A RESOLUTION OF THE CITY OF LONGWOOD, FLORIDA,
AUTHORIZING THE CITY TO ENTER INTO A GRANT AGREEMENT
AND AMENDMENTS THERETO WITH THE US DEPARTMENT OF
AGRICULTURE NATURAL RESOURCES CONSERVATION SERVICE;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE
AGREEMENT AND RELATED DOCUMENTS; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the U.S. Department of Agriculture Natural Resources Conservation Service
has awarded a grant to the City for partial funding of the Raven Avenue project; and
WHEREAS, the City of Longwood has entered into a Grant Agreement and amendments
thereto with the U.S. Department of Agriculture Natural Resources Conservation Service in order
to receive the grant funds; and
WHEREAS, this Resolution further ratifies prior authorization for the Grant Agreement
and expressly authorizes new amendments thereto; and
WHEREAS, it is in the best interest of the City of Longwood to accept such funds and
comply with all applicable federal and state requirements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
LONGWOOD, FLORIDA, that:
SECTION 1: Recitals. The foregoing recitals are true and correct and incorporated herein by
this reference.
SECTION 2: Authorization. The City Commission hereby authorizes the City of Longwood to
enter into the Grant Agreement with the U.S. Department of Agriculture Natural Resources
Conservation Service and amendments thereto attached to this Resolution ("Grant
Agreement").
SECTION 3: Delegation of Authority. The City Manager, or designee, is hereby authorized to
execute the Grant Agreement, including any attachments or exhibits thereto, and any
subsequent modifications, amendments, or related documents necessary to implement the
Agreement and to administer the program, subject to approval by the City Attorney as to form
and legality. All prior authorizations for the Grant Agreement and prior amendments are
ratified.
SECTION 4: Severability. To the extent that any portions or sections of this Resolution are
determined to be invalid, ineffective, or void by a court of competent jurisdiction, the

remaining portions of this Resolution, to the extent not otherwise dependent or reliant upon
the invalid, ineffective, or void portions or sections of this Resolution, shall remain valid and
effective.
SECTION 5: Conflicts. To the extent that any resolutions or policies conflict with this Resolution,
this Resolution shall control.
SECTION 6: Effective Date. This Resolution shall become effective immediately upon adoption.
PASSED AND RESOLVED this 4th day of August, 2025, by the City Commission of the City of Longwood,
Florida.

Statement of Work
Please note that any narrative below should be considered in addition to the original Statement of Work, as well as any prior
amendments.
Purpose
The purpose of this amendment is to increase the amount of funding as shown on NOA and the updated budget
narrative section, and replace the General Terms and Conditions.
Except as provided herein, all other terms and conditions of the original agreement and any previous amendments
remain unchanged and in full force and effect.
Objectives
There are no changes to this section from the original statement of work.
Budget Narrative
A. The estimated costs for the Project:
1. Total Estimated Project Budget: $500,000.00
The budget includes:
Financial Assistance (FA)Costs:
Construction Costs (75% NRCS $387,500.00 (increase of$194,037.75)+ 25% Sponsor$112,500.00 (increase of
$64,679.25): $450,000.00
Technical Assistance (TA)Costs:
100% NRCS: $50,000.00 (NO CHANGE)
2. NRCS pays up to 75 percent of eligible construction costs and Sponsor pays 25 percent of construction costs. NRCS
will contribute up to $50,000.00 for contract administration and construction management costs. It is possible that
technical and administrative costs will exceed this amount, requiring the Sponsor to contribute resources to complete
technical and administrative work.
3. NRCS funding for this project is provided to the Sponsor in two separate NRCS funding accounts, one for financial
assistance (FA)and one for technical assistance (TA). FA costs are associated with construction activities; TA costs are
associated with services. These expenditures shall be accounted for separately in order for expenses to be eligible for
reimbursement.
4. NRCS will provide FA for actual costs as reimbursement to the Sponsor for approved on-the-ground construction
costs, subject to above limits. If costs are reduced, reimbursement will be reduced accordingly. Construction costs are
associated with the installation of the project measures including labor, equipment and materials.
5. NRCS will provide TA reimbursement to the Sponsor for technical and administrative costs directly charged to the
project, subject to the above limits. If costs are reduced, reimbursement will be reduced accordingly. These costs
include
a. engineering costs include, but not limited to, developing a project design that includes construction drawings and
specifications, an operation and maintenance plan, a quality assurance/inspection plan and an engineer's estimate of the
project installation costs in addition to providing necessary quality assurance during construction.
b. contract administration costs include, but not limited to, soliciting, evaluating, awarding and administering contracts for
construction and engineering services, including project management, verifying invoices and record keeping.
6. The Sponsor will contribute funds toward the total construction costs in either direct cash expenditures, the value of
non-cash materials or services, or in-kind contributions. The value of any in-kind contribution shall be agreed to in
writing prior to implementation.
