CALL TO ORDER Chair Rebello called the meeting to order at 6:00p.m. 2. ADDITIONS AND DELETIONS None 3. APPROVAL OF THE MINUTES FOR A. Regular Meeting held July 14, 2021 Member Gritton moved to approve the minutes from the July 14, 2021 meeting. Seconded by Vice Chair Putz and carried by a unanimous vote. 3. PUBLIC COMMENT No public comments. 5. PUBLIC HEARING A. ORDINANCE NO. 21-2205 AN ORDINANCE OF THE CITY OF LONGWOOD, FLORIDA, AMENDING ORDINANCE NO. 1019, SAID ORDINANCE BEING THE COMPREHENSIVE PLAN FOR THE CITY OF LPA Meeting 8-11-21/1 LONGWOOD, FLORIDA; SAID SMALL SCALE PLAN AMENDMENT (SPA 03-21) CHANGING THE LAND USE DESIGNATION ON THE FUTURE LAND USE MAP OF THE COMPREHENSIVE PLAN FROM COUNTY INDUSTRIAL (IND) TO CITY OF LONGWOOD INFILL AND MIXED USE (IMU) AND COUNTY ZONING FROM SINGLE FAMILY (R-1) TO CITY OF LONGWOOD LYMAN PLANNING DISTRICT TO THE PROPERTY WITH PARCEL ID 06-21-30-508-0000-0630; AND CHANGING THE LAND USE DESIGNATION ON CITY OF LONGWOOD'S FUTURE LAND USE MAP FROM INDUSTRIAL (IND) TO CITY OF LONGWOOD INFILL AND MIXED USE (IMU)TO THE PROPERTY WITH PARCEL ID 06-21- 30-300-031B-0000; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE. Chris Kintner read Ordinance No. 21-2205 by title. Eric Lagasse, with Kimley-Horn and Associates, gave a presentation on the small-scale comprehensive plan amendment application. Mr. Lagasse explained that the proposed amendment would allow for a cohesive mixed-use project that would include multi- family residential options and retail opportunities. Chris Kintner explained that this was a new application, and that the previous application appeared before the City Commission, where they voted to approve 2-1. The City Charter requires 3 votes for anything to move forward. Mr. Kintner added that this would fit in with the changes in that area and the direction that it is headed. He also explained that while the applicant referred to a mixed-use project with a retail component,they are not bound to that and only have to comply with the land use table. Chair Rebello asked for clarification on the land use of the parcel to the North. Mr. Kintner responded that there is an Industrial parcel in the County at the moment. Discussion ensued over the historical land use of the properties in the area. Chair Rebello asked if the schools can accommodate adding more apartments. Mr. Kintner explained that every new development is required to submit for a School Concurrency Availability Letter of Determination (SCALD). Chair Rebello also asked about the traffic impact, and if it was beyond adding in Alta Cypress. Mr. Kintner replied that they factored all of that in. Member Gritton moved that the Land Planning Agency recommend approval of Ordinance 21-2205 to the City Commission, seconded by Vice Chair Putz and carried by a two-to-one (2-1) roll call vote with Chair JoAnne Rebello voting nay. Member Michael Dodane abstained from voting. LPA Meeting 8-11-21/2 B. ORDINANCE NO. 21-2206 AN ORDINANCE OF THE CITY OF LONGWOOD, FLORIDA, AMENDING THE COMPREHENSIVE PLAN OF THE CITY OF LONGWOOD TO ADOPT A PRIVATE PROPERTY RIGHTS ELEMENT TO COMPLY WITH SECTION 163.3177, FLORIDA STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE. Chris Kintner read Ordinance No. 21-2206 by title. He explained that in the last Legislative session there was a requirement that each local government adopt a property rights element into their Comprehensive Plan. If approved by the City Commission, this would go to the Florida Department of Economic Opportunity for review to determine if it was consistent with state law and then provide comments back. Member Dodane moved that the Land Planning Agency recommend approval of Ordinance 21-2206 to the City Commission, seconded by Member Gritton, and carried by a unanimous roll call vote. C. ORDINANCE NO. 21-2207 AN ORDINANCE OF THE CITY OF LONGWOOD, FLORIDA, AMENDING THE COMPREHENSIVE PLAN OF THE CITY OF LONGWOOD TO AMEND THE INTERGOVERNMENTAL COORDINATION, CAPITAL IMPROVEMENTS, AND PUBLIC SCHOOLS FACILITIES ELEMENTS TO BE CONSISTENT WITH THE 2021 INTERLOCAL AGREEMENT FOR PUBLIC SCHOOL FACILITY PLANNING AND SCHOOL CONCURRENCY, AND PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE. Chris Kintner read Ordinance No. 21-2207 by title and gave a brief explanation for the changes. Member Gritton moved that the Land Planning Agency recommend approval of Ordinance 21-2207 to the City Commission, seconded by Vice Chair Putz, and carried by a unanimous roll call vote. 6. DISCUSSION AND SCHEDULE FOR FUTURE AGENDA ITEMS Chris Kintner mentioned that there were a few annexations that were expected to come in along 17-92. Chair Rebello asked about the business regarding the Board of Adjustment. Mr. Kintner explained that the Land Planning Agency would act as the Board of LPA Meeting 8-11-21/3 Adjustment for any appeals regarding the Property Maintenance Code. Member Judy Putz asked how the Commercial Ordinance was going. Mr. Kintner replied that while he was ready to show a map, the thought was to wait until the full Commission could meet to get their feedback and revise it or put it into Ordinance form. He also recommended it have a public involvement component. Mr. Kintner referenced the Code being pretty open now, but that we want our selling point to be our streamlined process and turning things around quickly. Discussion ensued about the development of apartments and the impact on the area as well as the Future Land Use map possibilities. Conversation included Mixed-Use developments that ended up being solely apartments. Chair Rebello mentioned the original purpose of Weston Park and the idea of getting people off of the train into the City. Member Gritton said that speaking from a professional level, first floor retail with multi- family almost never works and will almost always sit shelled even in a downtown environment. In order to pick up retail and restaurants they will first look at the density in the area. Discussion ensued over density and affordable housing. Mr. Kintner brought up that the Commission has given him the ability to get a quote from the Gibbs Retail Group to discuss some of these questions. Discussion continued about bringing retail into the City and apartments. 7.
