1. CALL TO ORDER
Recording Secretary called the meeting to order at 6:06 p.m.
2. ELECTIONS OF OFFICERS
A. Chairperson
Member Putz moved to nominate John Blum II as Chair. Seconded by Member Palmer
and carried by a unanimous voice vote.
B. Vice Chairperson
Member Putz moved to nominate Jessica Palmer as Vice Chair. Seconded by Member
Blum and carried by a unanimous voice vote.

4. APPROVAL OF THE MINUTES FOR
A. Regular Meeting held September 13, 2023
Chair Blum moved to approve the September 13, 2023 minutes. Seconded by Vice Chair
Palmer and carried by a unanimous voice vote.

6. PUBLIC HEARING
A. ORDINANCE NO. 24-2252
AN ORDINANCE OF THE CITY OF LONGWOOD, FLORIDA,AMENDING ORDINANCE NO. 1019,
SAID ORDINANCE BEING THE COMPREHENSIVE PLAN FOR THE CITY OF LONGWOOD,
FLORIDA;SAID SMALL SCALE PLAN AMENDMENT(SPA 01-24)AMENDING THE FUTURE LAND
USE MAP; AND AMENDING THE ZONING MAP OF THE CITY OF LONGWOOD FOR A TOTAL
AREA OF LESS THAN 50 ACRES OF NONCONTIGUOUS PROPERTIES AS LEGALLY DESCRIBED IN
THE ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE.
Chris Kintner introduced Ordinance No. 24-2252 by title and presented the staff report. He
explained that this was a City sponsored ordinance to clean up a few things, noteworthy of
which is the annexed 385 S Hwy 17-92 into the City. Foxtail Coffee is doing a location there
and this ordinance assigns them a future land use and zoning which allows them to move
forward with Commercial Future Land Use and General Commercial zoning which is
consistent with the properties around them.
Mr. Kintner explained another property included in the ordinance was 670 Oxford Street,
which was a conditional use permit approved by the City Commission.They requested to
continue the use of a single-family property on the site and the City Commission granted that
as part of the conditional use permit. One of the conditions was that the property would
eventually be rezoned to Low Density Residential so that it would be consistent with that
use.
Mr. Kintner stated that also included was 963 2nd Place, which is a parcel where part of the
parcel fronts Ronald Reagan and has a commercial component, while the back of it has a
residential component. Staff spoke to the representatives from the property and the results
were that everyone involved would be happier to have the part that faces 2nd Place to have
Low Density Residential zoning rather than the current Neighborhood Commercial that the
front part of the parcel carries.
Mr. Kintner mentioned the two Public Works parcels for the new water plant.The parcels
are located behind Acme Comics, in front of the current Public Works site.The ordinance
proposes the change from Commercial to Public Institutional for the purpose that it is more
consistent with the rest of the land use in the area.
Mr. Kintner concluded that the ordinance covered a number of different things, however
none were particularly complicated.
Member Putz moved to approve Ordinance 24-2252 as is. Seconded by Chair Blum
and carried by a unanimous roll call vote.
