1. CALL MEETING TO ORDER/ ROLL CALL:
tom.. .Chair Vanatta called the meeting to order at i':OOpm. The Recording Secretary called the roll.
2. APPROVAL OF THE MINUTES:
The minutes fronn the November 25, 2008 mE~eting were presented. Member Kubec moved
to accept the minutes of the November meeting, seconded by Member Putz. Minutes
carried by a unanimous voice vote with Vice-Chairman Dolan absent.
3. ELECTION OF OFFICERS: Member Putz nominated Greg Vanatta for Chairman; seconded
by Member Kubec and carried by unanimous voice vote with Member Dolan absent.
Member Tolos nominated Judy Putz for Vice-Chair; seconded by Member Rebello and
carried by unanirous roll call vote with Memk?er Dolan absent.
4. REPORTS-CASTE UPDATES: Code Enforcement Board Atty. Goodblatt spoke in reference
to the Runge case (CEB #06-C15-551) and its appeal to the Circuit court.
Chair Vanatta announced the case: docket to see who was present.
Code Enforcement Board Atty. Goodblatt conducted the swearing in of witnesses.

Atty. Christopher Hill came before the board to request an elimination of fines.
Atty. Goodblatt gave an overview of this case and advised the Board of the City
Commission's decision to waive the $200.00'uine imposed by the Building Dept. She then
answered questions from the E3oard and discussion ensued.
Atty. Lamarre stated that the City was not against waiving the fine which would then release
all fines associated with the Respondent's non-compliance.
Vice-Chair Putz made a motion to dismiss thE~ fine/lien. Seconded by Member Kubec and
carried by a 4-2 roll call vote with Member Tolos and Member Rebello voting "nay" and
Member Dolan absent.
5. PUBLIC HEARING:

Code Officer Bonnie Howington spoke in reg;~rds to this case. On 10/14/08 a Notice of
Violation was issued for Trash & Debris, CC, Chap. 38, Sec. 38-121and compliance was to
be met by 10/21/08. Upon re-inspection on 11/06/08 the property was not in compliance and
a Notice of Non-Compliance ~nras issued to c~~mply by 11/10/08. Upon further re-inspection on
11/24/08 and 01/07/09., the property was still not in compliance & the case was then
scheduled for the Code Board. A Notice of Hearing was mailed first class to the property
owners & posted on 01/16/09. The City is asking that the respondents be found guilty of
violating CC, Chap. 38, See. X48-121 Trash & Debris and given 5 days to come into

compliance or a fine of $100.00 per day be imposed, They are also asking that an
Administrative Cost of $100.00 be assessed to be paid within 30 days of service of the Final
Orders.

Mr. Oscar Limonta spoke in regards to this c~~se and answered questions from the Board.
Member Tolos motioned to close the public hearing.. Seconded by Vice-Chair Putz and
carried by a unanimous voice vote with Memt~er Dolan absent.
Member Tolos mioved based o~n the evidence seen and testimony heard to find the
respondents guilty of violating CC, Chap. 38, Sec. 38-121 Trash & Debris. Member Tolos
further moved to give the Respondents 5 days from the date of service of Final Orders to
bring the property into compliance or a penally of $50.00 per day will be imposed. In
addition, Member Tolos moved that an Administrative Cost of $10.0.00 be assessed and be
paid within 30 days of receipt of Final Orders. Seconded by Member Kubec and carried by a
unanimous roll call vote with Member Dolan ~rbsent.
Atty. Goodblatt explained ruling and order to 'Mr. Limonta.
Chairman Vanatta called a brief recess at ~3:05pm; returned to Order at 8:10pm.

Violation was issued for Minimium Property Standards, CC, Chap. 18, Sec. 18-63 and
compliance was to be met by 10/21/08. Upon re-inspection on 12/08/08 the property was not
in compliance and a Notice of Non-Compliarn~e was issued to comply by 12/12/0.8. Upon
further re-inspection on 12/15/08, 12/17108 and 01/07/09, the property was still not in
compliance & the case was then scheduled for the Code Board. A Notice of Hearing was
served on Melissa Winfrey on 01./13/09 by Ofc.Caroen of the Longwood Police Dept. The City
is asking that the respondents be found guilty of violating CC, Chap.. 18, Sec. 18-63 Minimum
Property Standards and given 90 days to conne into compliance or a fine of $100.00 per day
be imposed. They are also asking that an Administrative Cost of $100.00 be assessed to be
paid within 30 days of service of the Final Orr~ers.

Code Officer Robyn Winters spoke in regards; to this case. On 11/05/08 a Notice of Violation
was issued for Minimum Property Standards, CC, Chap. 18, Sec. 18-63 and compliance was
to be met by 11/12/08. Upon re-inspection on 11/13/08 the property was not in compliance
and a Notice of Non-Compliance was issued to comply by 11/18/08. Upon further re-
inspection on 12,/02/08 and 01/07/09, the pro~oerty was still not in compliance & the case was
then scheduled for the Code Board. A Notice of Hearing was mailed first class to the property
owners & posted on 01/16/09. The City is asN:ing that the respondents be found guilty of
violating CC, Chap. 1.8, Sec. 18-63 Minimum Property Standards and given 20 days to come
into compliance or a fine of $100.00 per day lie imposed. They are also asking that an
Administrative Cost of $100.00 be assessed i:o be paid within 30 days of service of the Final
Orders.
