CALL TO ORDER Special Magistrate Amy Goodblatt called the meeting to order at 9:00 a.m. 2. APPROVAL OF MINUTES A. Approve the minutes from the February 26, 2026 hearing. Special Magistrate Goodblatt approved the minutes from the February 26, 2026 meeting. 3. SPECIAL MAGISTRATE'S EXPLANATION OF PROCEEDINGS Special Magistrate Goodblatt explained the hearing process for the attendees. 4. ROLL CALL OF SCHEDULED CASES Special Magistrate Goodblatt did a roll call of the scheduled cases to determine which Respondents were present. 5. SWEARING IN OF ALL WITNESSES Special Magistrate Goodblatt swore in all witnesses. 6. PUBLIC HEARING A. CE26-00005:JOSEPH LAWRENCE RETAIL LLC, 190 S RONALD REAGAN BLVD#120 Violation: LDC,ARTICLE X SECTION 10.1.0 No Permit CEO Brana presented a cost recovery document and photos to the Special Magistrate. Notice of this Hearing was duly served on Joseph Lawrence Retail, LLC via certified mail on March 4, 2026. The Respondent(s) were cited with the violation of LDC, ARTICLE X SECTION 10.1.0- No Permit. CEO Brana testified that a fire separation wall was removed from the cited property without first obtaining the necessary permit(s). The parcel numbers 116 and 120 are the same property. The Code Enforcement Special Magistrate made inquiry of CEO Brana. The Code Enforcement Special Magistrate determined the following pertinent facts exist with respect to the cited property: A fire separation wall was removed from the cited property without first obtaining the necessary permit(s). Service was properly made. The Respondent(s) has violated LDC, ARTICLE X SECTION 10.1.0 No permit. Compliance required the following be done: 1. Obtain a permit from the City of Longwood Building Department for the removal or replacement of the firewall. Comply with all requirements of the permit. 2. The Respondent(s) shall notify the CEO when it is in compliance. Respondent(s) are to pay an administrative cost of$76.74 within 30 days of service of the Final Orders. If the Respondent(s) does not comply within 15 days from the date of service of the Final Order, they shall pay a fine of$50 per day for each day the violation continues to exist beyond the date set for compliance. B. CE26-00009: GEISTER TERRY M & GEISTER THERESA M, 971 ALAMEDA RD. Violation: CC, CHAPTER 14 SECTION 14-5 ANIMALS-BACKYARD CHICKENS Case withdrawn due to compliance. C. CE26-00029: SLS PLAZA LLC, 351 N RONALD REAGAN BLVD VIOLATION: CC, CHAPTER 38 SECTION 38-121 TRASH AND DEBRIS Case withdrawn due to compliance. D. CE26-00056: MARILYN K SUTHERLAND REV TRUST, 585 S RONALD REAGAN BLVD. Violation: LDC,ARTICLE VI SECTION 6.6.1 SIGNS-TEMPORARY Case withdrawn due to compliance. E. ORDER TO IMPOSE LIEN This cause was brought before the Special Magistrate to impose a Lien on the property due to the Respondent(s) having not paid either the administrative fine which was due by October 15, 2025, or the outstanding Daily Fine which was due on January 16, 2026. The Special Magistrate signed the Order to Impose a Lien on the property due to the noncompliance of paying the fees due. 10. NEW BUSINESS. None. 11. ADJOURN.
