Special Magistrate Amy Goodblatt called the meeting to order at 9:00 a.m .

Special Magistrate Goodblatt explained the hearing process for the attendees .

were present.

C. CE26-00014: SIMON PARRILLA MANAGEMENT LLC, 295 SOUTH RONALD REAGAN BOULEVARD
Violation: LDC, ARTICLE X SECTION 10.1.0 NO PERMIT
Code Enforcement Officer Shelly Brana presented a cost recovery document and photos to the
Special Magistrate. The Respondent(s) were not present.
Initial notification was delivered and received on January 12, 2026 . Notice of this hearing was duly
served on Simon Parrilla Management, LLC, by certified mail on January 31, 2026. The
Respondent(s) were cited with the violation of LDC, ARTICLE X SECTION 10.1.0 -No Permit.
CEO Brana gave the following testimony: Electricity had been run to the back and side of this
property without first obtaining the necessary permit. Additionally, a playground and a pergola
were constructed at the cited property without first obtaining the necessary permit(s).
The Code Enforcement Special Magistrate made inquiry of the Code Enforcement Officer.
The Code Enforcement Special Magistrate determined the following pertinent facts exist with
respect to the cited property: Development activity took place at the cited property without first
obtaining the necessary permits . The development activity undertaken was the construction of a
playground and pergola at the cited property and running electricity to the cited property. Service
was property made .
The Respondent(s) has v iolated LDC, ARTICLE X SECTION 10.1.0 -No Perm it.
Compliance requires the following be done :
1. Permits must be pulled for the pergola , the electrical, and the playground that were
erected at the cited property. All requirements of each permit must be met. In lieu of
permits for the playground or the pergola, they may be removed.
2. The Respondent(s) shall notify CEO when it is in compliance .
Respondent(s) are to pay an administrative cost of $72.75 within 30 days of service of the Fi nal
Orders. If the Respondent(s) does not comply within 15 days from the date of service of the Final
Order they shall pay a fine of $50 per day, per violation, for each day the v iolation(s) continue to
exist beyond the date set for compliance.

Respondent(s) was present .
Initial notification was delivered and signed for on February 2, 2026. Notice of this hearing was
duly served on Emanuel D Zlotolow TR, 55 Jasper LLC, 4150 Sawgrass , 2025 Rogers LLC, c/o Realty
Capital Advisors, Respondents Property Owners, 500 Winderley Pl, Suite 112, Maitland, FL 32751,
via First Class mail and by posting at said property at 256 NUS Hwy 17-92 Longwood , FL and at the
City of Longwood, 175 W Warren Ave . Longwood FL 32750 on February 11, 2026 after Certified
mail was not received. The Respondent(s) were cited with violations of LDC, ARTICLE X SECTION
10.1.0 -No Permit.
CEO Brana gave the following testimony : A roll-down door was installed at the cited property
without obtaining the necessary permits. The city was advised by the tenant, Pricemark, that it
installed the rolling door because the building was hit by a forklift during a robbery. A permit was
eventually applied for but it was not issued because sealed plans were not prov ided by the
Respondent . The tenant was not charged as a Respondent although it was given notice .
The Respondent's Property Management gave the following testimony : Marquise Frasier,
Property Manager, adv ised there were requirements for the permit. The tenant is working to
obtain sealed plans. Plans will be submitted along with a completed permit application by March
15, 2026.
The Code Enforcement Special Magistrate made inquiry of the Code Enforcement Officer and the
Respondent.
The Code Enforcement Special Magistrate determined the following pertinent facts exist to the
cited property : A roll down door was installed at the cited property without first obtaining the
necessary permit. The installation of the door constituted "Development Act ivity" per the
Longwood Development Code.
The Respondent has violated LDC, ARTICLE X SECTION 10.1.0 -No Permit.
Compliance requires the following be done :
1. Apply for a permit, follow all requirements of the permit, and pass al l i nspections .
2. The Respondent shall notify the CEO when it is in compliance .
Respondents are to pay an administrative cost of $57.96 within 30 days of service of the Final
Orders. If the Respondent does not comply by March 15, 2026, by submitting a completed permit
with sealed plans by a licensed Engineer and by following up by complying with the requirements
OF the permit within 30 days thereafter, the Respondent shall pay a fine of $50 per day for each
day the violation conti nues to exist beyond the dates set for compliance.

The administrative fine of $60 .21 has been paid . The property is now in compliance . Respondent
must pay the fine of $1,000 by May 1, 2026, at 5:00 PM. If it is not paid in full by that date the
original fine of $20,600 is to be re -imposed .
9. OLD BUSINESS
A. CE25-00298: HERITAGE VILLAGE AT LONGWOOD LTD, 347 ORANGE AVE.
Respondent requested to address the Special Magistrate in reference to the duration of the
daily fines and the work that is being done.
This case was brought before the Special Magistrate at the request of the respondents. The
magistrate heard testimony from the Respondent's Expert and from three res idents who live at
the cited property. The Magistrate considered legal arguments from the Respondent's Attorney
and the City's position .
The Special Magistrate determined that the property is not yet in compliance alth ough progress
has been made noting a roach-free building may have an occasional cockroach as a result of
outside exposure. The Special Magistrate ordered the fines continue to run until compliance is
met. Compliance requires that the city be notified when Respondent believes it is in compliance. A
request to reduce fines will be considered when the property is determined to be in compliance.
