1. CALL TO ORDER. Mayor Morgan called the meeting to order at 6:02 p.m.
2. OPENING INVOCATION. Pastor Doug Hardt with Markham Woods
Church of Seventh-Day Adventists gave the invocation.
3. THE PLEDGE OF ALLEGIANCE. Deputy Mayor McMillan led the Pledge of
Allegiance.
4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following
announcements.
A. The "Downtown Longwood Cruise-In" Car Show will be held on
Saturday, February 11, 2023, from 5:00 p.m. until 8:00 p.m. in
the Historic District of Longwood.
B. The Senior Matinee will be held on Wednesday, February 15,
2023, from 1:30 p.m. until 3:30 p.m. at the Longwood
Community Building, 200 West Warren Avenue. This month's
feature is Ticket to Paradise.
C. Longwood Movie in the Park will be held on Friday, February 17,
2023, beginning at 6:30 p.m. at Reiter Park, 311 West Warren

Avenue. This is a free event and the movie will be Cloudy with a
Chance of Meatballs.
5. PROCLAMATIONS/RECOGNITIONS .�
A. Presentation of the 43rd Annual JOY(Juvenile of the Year)

Mayor Morgan read the history of the JOY Awards. Each student
was announced and presented with a framed certificate.
Photographs were then taken.
The Commission recessed at 6:31 p.m. and reconvened at 6:43
p.m.

7. PUBLIC INPUT
A. Public Participation. None.
8. MAYOR AND COMMISSIONERS' REPORT
District#5. Commissioner Sackett attended a Council of Local
Governments in Seminole County(CALNO) meeting hosted by the City of
Oviedo and learned many other city's meetings are shorter due to three
(3) minutes commissioner reports. He hoped to get through his list in
three (3) minutes. He reported the CALNO presentation was mainly about
the City of Oviedo's growth and plans around their parks and ponds. He
attended a MetroPlan meeting and heard a similar presentation
regarding the City of Oviedo. He visited the non-profit organization
Crossroads Corral in Longwood and met the owners, and afterward
attended the Longwood Smash Beer Festival at Reiter Park.
Commissioner Sackett went to a Lymlight Productions at Lyman High
School, the state theater group presentation.The students in the theater
group will be going to a festival in Tampa and he contributed to their

total cost for the student trip. He attended Light Up Lyman with 500
incoming freshmen in attendance, the Food Truck Battle & Concert in the
Park, and the Ford Mustang Round-Up. He noted food was sold out at the
CERT tent and his friend's blue Ford Bronco won in the top ten award
category. He attended the banquet for Buddy Ball and participated in
National Night Out at Candyland Park helping cook 600 hot dogs along
with Commissioner Boni.
Commissioner Sackett attended a Fun Run that day with about 1,000 kids
at Woodlands Elementary School. The kids ran thirty-five (35) laps getting
donations for each lap and his grandson ran fifty (50) laps. He said the
event raised almost $30,000 for computers and technology for the
school.
District #1. Commissioner Shoemaker attended many of the events that
Commissioner Sackett mentioned. She went to a paper shredding event
in Lake Mary bringing a total of eleven (11) bags. The money she paid for
the bags went towards the Lake Mary Senior Center. She enjoyed
attending the ribbon-cutting for Crossroads Corral and rode her bicycle to
the event encountering a few hills and windy weather.
District#2. Commissioner Boni attended National Night Out and enjoyed
cooking hotdogs along with Commissioner Sackett and Mayor Morgan.
Deputy Mayor McMillan, Commissioner Shoemaker, and Mr. Gioielli also
assisted in the filling, wrapping, and distribution of the hot dogs. He
commented there was a good turnout for the annual event and
congratulated the police department for their win at the kickball game
with the fire department. He attended a meeting at the Altamonte Rotary
Club where Mr. Gioielli was the keynote speaker. He commented Mr.
Gioielli did a great job engaging and entertaining the audience.
Commissioner Boni, unfortunately, had emergency surgery and thanked
Orlando Health South Seminole Hospital and the professional staff for
their help. He appreciated the visits from hospital President Shawn
Molsberger, Mayor Morgan, and Mr. Gioielli.
Commissioner Boni attended a Wekiva River Scenic and Management
Committee meeting and learned about not just one but multiple
organizations that maintain the river. He stated the attendance on this
river is growing every month and he recommended a Wekiva River Eco
Tour. He went to the ribbon cutting for Crossroads Corral and
participated as a judge at the Ford Mustang Round-Up, which had over
300 cars. He thanked Deputy Mayor McMillan, Commissioner
L. Shoemaker, Acting City Manager Mr. Gioielli, and Police Chief Dowda for
their attendance at his Rotary Charity Poker Tournament the past
weekend. He said everyone had fun at the event and every dollar raised
provides six (6) high school students with a two (2)-year A.A. degree from

Valencia College. He added these students likely would not attend college
without these scholarships.
Commissioner Boni announced the 2nd Annual Longwood Historic Society
Charity Poker Tournament is scheduled on Saturday, March 4 at the
Longwood Community Building.
District #3. Deputy Mayor McMillan commented he received the sad
news that one of his high school friends who grew up in Longwood had
passed away taking his own life. They attended Rock Lake Middle School
and Lake Mary High School together. He said his friend moved to
California and became successful. He will direct $650 of his discretionary
fund to the Fire Department to attend the Ali's Hope Annual Golf
Tournament, which deals with mental health and suicide prevention. He
heard about Commissioner Boni's emergency surgery and was glad to
hear he had recovered.
Deputy Mayor McMillan participated in the National Night Out along with
fellow commissioners. He mentioned he was out of state from January 18
through 22 attending a law course in Columbia, South Carolina hearing
different perspectives on local issues including stormwater and
development. He commented when he travels he observes what other
cities are doing to maintain their history and culture, and hopes to
contribute to the development of the Longwood Historic District.
Deputy Mayor McMillan attended the Meet and Greet at Seminole State
College for the Seminole County Manager candidates. Mr. Darren Gray
was selected as the new county manager and he was glad he had the
opportunity to meet him as well as the other two finalists. He thanked
Brett Mason for the organization of the Longwood Smash Beer Festival
and added the event is an annual one bringing people from out of the
area to Longwood. He congratulated Dead Words Beer for winning first
place in the People's Choice and Judge's Contest as well as, Bowigens
Beer Company and Royal Palm Brewing for second and third place. He
stated the proceeds from the festival benefited A Spoon Full of Hope a
product of Second Harvest Food Bank of Central Florida. He attended the
ribbon cutting for Crossroads Corral along with his fellow commissioners.
Deputy Mayor McMillan reported he met with State Representative
Rachel Plakon and made an inquiry regarding funding for the lighting
project that the Florida Department of Transportation (FDOT) plans to do
in the area of State Road 434 and Ronald Regan Boulevard. He also
discussed the priorities of the Florida League of Cities which he has
mentioned in previous commissioner reports. He attended the Ford
Mustang Round Up in Longwood. He congratulated Commissioner Boni
on his Rotary Charity Poker Tournament in Orlando which he attended.

Deputy Mayor McMillan reported on the true, good, and beautiful. For
the "true", he defined a resolution, stating a non-binding resolution
refers to measures that are not laws, often used to express the body's
approval or disapproval of something which cannot be voted on due to
the matter being handled by another jurisdiction. For the "good", he
mentioned athleticism and activity. At the National Night Out, he was
impressed to see all the people at the pickleball courts. For the
"beautiful", he referred to the Ford Mustang Round-Up. He commented
you could see all the cars lined up on Church Avenue as well as the
freshly painted water tower during the clear, sunny afternoon of the
event.
District#4. Mayor Morgan attended the Mayors and Managers Meeting
on January 17 in Altamonte Springs. He participated in National Night Out
and thanked the Park and Recreation Advisory Committee and city staff
for their assistance. He noted the event was a makeup date and did not
have as many people in attendance as usual. On January 20 he attended
a Leadership Seminole Board meeting and mentioned the passing of one
of its members, Dede Schaffner. She was a former school board member
and longtime community volunteer. He and others felt blessed to have
had meaningful conversations with her and said she was responsible for
the successful Dividends Volunteer Program in Seminole County Public
Schools.
Mayor Morgan on January 21 participated in the Red Sand Project,
Seminole County to fight child and adult human trafficking. He thanked
the Paving the Way Foundation for educating people including himself
about human trafficking.
Mayor Morgan and his wife attended goat yoga at Alestone Brewing Co.
in Longwood.The event was standing-room only and was fun to watch
the baby goats. He commended the business for thinking of creative
events to draw people to the city. He attended an update on special
needs children from the Seminole County Public Schools. As an Individual
Education Plan (IEP) advocate he attended a meeting saying he will
continue to push for cameras in children's special needs classrooms. He
attended the ribbon cutting for Crossroads Corral and pointed out they
serve the community for those with PTSD. He attended the Longwood
Smash Beer Festival and thanked all those involved in the event. He
attended a ribbon cutting on January 31 for All Things Collected located
on State Road 434 next to O'Reilly Auto Parts in a strip mall. He thanked
Commissioner Boni for organizing the upcoming Charity Poker
Tournament as a fundraiser for the Longwood Historic Society.

Mayor Morgan and his wife had a meeting with the Horsepower Ranch in
Oviedo. His wife Larissa is a member of the Parks and Recreation Advisory
Committee working on the next Longwood Luau. He commented the .J
ranch holds successful luaus on the weekend and the owners have
agreed to help with the Longwood event. He attended the Ford Mustang
Round-Up and thanked the group for holding the event in Longwood. He
attended the Buddy Ball Banquet and thanked Commissioner Sackett for
his support of the organization which allows his son and other children
with special needs to play baseball.
Mayor Morgan mentioned a member of the Parks and Recreation
Advisory Committee asked about banners along Ronald Reagan
Boulevard to celebrate Longwood's 100 Years. He responded to them
that the commission decided to move forward with a celebration for the
150th anniversary. He said there is a difference between the original
settlement date of 1876 versus the establishment of an incorporated city
in 1923. He asked the commissioners about their thoughts regarding
banners along Ronald Reagan Boulevard celebrating the city's 100 years.
Mr. Gioielli commented in 2001 the city celebrated its 125th Anniversary
as a result of when the post office was opened in 1876. He said three (3)
years from now will be the 150th Anniversary of the post office opening.
He noted concern there will be confusion if the city posts signs that say
100th Anniversary and three (3) years from now people see signs that say
ti•J
150th Anniversary.
Discussion ensued about Longwood's history including it has been a
thriving community since 1876 and is over 100 years old. It was noted
Lyman High School will turn 100 years old in 2024 and banners would be
appropriate to recognize them, followed by 150 years for the city in three
years.
Mr. Gioielli stated he and staff planned a meeting later that week to find
ways to celebrate the city's 100 years of incorporation in a timeline
fashion so there was no confusion between the city's incorporation in
1923 and the opening of the post office in 1876.
9. ANY ADDITIONS OR DELETIONS TO THE AGENDA
Commissioner Sackett requested that Item 10C be pulled for a separate
discussion.
10. CONSENT AGENDA
A. Approve Minutes of January 16, 2023, Regular Meeting.
B. Approve the Monthly Expenditures for January 2023.

C. Approve a change order in the amount of$263,765 to the Aero
GroundTek purchase order No. 23-00449 to provide for citywide
mowing and landscaping services for the 2022/2023 fiscal year.
Commissioner Sackett moved to approve Items 10A and
10B as presented. Seconded by Commissioner Shoemaker
and carried by a unanimous voice vote.
Discussion ensued on Item 10C and it was noted that the area
from the sidewalk to the roadway is the responsibility of the city
to mow, and the cost is included in the $263,765.
Commissioner Sackett moved to approve Item 10C as
presented. Seconded by Commissioner Boni and carried
by a unanimous roll call vote.
11. PUBLIC HEARINGS. None.
12. REGULAR BUSINESS
A. Read by title only and adopt Resolution No. 23-1625,which
amends the fiscal year 2022/2023 budget and authorizes funds
to cover purchase orders rolled from the fiscal year 2021/2022
for Capital Improvement Plan (CIP) Projects or grants and make
other necessary adjustments to the budget.
Mr. Langley read Resolution No. 23-1625 by title only.
Mr. Gioielli presented the Item.
Commissioner Boni moved to adopt Resolution No. 23-
1625 as presented Item 12A. Seconded by Commissioner
Sackett and carried by a unanimous roll call vote.
B. City Commission discussion on Mr. Clint Gioielli's Employment
Agreement for the City Manager position.
Mr. Langley presented the employment agreement. He noted he
has reviewed it for legal sufficiency, it is consistent with a previous
city manager's agreement, modifications on the business terms
have been reviewed with the commissioners, and went over the
delayed effective date.The current Acting City Manager
agreement runs through Mr. Gioielli's retirement date of March 4,
2023, and will be effective on March 5, 2023.
Mayor Morgan moved to appoint Clint Gioielli as the City
Manager effective March 5, 2023, and approve the

employment agreement as presented. Seconded by
Deputy Mayor McMillan, Commissioner Shoemaker,
Commissioner Boni, and Commissioner Sackett and carried

by a unanimous roll call vote.
13. CITY MANAGER'S REPORT
Mr. Gioielli thanked the City Commission for his appointment as City
Manager and expressed his support for the commission, staff, city, and
residents. He stated staff planned not to have banners for the city's 100th
anniversary unless the Commission decided otherwise. He added staff
plans to find other ways to advertise the anniversary such as 100th-
anniversary badges for the city's first responders.
Mr. Gioielli reported he had a meeting with the president and director of
external affairs with Sunshine Utilities. He confirmed they have zero
interest in selling their utilities to the city but the president has confirmed
he will be at the next Commission meeting on February 20 to provide a
presentation and answer any questions from the Commission.
Mr. Gioielli reported staff continues to work on the issue with the canine
kennel and has taken a more proactive role in mediating between the
two parties to see if they can work together to resolve the issue.
Mr. Gioielli reported he met with the Golden Groves neighborhood to ..J
discuss their assessment.They want to increase their assessment for next
year. He let them know it will require formal communication and a
process. He commented if the Commission is approached about the
request for an increase,they will now know what the majority of the
0 residents in that neighborhood want.
Mr. Gioielli reported work has started for the new deck of the Splash Pad
and work on the new flooring at the Community Building started last
week and will continue this week. Staff is considering different options
for cameras at Arbor Park Dog Park and options will be brought forward
to the next Commission meeting. He reported staff has ordered new dog
agility equipment and part of that order has already arrived. Once the full
order is received, staff will install the equipment.
14. CITY ATTORNEY'S REPORT
Mr. Langley congratulated Mr. Gioielli on his appointment.
15. CITY CLERK'S REPORT
Ms. Longo congratulated Mr. Gioielli on his appointment.
Ms. Longo reported Friday, February 10 is the Seminole County Prayer
Breakfast which will be held at the Altamonte Hilton Hotel beginning at

7:00 a.m. and has all the Commissioners registered to attend. She noted
the keynote speaker will be Sheriff Dennis Lemma. She stated there will
be a Tri-County League of Cities lunch meeting on Thursday, February 16
hosted by Lake Mary and let her know if they wished to attend and she
would get them registered. She reported the Annual State of the County
luncheon has been postponed and rescheduled to Monday, April 3 at the
Orlando Marriott Lake Mary. It will be from 11:30 a.m. to 1:30 p.m. She
stated the existing registration will be honored for the new date. She
asked if anyone was not able to attend on the new date, to notify her.
