1. CALL TO ORDER
Special Magistrate Amy Goodblatt called the meeting to order at 9:00 a.m.
2. APPROVAL OF MINUTES
A. Approve the minutes from the December 5, 2025 hearing.
Special Magistrate Goodblatt approved Minutes from the December 5, 2025 meeting.
3. SPECIAL MAGISTRATE'S EXPLANATION OF PROCEEDINGS
Special Magistrate Goodblatt explained the hearing process for the attendees.
4. ROLL CALL OF SCHEDULED CASES
Special Magistrate Goodblatt did a roll call of the scheduled cases to determine which Respondents
were present.

Special Magistrate Goodblatt swore in all witnesses.

A. CE25-00287: MD ASSOC LLC, 450 W SR 434.
Violation: LDC,ARTICLE X SECTION 10.1.0 No Permit
CEO Brana presented a cost recovery document and photos to the Special Magistrate. The
Respondent(s) were present.
Initial notification was delivered on October 9, 2025 by certified mail. Notice of this Hearing was
duly served on, MD ASSOC LLC, c/o Longwood Cardiology by certified mail on December 18, 2025.
The Respondent was cited with a violation of LDC, ARTICLE X SECTION 10.1.0 No Permit.
CEO Brana testified a trailer was placed in the back parking lot without first obtaining the necessary
permit. The old temporary use permit expired in July 2023. The original use permit description
said the trailer would be in use for six months due to renovations. No new Temporary Use Permits
or Permanent Permits have been applied for.
Witnesses for the City gave the following testimony:
Anjum Mukherjee, Senior Planner for the City of Longwood, testified that she agrees with the CEO.
She advised Dr. Ahmar two weeks earlier that he needed to request a special exception from the
City Commission. There is no completed special exception request on file.
Jared Roberson, the City Fire Marshal, testified that he was called by the CEO. He is concerned
about the safety of the structure. There has never been a fire inspection. He left a note that the
trailer is subject to fire inspection. He posted the Fire Code Violations at the cited property with 30
days to come into compliance.
Juan Lopez, the City of Longwood Building Official,testified that temporary structures are not
regulated by the Building Code but everything leading up to the structure, except for the structure
itself, has to comply with the Building Code, including electrical, access, and egress.
The Respondent Property owner gave the following testimony:
Dr. Wasim Ahmar, the owner of MD Associates, testified that the PET-T machine is in the trailer. It
is the only one in the City of Longwood. Only 4-5 parking spaces were taken up by the trailer. The
trailer is not installed at the property. It has an electrical permit. He has authorized his attorney to
file the special permit exception. He cannot move the trailer with the PET Scan in it. He only needs
a site plan and a survey to be able to submit a request for a special exception. The special
exception request will be submitted and applied for on or before February 28, 2026. The
Respondent submitted LDC Code sections, photographs, a video, and its application for the special
exception dated January 19, 2026 into evidence.
The Code Enforcement Special Magistrate made inquiry of the CEO and the Respondent.
The Code Enforcement Special Magistrate determined the following pertinent facts exist with
respect to the cited property: Development activity took place in the form of parking a trailer in
the back parking lot after its temporary permit expired.
The Respondent has violated LDC, ARTICLE X SECTION 10.1.0 NO PERMIT.

Compliance requires the following be done:
1. Remove the trailer or request a special exception from the City Commission on or before
February 28, 2026. All requirements of the City must be met in a timely manner whether or
not the special exception is granted.
2. The Respondent shall notify the CEO when it is in compliance.
Respondents are to pay administrative costs of$72.25 within 30 days of service of the Final Orders.
If the Respondent does not comply by February 28, 2026, the Respondent shall pay a fine of$150
per day for each day the violation continues to exist beyond the date set for compliance.
B. CE25-00318: WILSON,TREVOR &WILSON, EUPHEMIA, 757 LOGAN DR.
Violation: CC, CHAPTER 86 SECTION 86-54 STORAGE OF INOPERABLE VEHICLES
Case withdrawn due to compliance.
C. CE25-00315:JABERESHWAR MAHARAJ LLC, 201 N WAYMAN.
VIOLATION: CC, CHAPTER 78 SECTION 78-1 PRIVATE USE OF ROW

D. CE25-00324 RIOS,JESSICA& RIOS JOSUE, 181 E MARVIN AVE.
Violation: CC, CHAPTER 86 SECTION 86-83 BOAT/TRAILER/RV PARKING
LDC, ARTICLE V SECTION 5.5.3C BUSINESS IN RESIDENCE
CEO Brana presented a cost recovery document and photos to the Special Magistrate. The
Respondent(s) were not present.
Initial notification was delivered and signed for on December 5, 2025. Notice of this hearing was
duly serviced on Josue &Jessica Rios, Respondent's Property Owners, by certified mail on
December 19, 2025. The Respondent(s) were cited with violations of LDC, ARTICLE V SECTION 5.5.3
(C) - Business in Residence, and CC, CHAPTER 86 SECTION 86-83- Boat/Trailer/RV Parking.
CEO Brana gave the following testimony: There are many construction vehicles parked in the front
yard of the cited residential property. This property has previously been cited for many
Boat/Trailer/RV violations before. More than two (2) trailers are parked in the front of the cited
property. The construction vehicles are evidence that business is being conducted at the cited
property. The business is allowed, but evidence of the business being conducted, by parking
construction equipment in the front yard, violates the Longwood Development Code.
The Code Enforcement Special Magistrate made inquiry of the Code Enforcement Officer.
The Code Enforcement Special Magistrate determined the following pertinent facts exist to the
cited property: There is visible evidence that the Respondents are operating a construction or
other business using heavy equipment parked in front of the property. More than two (2) trailers
are parked in the front yard of this residential property. Service was properly made.

The Respondent has violated LDC, ARTICLE V SECTION 5.5.3C-BUSINESS IN RESIDENCE AND CC,
CHAPTER 86 SECTION 86-53— BOAT/TRAILER/RV PARKING.
Compliance requires the following be done:
1. All trailers must be parked and stored in the side or rear yard, behind the front line of
the house. No more than two (2) boats/trailers/RV may be stored/parked at the
property, whether or not they are stored in the side or rear yard. No business
equipment may be stored in the front yard to evidence that a business is operating out
of this property.
2. The Respondent shall notify the CEO when it is in compliance.
Respondents are to pay an administrative cost of$60.21 within 30 days of service of the Final
Orders. If the Respondent does not comply within 10 days from the date of service of the Final
Orders, the Respondent shall pay a fine of$50 per day per each violation for each day the
violation(s) continue to exist beyond the dates set for compliance.

9. OLD BUSINESS.
A. CE25-00186: WENDY PETIT, 105 S HAMLIN CT.
ORDER TO IMPOSE LIEN
This case was brought before the Special Magistrate as a request to impose a lien on the
property at 105 S. Hamlin Ct.
The Respondent(s) were present. After hearing testimony from the Respondent and her
witness, the Special Magistrate ordered "sua sponte" on this matter continued until the next
Code Enforcement hearing, currently scheduled for February 26, 2026 at 9:00 am, in order for
the Respondent to have time to come into compliance prior to the imposition of the lien. This
continuance does not stop the fines from running. Any request to reduce fines or not to impose
a lien will be addressed at the February 26, 2026 hearing.
B. CE25-00172: KOCH, CHARLES & KOCH,JANE, 880 PASADENA AVE
ORDER TO IMPOSE LIEN
The Special Magistrate signed the Order to Impose Lien to be recorded by the Seminole County
Clerk of Court.
