D. Cox, City Manager 1. CALL TO ORDER. Mayor Morgan called the meeting to order at 6:00 p.m. 2. MOMENT OF SILENT MEDITATION 3. THE PLEDGE OF ALLEGIANCE Mayor Morgan asked the Commission if a presentation by Coach Mark King of the Florida Flight men's professional basketball team could be added to the agenda under Public Input. It was the consensus of the Commission to allow the presentation. 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. CC 12-02-2019/1 A. A Holiday "Read with a Hero" event will be held on Friday, December 6, 2019, from 6:30 p.m. until 8:30 p.m. featuring a 7 foot Santa and a Tree Lighting. B. The Longwood Christmas Parade will be held on Saturday, December 7, 2019, at 3:00 p.m. and will make its way through the Historic District of Longwood. C. The "Downtown Longwood Food Trucks" will be held on Thursday, December 12, 2019, from 5:30 p.m. until 8:30 p.m. at Reiter Park, 311 West Warren Avenue. D. Celebrate the Season Event will be held on Friday, December 13, 2019, from 6:00 p.m. until 9:00 p.m. at Reiter Park, 311 West Warren Avenue. There will be ice-skating, train rides, ugly sweater contest, food, games, a chance to visit with Santa Claus, and a laser light show finale. E. Breakfast with Santa will be held on December 14, 2019, from 9:30 a.m. to 11:00 a.m., at the Longwood Community Building, 200 West Warren Avenue. This event has Sold Out. F. The "Downtown Longwood Cruise -In" Car Show will be held on Saturday, December 14, 2019, from 5:00 p.m. until 8:00 p.m. in the Historic District of Longwood. G. Santa Visits Longwood neighborhoods will be held on Saturday, December 14th and Sunday, December 15th from 11:00 a.m. until 6:00 p.m. or however long it takes to finish each area. Routes are only within city limits and as follows: Saturday: East of Ronald Reagan Boulevard Sunday: West of Ronald Reagan Boulevard 5. PROCLAMATIONS / RECOGNITIONS. None. 6. BOARD APPOINTMENTS. None. 7. PUBLIC INPUT Added On: A. Presentation of the Florida Flight's Men's Professional Basketball team. Head Coach Mark King of the Florida Flight men's professional basketball team introduced the team. He said they practice and have their games at Lyman High School. He gave more information on the team. He CC 12-02-2019/2 presented an award to Isabella Miguez for the Toy Drive she is doing for kids with Cancer. Photographs were then taken. B. Public Participation. Judi Coad, 1695 Grange Circle, Longwood. She mentioned Celebrate the Seasons and adding a new Ugly Sweater Contest this year. She is hoping the Commission will participate, since she is mentioning it tonight, and now it is out on Facebook as an additional advertisement. Deputy Mayor Sackett got the program started and he is all ready to be in the contest. 8. MAYOR AND COMMISSIONERS' REPORT District #5. Deputy Mayor Sackett said it has been a tough week for him because of being in the hospital. It is a little sore to walk, but he is getting better. He plans on walking the parade this weekend. He said the Arts and Craft Festival was on a downhill slope for the past few years, but what a reinvigoration it had this time. This was phenomenal. He thinks the food concessions being in the front was a positive thing because of the people coming down on County Road 427. He was disappointed there was no carnival for the kids, but in the long run, that was a smart thing. The exhibitor's placement was really good. He did hear a concern that the garbage was picked up too early, so when the vendors finally closed they did not have a place to put their trash. The weather was perfect and everybody within the City, Public Works, Police Department, Parks and Recreation, and all involved made it a shining moment for the City of Longwood. I hope everyone had a wonderful Thanksgiving. He said for all to prepare for tomorrow's cold weather, he believes it will be 44 degrees. He said he will miss some of the events this Christmas because there is a graduation in South Florida of his soon -to -be son-in-law, but he will make Breakfast with Santa and leave shortly after that. This is the beginning of a wonderful season for our City. District #1. Commissioner Shoemaker said on November 191h she attended True Health, which is an organization with locations in Casselberry and Sanford. They requested she take a tour of their facility. She requested Chief Dowda to arrange a presentation for the Commission at some future date. I was so impressed. They are for the uninsured and the underinsured. They are different than a lot of places and they have taken on some of the items that the Seminole County Health Department does not offer any more for adults. You can make appointments and it is like they can be your regular doctor. They treat people based on a sliding scale, they have dental facilities and they work closely with Shepherd's Hope. They have a couple hundred of Longwood residents that go to the Casselberry location. She asked them when they are going to move to Longwood. They did not respond, but they have CC 12-02-2019/3 already spoken to Chief Dowda, so it is in the works. I attended the Arts and Craft Festival on Saturday and it was really well attended. I loved the new Kids Zone. She was concerned the Carnival was not going to be there this year but she agrees with Deputy Mayor Sackett that it takes money away from the vendors. She will be riding on the Gingerbread House float with Public Works at the Parade like last year. On Thursday I was invited to Ladies Clay Shoot. I have not shot a shotgun in some time. I am not sure what my shoulder is going to feel like after the parade. District #2. Commissioner Drummond said he is surprised neither of my fellow Commissioners mentioned the Bayridge Sushi Ribbon Cutting. What an amazing new addition to the City of Longwood. It is a beautiful building and so well done. Tom Krueger, Chris Kintner, and the Building Department worked so hard to get them back there after the fire that set them back by a year. He encouraged everyone to visit them. The Arts and Crafts Festival was amazing. He was there on Sunday, and the weather was perfect. There were the most booths I have ever seen and everybody looked like they were having a good time. He thanked everybody for all the hard work they put into the event. The Farmers Market was so happy because of all the overflow from the Craft Festival. The park was getting a lot of use. The only concern I had was somebody asked about the petition gatherers there. They had every right to be there as long as they did not block traffic. They were either political candidates or there for a cause of some sort. District #3. No report. District #4. Mayor Morgan said on November 22nd he had a weekly meeting with Chief Dowda that he normally has with the City Manager and went over some things with him. That same day he went to Center Academy in Orange County, which is a special needs school, and he played football with the kids. He spent the weekend at the Arts and Crafts Festival and could not get his son out of the bounce house and rock climbing wall. He was told by both Mr. Rinaldo and Mr. Capizzi that this was the most attended it has ever been in the 43-year history. It was a job well done by Leisure Services, Parks and Recreation, and all of those involved. On November 27th he went to Cascade Heights Senior Living Center off of State Road 434 to give an update to our seniors about what is going on in the City. They follow everything that is happening in Longwood. That same evening we had the ribbon cutting for Bayridge Sushi. It is an amazing restaurant. He got Isabella Miguez an appointment with Fox 35 to get the word out about the toy drive she created. She is doing a very successful job with it. He played in the Celebrity versus Florida Flight Charity basketball game at Lyman High School and encouraged everybody to follow the Florida Flight Basketball CC 12-02-2019/4 Team when they start in March. We have two professional basketball teams in Longwood. He attended the Longwood Census Meeting at the Community Building and after that the tourney's Academy Thanksgiving meal. Regarding the complaints about the construction at Alta Apartments, it will not be much longer until they finish the work. I do strongly feel we are blessed to have them. Deputy Mayor Sackett thanked Bayridge Sushi for packing up meals and delivering them to our firefighters who had to leave the ribbon cutting to respond to a call. He also said on Sunday, December 15th the Christmas Carolers are performing at nursing homes and community centers. They are going to five nursing homes so far and he hopes to have 20 to 25 carolers. People can email me if they want to join the group. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve Minutes of the October 7, 2019, Regular Meeting. B. Approve the Monthly Expenditures for November 2019. C. Approve a purchase order in the amount of $66,341.07 for 22 vehicles under the Master Equity Lease Agreement, authorize Enterprise to sell vehicles being replaced, and authorize the Temporary City Manager to sign all necessary documents. D. Approve a donation in the amount of $4,000 to Kids House of Seminole from the State Law Enforcement Confiscation Fund. E. Approve a purchase order in the amount of $62,412.39 to Teer Engineering for the purchase of an audio-visual system upgrade in the City Commission Chambers. F. Approve a purchase order in the amount of $244,746.66 to Barnes, Ferland, and Associations for the Professional Engineering Services related to the East Longwood Phase 2 Septic Tank Abatement Program. Deputy Mayor Sackett moved to approve Items 10A through 10F as presented. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. 11. PUBLIC HEARINGS. None. 12. REGULAR BUSINESS. None. CC 12-02-2019/5 13. 14. 15. CITY MANAGER'S REPORT Temporary City Manager Dowda said at the last meeting, Mrs. Bundy with the Seminole Cultural Arts Council, spoke about placing art on our traffic boxes. He wanted to revisit the subject and get a consensus if we want to move forward with that, and maybe propose the idea of a single box in a prominent area to see how we like it and move forward from there. Commissioner Shoemaker recused herself from the conversation or vote because they are one of her clients. Commissioner Drummond said the cost is going to be $1,500 per box. He asked how the art is picked out for that. Chief Dowda said we would pick the art. If we decide to move forward, we will notify Mrs. Bundy of that and she will, through the Council, put out a request to various artists in the area. They will make submissions that will be brought back to the Commission and then you will pick from those choices. One decision we should reach tonight is if the same art is wanted on each side of the box or art that wraps all the way around. Deputy Mayor Sackett wants to see a wrap -around, but he wants to see the artwork before making any decisions. It was the consensus of the Commission that they would like to see the art wrap around box and see the choices presented to them. Temporary City Manager Dowda said the Round -Up Program has an update of total participants that have risen to 65 for a total contribution of $229.72. He reminded all to read the email sent by Mr. Capizzi on parking during the Christmas Parade. Our Fire Department recently went through a Public Protection Classification Review from the Insurance Services Office. They do this every five years. Our Fire Department is rated on a scale from 1 to 10, with 1 being the best rating you can receive. Our Fire Department received a rating of 2. Of nearly 30,000 fire departments in the United States, less than 1,600 fire departments obtain a rating of 2. This is an exceptional rating. He also said our Fire Chief is already working on a rating of 1 for the next review. CITY ATTORNEY'S REPORT. No Report. CITY CLERK'S REPORT Ms. Longo said an email with the Christmas Parade instructions was sent out today from Mr. Capizzi. Vehicles will be provided again this year for CC 12-02-2019/6 each of the Commissioners. This year I will be joining a Longwood Business, Serenity Now Yoga, and walking with them at the Parade. She said Longwood will be hosting the CALNO (Council of Local Governments in Seminole County) meeting this Wednesday, December 4th in the Commission Chambers at 6:00 p.m. Commissioner Drummond and I will be in attendance. This Friday, December 6th, I will be out of the office attending a Professional Education Committee meeting. This is a Florida Association of City Clerks Committee that, as you may recall, I was appointed to back in the summer. The meeting begins at 10:00 a.m. and will be held in the Town of Palm Shores. I will be back in the office in the afternoon. Both Sandy and Liane will be in the office should you need anything. 16. ADJOURN.
