some sort of legislation in place that might prevent us from future cost savings this early in the game. We can still look at that further down the road. We still have time. Discussion ensued on the PRM Board meeting and it was noted no City staff was present at that meeting. CC 11-18-2019/7 Ms. Ricci said a written request was made to Bonnie Mims, Executive Director who brought this topic. It is now on the docket for the April meeting. Commissioner Paris said he wanted to make it very clear, it has nothing to do with PRM, only the 45-day clause. He would like to see a policy put into place that says the City will not move forward with any vendors that have a 45-day clause in their contract. This is about housecleaning for the City moving forward. Discussion ensued on the PRM policy, their contract, and the 45- day notice resolution. Ms. Snead mentioned one of the big things in the reduction of cost was the City changed their deductible level to $10,000 about two years ago. This reduced the experience rations PRM was seeing from Longwood. The cost of moving forward with a 45-day resolution could be $181,000 for the City. That is my only caution from a financial standpoint. She understands and appreciates Commissioner Paris wants to protect the financial interest of the City down the road. She just does not want to put us in a financial situation that may lock us out of something we do not want to do in the future. She did note this was a General Fund savings been going through this process. Commissioner Paris said ever since I have been on this Commission for the last three or four years, we have missed going out for bid because of this 45-day clause. I do not want to go through this again with any vendor, and I want to make sure that when I am gone that this place is safe, so we do not get stuck with another Commission having to jump through these hoops. I think it is more dangerous in the long run than a quick saving upfront. Mr. Langley said the Policy Proposal would go in the Procurement Manual as a resolution if the Commission adopts. If a Request for Proposal (RFP) is put out for insurance, the staff would have to follow the procurement manual, which means that any vendor that proposed something that is contrary to that policy would be rejected as non -responsive. It was the consensus of the Commission to have everything ready by the January meeting to discuss again. 13. CITY MANAGER'S REPORT CC 11-18-2019/8 Temporary City Manager Dowda said Director Smith has continued to communicate with Duke Energy representatives regarding the brush that was knocked back on the power easement on Rangeline Road. They have not been receptive. The Police Department continues to monitor trucks in the parking area of the old Pic N Save plaza. The same lot has been inspected by Code Enforcement in reference to landscaping. Unfortunately, they do not have a site plan due to the age of the property, so it is impossible to force additions, but Code Enforcement is continuing to enforce the maintenance of what is there. The City staff, as well as the Mayor, have been in touch with Ms. Geris concerning the flooding and criminal activity going on at her house. We have been in contact with her in an effort to resolve those issues. Last Thursday evening, he attended the Charter Advisory Committee Meeting, and they are working diligently to complete their review. We are working on a process to design a notification on the website for Pennies for the Park. To date, there have been 63 individuals who have contributed a total of $174.83. The Christmas Parade will take place on December 7th at 3:00 p.m. Celebrate the Season at Reiter Park will take place on December 13th from 6:00 p.m. to 9:00 p.m. Santa will visit Longwood on Saturday, December 14th and Sunday, December 15th from 11:00 a.m. to 6:00 p.m. He will be traveling through the neighborhoods east of County Road 427 on Saturday and west of County Road 427 on Sunday. He announced that Robert Oquendo from Public Works was promoted from Maintenance Specialist 1 to Maintenance Specialist 2. Gary Strickland was promoted to Accounts Payable, Kimberly Curtis moved into Mr. Strickland's former position, and Summer Raines is now a full-time Customer Service representative in Utility Billing. Corporal Ryan Short was married over the weekend and his canine partner, Gotcha, is going to retire shortly and live with Corporal Short. Commissioner Paris said he has a relationship with the Public Relations Director at Duke Energy. He said he could reach out to see if something could be done regarding the dead shrubs on Rangeline Road if the Commission agrees to it. It was the consensus of the Commission to have Commissioner Paris reach out to Duke Energy regarding this brush issue on Rangeline Road. 14. CITY ATTORNEY'S REPORT Mr. Langley said his partner Kurt Ardaman would be attending the December 2"d meeting and wished everyone a Happy Thanksgiving. 15. CITY CLERK'S REPORT Ms. Longo said they will be having a ribbon cutting and grand opening celebration for Bayridge Sushi on Thursday, November 215t at 5:30 p.m. CC 11-18-2019/9 She also reminded everyone City offices will be closing at noon on Friday, November 23d for the preparation of the Longwood Arts and Crafts Festival. 16.
