(Virtual Meeting—Zoom) Present: Robert Redditt, Chair Bruce Kubec, Vice-Chair Chris Eichler, Member Pedro Herrera, Board Attorney(Via Zoom) Jeremy Langley, Florida League of Cities(Via Zoom) Michelle Longo, City Clerk Judith Rosado, Finance Director Absent: Kevin Little, Secretary Cole Copertino, Member 1. Call to Order. Chair Redditt called the meeting to order at 6:02 p.m. 2. Pledge of Allegiance. 3. Election of Officers A. Chair B. Vice-Chair C. Secretary Chair Redditt opened the floor for nominations. Member Eichler moved to table the Election of Officers until the May meeting. Seconded by Vice-Chair Kubec and carried by a unanimous voice vote with Secretary Little and Member Copertino absent. 4. Approval of Minutes: October 20, 2020, Regular Meeting November 17, 2020, Special Meeting Vice-Chair Kubec moved to approve the minutes as presented. Seconded by Member Eichler and carried by a unanimous voice vote with Secretary Little and Member Copertino absent. 5. Review of Agenda Packet Material. A. Quarterly Performance Review. Pension 02-03-2021/1 Mr. Langley went over the summary of the Quarterly Performance Review ending September 30, 2021, and answered questions. B. Plan Account Statements (September 2020, October 2020, and November 2020). Chair Redditt reviewed the statements and noted that the Beginning Balance for September 2020 was$22,238,734.90,the Contributions were $201,619.99, the Losses were $366,475.20,the Distributions were $22,522.60, the Fees and Expenses were$3,130.00, and the ending balance was $22,048,227.09. Chair Redditt noted that the Beginning Balance for October 2020 was $22,048,227.09,the Contributions were $253,775.61,the Losses were $239,643.39, the Distributions were $22,522.60, the Fees and Expenses were $13,280.81, and the ending balance was $22,026,555.90. Chair Redditt noted that the Beginning Balance for November 2020 was $22,026,555.90, the Contributions were $54,431.72, the Earnings were $1,803,628.34,the Distributions were $22,522.60, the Fees and Expenses were $620.00, and the ending balance was $22,861,473.36. Member Eichler moved to accept the Plan Account Statements as presented. Seconded by Vice-Chair Kubec and carried by a unanimous voice vote with Secretary Little and Member Copertino absent. C. Expense Report. Chair Redditt reviewed the Expense Report. Vice-Chair Kubec moved to approve the Expense Report as presented. Seconded by Member Eichler and carried by a unanimous voice vote with Secretary Little and Member Copertino absent. D. Renewal of Membership to the Florida Public Pension Trustees Association (FPPTA). Member Eichler moved to approve the membership renewal. Seconded by Vice-Chair Kubec and carried by a unanimous voice vote with Secretary Little and Member Copertino absent. 6. Other Business. None. 7. Board Attorney Report. A. Status update on the continuance of the Joshua lamaio Disability Informal Hearing. Pension 02-03-2021/2 Mr. Herrera reported receiving a response from Mr. lamaio's attorney on an update advising they were still waiting for some of the records and information, and asked if possible to table until a later meeting. He noted there was nothing that precludes or adversely affects them by tabling the matter. He would like to allow Mr. lamaio to present his case in the best possible fashion. He suggested accepting the request to table the matter until the May meeting or later date, once our member is ready to present. It was the Board's consensus to table the matter until the May meeting. Mr. Herrera reported on the new E-Verify Law passed on July 1, 2020, effective on January 1, 2021. He explained what the law entailed and noted that it would not have a practical effect on the Board but would require additional administration. It requires all public employers, including local school districts, public universities, and colleges, and state and local agencies, as well as their private contractors,to use E-Verify, a federal electronic database intended to aid employers in confirming against federal databases that the documentation provided by new hires, contractors, to establish lawful employment eligibility are in fact valid. It was noted that the two providers the Board has, Florida League of Cities and Sugarman &Susskind, Mr. Herrera's firm, are already in compliance with the law. He also gave an update on Bills filed in the upcoming legislation session that would affect the Florida Retirement System and there was talk about potential reform for Municipal Plans. He noted there was a Bill filed that direct funds away from the Police Force for local municipalities and agencies, it also increases criminal liability for certain protests. He said he would provide the Board with updates about that. On the educational front, he reported the State advised they were canceling their Trustee School in May. There are online and virtual courses available. 8. Member Comments. None. 9. Public Participation. None. 10. Adjournment.
