A RESOLUTION OF THE CITY OF LONGWOOD, FLORIDA,
AUTHORIZING THE CITY TO ENTER INTO A SUBRECIPIENT
AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF
COMMERCE FOR PARTICIPATION IN THE COMMUNITY
DEVELOPMENT BLOCK GRANT- DISASTER RECOVERY (CDBG-DR)
HAZARD MITIGATION GRANT MATCH PROGRAM; AUTHORIZING
THE CITY MANAGER TO EXECUTE THE AGREEMENT AND
RELATED DOCUMENTS; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) awarded
Community Development Block Grant — Disaster Recovery (CDBG-DR) funds to the State of
Florida, Department of Commerce, to support disaster recovery and hazard mitigation projects
in accordance with the Housing and Community Development Act of 1974, the Appropriations
Act of 2023 (Pub. L. 117-328), and related federal regulations and guidance; and
WHEREAS, the State of Florida Department of Commerce has made CDBG-DR funds
available to eligible subrecipients to satisfy local match requirements under the Federal
Emergency Management Agency's (FEMA) Hazard Mitigation Grant Program (HMGP); and
WHEREAS, the City of Longwood, an eligible subrecipient, has executed an HMGP
agreement with the Florida Division of Emergency Management, which requires the City to
provide a 25% cost share for an eligible mitigation project; and
WHEREAS, the City of Longwood desires to enter into a Subrecipient Agreement with the
State of Florida Department of Commerce to receive CDBG-DR funds to fulfill the City's cost
share obligations under the HMGP agreement; and
WHEREAS, the City Commission of the City of Longwood has determined that
participation in the program is in the public interest and will promote community resilience and
disaster preparedness; and
WHEREAS, it is in the best interest of the City of Longwood to accept such funds and
comply with all applicable federal and state requirements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
LONGWOOD, FLORIDA, that:
SECTION 1: Recitals. The foregoing recitals are true and correct and
incorporated herein by this reference.

SECTION 2: Authorization. The City Commission hereby authorizes the City of
Longwood to enter into a Subrecipient Agreement with the State of Florida Department
of Commerce for participation in the CDBG-DR Hazard Mitigation Grant Match Program.
SECTION 3: Delegation of Authority. The City Manager, or designee, is hereby
authorized to execute the Subrecipient Agreement, including any attachments or
exhibits thereto, and any subsequent modifications, amendments, or related documents
necessary to implement the Agreement and to administer the program, subject to
approval by the City Attorney as to form and legality.
SECTION 4: Severability. To the extent that any portions or sections of this Resolution
are determined to be invalid, ineffective, or void by a court of competent jurisdiction,
the remaining portions of this Resolution, to the extent not otherwise dependent or
reliant upon the invalid, ineffective, or void portions or sections of this Resolution, shall
remain valid and effective.
SECTION 5: Conflicts. To the extent that any resolutions or policies conflict with this
Resolution, this Resolution shall control.
SECTION 6: Effective Date. This Resolution shall become effective immediately upon
adoption.
