1. Call to Order. Chair Shoemaker called the meeting to order at 7:00 p.m.
2. Election of Officers
A. Chair
Member Putz moved to n~~minate Member Olvey for Chair.
Seconded by Member Jonda and failed to carry by a two/four/zero
roll call vote with Chair Shoemaker, Members Kubec, Olvey, and
Rice voting nay and Vice Chair Driver absent.
Member Olvey moved to nominate Chair Shoemaker for Chair.
Seconded by Member Kubec and carried by a five/one/zero roll
call vote with Member Pu.tz votinl; nay and Vice Chair Driver
absent.
B. Vice Chair
Chair Shoemaker moved t:o nominate Member Olvey for Vice
Chair. Seconded by Member Putz and carried by a unanimous roll
call vote with Member Driver absent.
3. Approval of Minutes December 2, 2008 Regular Meeting.
Chair Shoemaker moved to approve the Minutes of December 2, 2008 as
presented. Seconded by Member :Kubec a:nd carried by a unanimous voice
vote with Member Driver absent.

Old Busiiness.
A. Recreation Manager's Report.
Ms. Meli reported floats were added to Santa Visits Longwood. They alternate
sides each year and next year the west side will be on Saturday. She advised they
will also start earlier ne~a year so not to be as late:. She said this coming. year they
will be adding two additional floats. She said Celebrate the Season was a very
busy afternoon. She reported the December Movie in the Park was The Polar
Express and in January Kung Fu Panda. She stated it was very cold at the January
movie, but there were still 60 to 80 people in attendance. The .next Movie in the
Park will be on February 20th. She reported the Blood Bank will be at the Farmers
Market on February 21St. She stated they will be taking the statistics on the
Farnlers Market to the City Commission mid-February. She said December was a
terrible month for the Market. However, they called around and other Markets
also did. poorly in December. She stated she was hoping the Commission will
allow them to continue through May. Shy, said she would like to attempt one more
year and -spend the summer trying to burl d on the Market.
Chair Shoemaker said slie would like to ;gee the Fanners Market continue, but it
needs to pull its weight anal the vendors need to make a profit.
Ms. Melii said they have two issues with the Farmers Market. One issue is vendors
and competition. The other issue is getting the residents to come out and
participate. She stated they were looking into holding a monthly event along with
the Market. There will be several Girl Scout Troops throughout February selling
their cookies. She repor~`ed the vendors are required to have a. Business License
for each Market they participate in. The i~ity has waived the requirement, but they
.still need a County License.
Member Putz said he is required to obtain a Busiiness License. However, he only
is required to have a License for the City he lives in and Seminole County.
Ms. Mel:i said they have some incentives for the vendors in order to try and fill the
spaces. They have done advertising and banners are up in various areas. She
stated she had provided the Members with a list of events for this year. On the
back of this listing, all of the areas in which they advertise were documented. She
said any suggestions the- Members might. have on additional ways to advertise
would be appreciated.
Member Rice inquired if the vendors have. ever been polled regarding holding the
Farmers Market on Sunday. She suggested this may open the opportunity for
additional vendors that may be at another Market on Saturday.

Ms. Meli said they have: not inquired about Sundays. She stated all of the banners
that were purchased advertise Saturday. She said. she tries to be sensitive to
Sunday monungs when families may be attending Church. However, this was a
consideration. She stated she would be presenting to the Commission different
options that have been suggested.
Member Kubec suggested inviting :and spot lighting local businesses to draw in
local customers.
Member Rice suggested a Community E~ulletin Board at the Farmers Market to
advertise; various other ~°vents.
Chair Shoemaker decla~~ed the whole Board agreed they would like to see the
Farmers Market stay.
Vice Chair Olvey suggested placing a b~ulner at Candyland Park to advertise the
Fanners Market.
Ms. Meli said they were trying to reach uut to the community and reach all ages.
She asked the Board Mc;mbers to review the list of events she distributed and
comment on this at the next meeting. She said the Board expressed an interest in
having input when it ca~zie to the Budget..
~ Member Kubec inquired if these events were free.
Ms. Meli reviewed the events that were ree of charge. The sports events/programs
are contracted out and have a minimal cost. She explained the City does not have
the facilities to do leagues, so they feel their niche is sport clinics. She said she
would bring the fees we charge for programs to the next meeting along with the fees
charged by other municipalities.
Member Rice suggested the City contact the YMCA to see. if we could advertise
events iri their newsletter. She also suggested posting on Church bulletin boards.
Chair Shoemaker said vrhat Ms. Meli prepared for the City Commission was
available: for review on the City's website under the. Agenda Packet for the
February 2°d meeting.
Ms. Meli said this was the first draft reg~u•ding marketing and it was in the
development stages. She stated she would be meeting with the Commissioners
one-on-one to fine tune how they want to market. She said the National Parks and
Recreation Association has a campaign called "I1: Starts in Parks" and the City
Recreation Division has adopted that phrase. They plan on marketing all of their
Programs in this manner.

Vice Chair Olvey suggested providing information to the various Homeowners
~ Associations to advertise in their newsletters.
Ms. Meli reported the Easter Egg Hunt tivould be on April 4th with the event
beginning at 9:00 a.m. and the Egg Huni; beginning at 9:30 a.m. She reviewed
other gaanes and activities they will have: at the event. She said Mr. Capizzi will
be attending a meeting to report on Surnpner Camp. It will be held June 15th to
August 7th and Early Registration will bc;gin in April. She stated he would also be
able to provide additional inforniation on the Easter Egg Hunt.
Vice Chair Olvey said h.is children attended Longwood's Summer Camp and
thoroug)•tly enjoyed it.
Ms. Me1i said the City was helping to sponsor a Lyman High School Boosters SK
race that will be held on Saturday, February 14th. There is a SK and a l OK being
held by another organization on March 28t .She reported the City was holding a 3
on 3 Basketball Tournament at Candyland Park on March 28th. The fee for this
event is $10 per teammate. On March 2:l st there is a Stress Management Seminar
at the Community Building from 1:00 to 4:00 p.m. being taught by the Yoga
Instructor.
Member Olvey inquired what type of sport was Futsal.
Ms. McLi explained it was soccer played on a cotu~t and was from South America.
She said it was an opportunity for children to play soccer in a smaller area and
allows triem to work on their skills., She ;Mated they have had adults and children
playing Futsal, and they have held clinic;. She said it was currently being played
at Candyland Park where a basketball court is being utilized for both sports. She
stated they had to get creative due to a lack of fields.
Member Rice said she noticed some new signage for parks and trails.
Ms. Meli reported there have been some new directional signs placed.
Member Rice inquired about picnic. tables in Arbor Park. She said this is the park
for the smaller children .and one of the only shaded parks within the City.
Ms. Meli: said they have previously had << lot of trouble with older children
hanging gout in Arbor Park after dark and destruction of the playground
equipment. She stated they have considered placing more toddler play items at
Candyland Park and removing the playground at Arbor Park. They also had a lot
of trouble and vandalism in Smallworld 1?ark.
Member Rice said she would not like to ;gee Arbor Park moved because of it being
shaded. She stated there had been some discussion regarding the back of Arbor
Park becoming a dog park.

Ms. Nle:li said that would not be occurring anytime soon. She said most o:f the
recreation capital projects have gone away at this time and they were trying to
maintain what they have.
