P&R06-03-08MinMINUTES PARKS AND RECREATION ADVISORY BOARD 175 WEST WARREN AVENUE LONGWOOD, FLORH)A June 3, 2008 COMMISSION CHAMBERS Present: Abigail Shoemaker, Chair Bob Driver, Vice Chair (Arrived at 7:03 p.m.) Nancy Kubec, Member David Putz, Member Lori Rice, Member Tammy Uliano, Member Chris Capizzi, Recreation Program Coordinator Linda Goff, Recording Secretary Absent: Van Olvey, Member 1. 2. 7:00 PM Call to Order. Chair Shoemaker called the meeting to order at 7:00 p.m. Chair Shoemaker welcomed new Board Member, Nancy Kubec. Chair Shoemaker thanked the Clerk's Office for the Board Appreciation Dinner. Approval of Minutes April 1, 2008 Regular Meeting. Chair Shoemaker moved to approve the Minutes of April 1, 2008 as presented. Seconded by Member Uliano. Member Rice inquired if it had been decided at the last meeting whether to meet in July. Chair Shoemaker said they had decided to make that decision at tonight's meeting. Motion carried by a unanimous voice vote with Vice Chair Driver and Member Olvey absent. 3. 4. Public Participation. None. Old Business. A. Recreation Manager's Report. Vice Chair Driver arrived at this point in the meeting. P&R 6-3-08/1 Mr. Capizzi reported the Board would need to determine whether they wanted to meet in July. He said National Night Out would beheld the first Tuesday in August in lieu of the August meeting. Chair Shoemaker moved to not meet in July. Seconded by Member Rice and carried by a unanimous voice vote with Member Olvey absent. Chair Shoemaker said the first Tuesday in August was National Night Out. The next regular Board meeting will be in September. Discussion was held regarding National Night Out. Mr. Capizzi reviewed the plans for National Night Out. It will be held on August 5th at Candyland Park. He said he would welcome volunteers. Mr. Capizzi said the Father Daughter Dance will be next Thursday, June 12th at the Community Building from 7:00 p.m. to 9:00 p.m. He stated a Senior Resource Health Fair will be held tomorrow at the Community Building from 9:00 a.m. to 12:00 noon. He reported Yoga has been going on for approximately one month and is progressing. He said Jazzercise was going well. He reported Reiter Park has been put out to rebid and they are hopeful that construction will start in September. Vice Chair Driver inquired about Halloween. Mr. Capizzi advised Halloween has yet to be determined. He said they would possibly have a carnival for one day. In order to have a Haunted House, they will need to have something to satisfy the Building Inspector and Fire Marshal in regards to Code requirements. Member Rice said she would like to ask questions regarding the budget process. She stated the Board has made some suggestions for items, and have been told it was not in the budget. She inquired, since the budget was being worked on, if the Board had an opportunity to review the budget wish list. She suggested the Board, as Advisors, be able to review the budget for Parks and Recreation before approval. Mr. Capizzi said he would refer these inquiries to Ms. Meli. Chair Shoemaker said the Board can make recommendations and those recommendations get carried back through Ms. Meli and Mr. Capizzi. She stated the Board could go past those direct contacts if they feel they are not getting results. She reiterated that they are an Advisory Board and all they can do is to advise. Member Rice said she was inquiring to try and understand the process. P&R 6-3-08/2 Vice Chair Driver said they keep talking about Booville and Halloween with the fire restrictions. He suggested taking the funds used for Halloween and incorporating them into something for children at Christmas. Chair Shoemaker advised they were talking about having a parade at Christmas. Mr. Capizzi said they were thinking of having a parade that would be a separate event. He stated they were also looking at having two different types of Celebrate the Seasons. One would cater to younger children and families at Candyland Park and the other similar to the one they do in the Historic District with music and more social. Member Uliano said Halloween was the event that raises money for families in need. She stated it was so successful because it is so reasonable and there is nothing else going on that time of the year. She said it was great to go to a family event and be able to spend very little money and have a good time. She stated this event raises a lot of money to help those families who have nothing for Christmas. Chair Shoemaker explained how the City of Longwood helps Longwood families in need. Member Uliano said the Longwood employees take pride in the Halloween event and helping families in need. Chair Shoemaker inquired if there was a way they could e-mail information on the budget to the Board members. Mr. Capizzi said he would ask Ms. Meli if this was possible. Member Putz said the Board has been making suggestions all year long. He stated it is now budget time and each department prepares their budget and it gets submitted. Items may or may not be approved. Member Rice said she was sure there were new items being budgeted for, such as the dog park. Chair Shoemaker said she read that Summer Camp was full. Mr. Capizzi advised one person cancelled three weeks today, and they do have a waiting list. Member Rice said she received the notification regarding events, and asked about the AARP classes being cancelled. Mr. Capizzi advised that, unfortunately, the instructor passed away unexpectedly. He said they are checking with AARP regarding an instructor to teach these classes. P&R 6-3-08/3 Member Kubec inquired about volunteering for National Night Out. She asked if they would be called or should they just show up. Mr. Capizzi said if the Board Members show up, they will welcome their help. He stated it starts at 6:00 p.m. and it would be good if the volunteers could show up ane hour prior to the event. 5. New Business. None. 6. Adjournment.
