9. COMMISSION AND STAFF ADDITIONS OR CHANGES
A. ADDITIONAL ITEMS RAISED DURING MAYOR'S AND COMMISSIONERS' REPORTS
Deputy Mayor Shoemaker inquired about attending City Commission meetings via Zoom in an as-
needed basis due to her declining health.
The Commission discussed procedures for allowing a Commissioner to participate in a meeting
remotely by video conference when unable to attend in person.
CC10/05/2026Mins/2
Mr. Langley explained that a physical quorum of three members must remain present in the
Commission Chambers and that the Commission may establish its own procedures regarding
remote participation.
Discussion included the need for a remote participant to hear and participate fully in the meeting,
voting procedures, special considerations for quasi-judicial matters, advance notice requirements,
limitations on frequency, and the technological requirements necessary to maintain the City's live
broadcast and allow the public to see and hear the remote participant.
The Commission reached consensus to direct Mr. Watts and staff to return at a future meeting
with a proposed procedure and technical plan for remote participation.
Commissioner Morgan expressed his desire for proposed policy changes to be presented using
strikethroughs to clearly identify revisions, similar to the process used for ordinances and
resolutions, to promote greater transparency.
