WHEREAS; Chapter 163 of the Florida Stati.ites requires the City of Longwood to prepare and adopt a Comprel.lensive Plan of the type alid in tl.~e mam7er as set forth in said Chapter; and WHEREAS, the City of Longwood and its Land Planning Agency have complied with the requirements of the aforesaid Chapter and with Chapter 9J-11, Florida Administrative Code in amending the Comprehensive Plan of t11e City of Longwood, Florida; aild WHEREAS, the City of Longwood has held public hearing subject to Section 163.3184, Florida Statutes; and WHEREAS, the Saint Johns River Water Management District has adopted a District ~~Vater Supply Plan, 2005; aild WHEREAS, the City Com111ission of the City of Longwood desires to update the Comprehensive Plan and Water Supl.~ly Facility Work: Plan to be consistent with the 2005 District Water Supply Plan; and ORDINANCE NO. 08-1872 CPA 01-08 Page 1 of 3 i. WHEREAS, the State of Florida, Department of Conununity Affairs (DCA) has made reconnnendation to the City of Longwood with respect to the data and analysis as this information relates to fulfilling the requirements of the Florida Statutes as they relate to Water Supply Plans and their relationship to the goals, objectives and policies of the Comprehensive Plan; NOW, THEREFORE BE IT ORDAINED $Y THE CITY COMMISSION OF THE CITY OF LONGWOOD, FLORIDA, AS FOLLOWS: SECTION 1: This ordinance is adopted in confoi7iiity with and pursuant to Chapter 163, Florida Statutes, and Chapter 9J-11, Florida Administrative Code. SECTION 2: A copy of the amended City of Longwood Water Supply Facility Work Plan, Comprehensive Plan Goals, Objectives, acid Policies,. and the Comprehensive Plan Data a11d Analysis are attached hereto as Exhibit "A" and incorporated herein by reference. ~ SECTION 3: The provisions of this ordinance are declared to be separable and if any section, paragraph, sentence or word of this Ordinance or the application thereto any person or circumstance is held invalid, that invalidity shall not effect other sections or words or applications of this Ordinance. SECTION 4: All ordinances, parts of ordinances, resolutions or parts of resolutions in conflict herewith, are hereby repealed to the extent of such conflict. SECTION This Ordinance shall be in force aild take effect 21 days after the State Land Planning Agency publishes a notice of compliance in accordance with Section 163.3184, Florida Statutes. Where the objection and accompanying recommendation of corrective action contains several components, these corriponents may b~~ listed separately. The City's response follows each recommendation. The Water `supply Facilities Work Plan Update is attached to this response and includes the changes as indicated with double strike- through and double-underlining. ORC Objection 11: Protected Water Demand and Supplies Objection: The Department objected that the proposed work plan does not provide sufficient data and analysis demonstrating that water demands will be met through traditional and alternative water supplies during the next ten yE~ars. (Sec. 163.3177(b)(c), F.S.) Recommended 1. !Revise Table 3 to be consistent with the data Actions :submitted to the SJRWMD as part of the CUP imodificafion pirocess. Include the following data on .a per year basis for a minimum 10 year period: o Projected population and water demand figures for customers within the •City Projected population and water demand figures for retail customers anti bulk water agreements outside municipal limits (such as the joint service areas with Casselberry and Winter Springs) ' Those portions of water demand that will be met through conservation and reuse practices o Those portions of water demand that will be met through traditional and alternative water supplies over the term of the plan 2. If the projects:d demand is not being met, include appropriate capital improvements in a financially feasible capital improvements schedule or adopt appropriate water conservation and reuse policies to mE~et the demand. Response: Revise Data and Analysis to dE~lete Table 3 arrd replace the table with data consistent with the 2007 CUP modification. The capital improvements schedule is amended to include the selected alternative water supply (A'WS) project. December 22, 2008 ~ - - - ~ City of Longwood DRAFT ORC Response Amendment 08-RWSP-1 Objection 2: Alternative Water Supply (AWS) Projects ~J Objection: The Department objected that the proposed water supply plan did not include the St. Johns River at Yankee Lake project. The plan also did not list AWS projects in Table 1, WSFWP Schedule of Capital Improvements proposed as part of the financially feasible CIE schedule. There is no funding source for the Winter Springs-Lake Jesup project; neither did the City provide how much water it expects to receive from the AWS projects. The Department made the followin recommendations: Recommended Action # Include in the WSFWP that the City has also agreed to 1 participate in the Yankee Lake project and modify the Public Facilities and Services Element, Objective VIII, Policy C to include the Yankee Lake project. Recommended ~ Action Ensure that the City has provided the SJRWMD with #2 correspondence advising of its intent to participate in the Winter Springs-Lake Jesup project. Recommended Action Amend Table 1 [in the Goals, Objectives, and Policies] #3 to include both AWS projects. Recommended Action Amend Table 4 [in the Data and Analysis] to include ``J #4 the Yankee Lake project and funding sources for both AWS projects. These projects must demonstrate financially feasibility (must have committed funding sources for the first 3 years or the projects must be delayed to years 4-5). The Data and Analysis is amended as shown in the Water Supply Facilities Work Plan using double-strike-through and double-underlining to indicate the changes made in response to the ORC recommendations. ORC Objection 4: Water Supply and Facility Concurrency Objection: The Department stated that the proposed Concurrency Management Element, Objective III, Policy J, does not ensure that the applicable water supplier is consulted prior to the issuance of a building permit or its functional equivalent to ensure potable water supply will be available prior to the issuance of a certificate of occupancy. (Sec. 163.3180(2)(x), F.S.) Recommended Action Revise Policy J of Objective III in the City's Concurrency Management Element to be consistent with Section 163.3180(2)(x), F.S.: The City shall contact either the Longwood Public Utilities Division or Sanlando Utilities prior to issuance of a building ~ permit for development and redevelopment that increases water usage to determine if adequate potable water supplies exist to serve the projected development no later than the anticipated date of issuance by the City of a certificate of occupancy or its functional equivalent The City will also ensure that adequate water supplies and facilities are available and in place prior to issuing a certificate of occupancy or its functional equivalent Response: Amend the Concurrency Management Element, Objective III, by adding additional language to Policy J. The City's response deletes the last sentence recommended by DCA that states: "The City will also ensure that adequate water supplies and facilities are available and in place prior to issuing a certificate of occupancy or its functional equivalent". The process described in Objective III, of the Concurrency Management Element, assures that concurrency requirements will be met at each stage of development, through the time the building permit is issued. The concurrency process as adopted in the Longwood Comprehensive Plan is as follows: i December 22, 2008 4 City of Longwood DRAFT ORC Response Amendment 08-RWSP-1 ~ A. Review applications for all types o'. development orders; B. Na development order issued th~rt results in a reduction of the adopted LO~~; C. Review of applications, other than building permits, shall account for the difference in timing of the actual impacts of development; and the development order, when issued, shall be conditioned upon and subject to findings of adequate public facility capacity at all subsequent stages of the development permitting process; D. Concurrency review will occur during site plan review; or if a site development plan has previously/ been issued or is not required, the concurrency review will occur during the application for a building permit; E. Available capacity will be deterrriined by adding the design capacity of existing facilities with the capacity of expansions of facilities (meeting the requirements of Policy I.C) and subtracting committed demand. F. The result will them be compared t~~ the adopted LOS for each facility. Using this process, the capacity of each facility is reserved, at a minimum, at the application fora building peri~nit. Furthermore, the concurrency process allows a reasonable amount of time for completion of each stage of development. In the case of building permits., the holder of a, building permit has a maximum of six months to begin construction as required by state law. Once construction begins, adequate progress, as defined by state law, must continue through to completion of a building. Therefore, facility capacity, as required by the adopted level of service standard per facility, is reserved for each building permit until the structure is occupied and the facility is being used.; or, until s~rch time as the building permit is deemed void and the reserved capacity is added back to the available capacity of the system. ff adequate potable water will not be available at the anticipated .time the certificate of occupancy will be issued, the k~uilding permit will not meet concurrency and therefore, no permit will be issued until the matter is resolved. Objective III, Policy G, provides for deferral or re-review of applications in the event that inadequate public facility capacity is available. The exteansion is needed due to recent plant operations ~ and staffing changes. The City is hoping to use the: time to contact Utilities Inc. regarding a cost share arrangement for wetland monitoring as they currently monitor the majority of the wetlands surrounding the City's service area and they are the largest CUP pennittee adjacent to the City. The City is also planriing to contact Seminole County and Winter Springs regarding their recent letters noting that reclaimed nnay be available as the circumstances of the availability need to be considered. Given that the schedule of the Yankee Lake Project may be impacted by the recent legal actions the Ci~:y is concerned that Seminole County ahd Winter Springs' availability of reclaimed water may be impacted. Further, the City needs to investigate the future of the Winter Springs Golf Course as the status of that Winter Springs large reclaimed water user may also impact the availability of reclaimed for Longwood's use. The City of Longwood has been focusing its efforts up to this point in partnering with Seminole County on the Ya~~kee Lake Regional Water Treatment Facility to obtain potable water generated via the treatment of surface water from the St. Joltii's River. Upon reviewing the costs and proposed agreements for this project the City decided to expand its options and began discussions with the SR-46 cooperators group as well as with your city for the Wv~ter Springs Lake Jesup Reclaimed Augmentation Project. Tlu•ough preliminary discussions among city staff it was determined that a partnership arrangement on the development of the Winter Springs Lake Jesup Reclaimed Augmentation Project surface water treatment facility with a Longwood coiulection to the Winter Spriggs reclaimed system near the Winter Springs western wastewater treatment facility will be beneficial for both cities. Based on those discussions, the City Commission of the City of Longwood was presented all of the options at their July 7,2008 meeting and voted in favor of moving forward with the Lake Jesup project. This letter will serve as our notification that we intend on working closely with you and your staff ua the near future to achieve a successful project that will be a model for development of alternative water resources. Permit Duration Change - It is our understanding that the only thing that needs to be done at this time to obtain a 20-year permit duration with this modification would be to request such given the submittals that have been processed to date as part of this modification request that started in 2007. As such, the City would like to change their request such that the permit duration requested be that of 20 years. B. Documentation of Alternative Water Supply Agreement. Attachment C provides documentation of the Commission Approval for participation in the Winter Springs Lake Jesup Reclaimed Augmentation AWS project. C. Compliance submittal relating to CUP Condition No. l8 D., E., and F - The efforts to date relating to this modification request were to satisfy Condition No. 18 D - F. Please note that the City of Winter Springs received a CUP in 2007 for the Lake Jesup Reclaimed Augmentation Project. The 2007 CUP is for the withdrawal of surface water from Lake Jesup and use of a nearby artisian well for reclaimed augmentation. T(Ze reclaimed water provided by Winter Springs is to be considered as Long~~~ood's participation in the Lake Jesup Reclaimed Augn~~entation Project.. Given that the projected amount of alternative ~~~ater needed per Table 2 is 57,000 gpd by 2020 and continued through 2027 falls under the S`econdacy Use CUP permitting threshold it is understood that a separate CUP is not needed to be pursued by the City of Longwood. Further the rues also contain exemption 3.4.1(f)I which applies to, "Uses supplied solely by reclaimed water obtained :from a supplier." As last resort, the City of Winter Springs has indicated that tlae small amount needed can be accommodated under their existing CUP. D. Groluldwater Modeling: Inchided in attachment D is the outstanding groundwater modeling documentation discussed above in items 3 and 4. The plan «~as completed in March 2007. At that time, the City expected that it would participate in the Yankee Lake Regional Water Treatment facility in ~artnershsp with Seminole County. Since that time, the City has continued to pursue development of a partnership for an I alternative water resource to provide for the shortfall bet~~~een water demand and the maximum withdrawal of ground water; begirming in_2014, as projected by the 2007 CUP ! modification request. The decision to participate in the Yankee Lake Project was reconsidered in a regular City Con-rmission meeting on July 7, 2008. Tl~e Winter Springs- Lake Jesup Reclaimed Augmentation AWS project was selected by the City Conunission to replace the Yankee Lake project. The ~gJinter Springs project has sufficient alternative ~ water supply to meet the projected needs of the City based on the 2007 CUP modification request, as well as being the most cost effective approach. The Yankee Lalce project ! would provide the City with the potential for a greater supply of potable water, but v,~as determined by the City as not financially feasible. ~ i i This letter ~~~ill serve as the City's notification of the selection of the Winter Springs-Lake Jesup AVJS project. WATER SUPPLY FACILITIES PLAN UPDATE GOALS, OBJECTIVES., AND POLICIES Introduction The City of Longwood amended its comprehensive plan by Ordinance 05-1774 to comply with the Wekiva Parkway and Protection Act of 2004. At the same time, a water supply facilities work plan was completed and adopted for the entire city, including the Wekiva Study Area: The St. John's River Water Management District prepared its five year update to the regional water supply plan and the District Water Supply Plan 2005 (DWSP 2005) was adopted in February 2006. This amendment is only the update to coordinate Longwood's water supply plan with the DWSP 2005. This update applies jurisdiction-wide and includes the Wekiva Study Area. The planning periods are 2015 and 2020 to coordinate with the DWSP 2005. The following goals, objectives, and policies are revisions to the City of Longwood Water Supply Facilities Work Plan (WSFWP) within the various elements of the comprehensive plan. This update to the WSFWP is the re~~uired update based on the District Water Supply Plan 2005. Data and analysis to support this amendment is included with this proposed amendment. The proposed new text is underlined and deletions are ~ shown with strike-through. After the WSFWP is adopted, the updated goals, objectives, anal policies will be placed in the designated element of the comprehensive plan. The planning initiative was begun in ~?002 for Brevard, Orange, Volusia, and Seminole counties, and parts of Lake, Marion, Polk, Sumter, Osceola, and Flagler counties. The St. Johns River Water Management District (SJRWMD) developed a regional water supply plan in 2000 that concluded that the East-Central Florida area does not have sufficient groundwater supplies to meet the anticipated demand by 2020. The City of Longwood is also within a priorit~~ water resource caution area and the Central Florida Coordination Area. Due to concerns over the impact of cumulative groundwater withdrawals wifhiri the region, the City's ability to withdraw additional groundwater is lirrrited after 2013. The City of Longwood amended its comprehensive plan by Ordinance 05-1774 to comply with the Vl/ekiva Parkwa~~ and Protectio?~ Act of 2004. At the same time, a water supply facilities work plan was completed and adopted for the entire city, including the Wekiva Study Area. The St. John's River Water Management District prepared its five year update to the regional water supply plan and adopted the District Water Supply Plan 2005 (DWSP 2005) in Ff,bruary 2006. u herefore, this data and analysis is to support the update needed to ensure that'Longwood's water supply facilities work plan is consistent with the DWSP 2005, as amended by the Third Addendum. May 13. 2008. This update applies jurisdiction-wide and includes the Wekiva Study Area. The planning ~ periods are 2015 and 2020 to coordinate with the DWSP 2005. Existing Potable Water Facilities The City of Longwood has two utilities that provide seniice within the city limits. These utilities are The City of Longwood and Sanlando Utilities. The service areas are shown on the Sanlando Utilities Corporation, CUP #160, Water Service Area Map and Map P- 1,Water Service Areas, both located in Appendix A. City of Longwood The City of Longwood has an existing water :system that is composed of two water treatment plants and five raw v~~ater supply wells. The source of the raw water is the Floridan aquifer. Each water treatment plant provides aeration, fluoridation, chlorination, and pH adjustment. Water Treatment Plant #1 has both an elevated storage tank and a ground storage tank. The total capacity for both is 0.7 million gallons. Water Treatment Plant #2 has a ground storage tank with 1.05 million gallons capacity.' The remainder of the water supply facilities includes the water distribution systern, fire hydrants, and customer ' City of Longwood, Public Utilities Division. The water treatment plant locations are shown on Map F'-1, Wa#er Service Areas in Appendix A. This map is submitted for adoption with this update to the WSFWP to replace Map P-1 in the adopted comprehensive plan. The locations of the water treatment plants are as follows: o Water Treatment Plant # 1 is located at the approximate center of the City's jurisdictional boundaries. ® Water Treatment Plant # 2 is located on the western jurisdictional boundary off Rangeline Road. The distribution system has approximately 700 linear feet of raw water supply mains in the City ranging from 6 to 16 inches ,in diameter, approximately 70 miles of water transmission and localized distribution lines ranging from 2 to 16 inches in diameter, one 0.2 million gallon (MG) elevated storage tank, one 0.5 MG ground storage tank, and one 1.05 MG ground storage tank. The City of Longwood has mapped the distribution system as part of its GIS program; the map showing the water lines 6 inches through 24 inches in size is available from.the City. An additional one million gallon ground storage tank is planned for construction in fiscal years 2012/2013. The City continues to replace deteriorating asbestos cement (AC) pipe at the rate of approximately 4,000 feet per year. These replacements are funded through the Public Utilities Fund. Sanlando Utilities, Inc. A portion of the City receives its potable. water service from Sanlando Utilities, Inc., a division of Utilities Inc. of Florida. The 1991-1996 Longwood Comprehensive Plan Background Document records the baseline data for this area. In 1991, the utility served 480 residential customers and six commercial accounts. Both the wells and the treatment plants are located outside of the City. Details regarding its wells and water treatment giants are found in the Background Document and the Consumptive Use Permit (#160) information. Sanlando Utilities was issued its most recent consumptive use permit on August 8, 2006 with expiration set for August 8, 2026. The map showing the utilities' service area is included in Appendix A. The data submitted for the permit does not separate the customers in the City of Longwood from. those being served outside the city limits. Because the City is mostly built-out, the population served may be estimated using the accounts documented in 1991, plus estimates of increases based on City data since that time. For future growth, Sanlando is projecting an average of 40 new connections per year through-out its entire service areal. While a few individual homes remain on their own wells., this nurrrber is approximately 'ten to twelve: units, a negligible amount in the overall system. Sanlando Utilities_ The population figures for the Sanlando service area within the city limits are based on a ratio of the population in 19'1 applied to the population projections for the entire service area; the SJRWMD figures include a larger service area beyond the City of Longwood. There is a substantial possibility that this overstates the population in the area because of the lack of buildable lots and a decline in the number of persons per housing unit.4 Table 1. ' f City of Longwood WSFWP Amendment 08-RV11SP-1 vc-P ca , Joint Utilit Service Areas The City of Longwood has an interlocal agreement with the City of Casselberry for the provision of water and wastewater within their respective jurisdictions. The two systems are not interconnected. The agreement is a boundary line adjustment so that the service areas are contiguous to each respective city. The City of Longwood also has an interlocal agreement with the City of Winter Springs. This agreement specifies that the City of Longwood will provide potable water service to a specific geographic area. It further provides that those properties receiving such services will annex into Winter Springs when the property becomes contiguous to the Winter Springs city limits. Annexation Policy The City's annexation policy is that unincorporated areas receiving water or sewer services from the City of Longwood will annex when such properties become contiguous to the city limits. These annexations are voluntary and agreed to at the tiir~e that agreement regarding service provision is reached. Consumptive Use Permit Conditions and Duration The city's water utility system operates under SJRWMD Consumptive Use Permit #8274. The permit was issued in September 2002 and expires in September 2022. In 2002 the total raw water pumped was 2.0 million gallons per day in accordance with the consumptive use permit of 2.5 ~ million gallons per day. The requested withdrawal rates for 2006 showed a six percent increase above 2002 levels. The small amount of increase is not anticipated to harm the groundwater resources and SJRWMD staff concluded that the water supply is sustainable through the 20- year permit duration. A copy of the permit and the specific conditions of the permit can be located in the City's Consumptive Use Technical Staff Report September 11, 2002, and the SJRWMD's, "Exhibit A" Conditions for Issuance of Permit Number 8274 for the City of Longwood, dated September 10, 2002. A 2007 CUP modification was submitted to the District as part of the five vear review and update cycle. This modification reauest is still beina reviewed by the District: a response for additional information from the Citv is due on January 2. 2009. Capacity, Supply and Demand Analysis and Projections Water Supply Capacity A total of five wells comprise the raw water su~~ply. The total capacity of the system is 9.648 million gallons per day (rrlgd). The reliakrle water supply capacity for both plants is 5.448 mgd, wriich is calculated by subtracting the capacity of the largest well from total capacity at each plant. f~eliable pumping capacity is 7.128 mgd and the total maximum day storage capacity is 1.75 mgd. Total well capacity varies at the two water plants. Table 2 indicates the permitted and total well capacity at each plant. In addition, the average treated flow for the first 11 months of 2007., from the Florida Department of Environmental Protection (FDEP) Drinking Water Data Base, are shown in this table as a comparison to permitted capacities. Water Demand The 2002 annual average day demand (AADD) was 2.0 MGD6. As shown in Table. 2. the 2007 AADD was 2.259 MC~D well within the 2002_ CUP authorized withdrawal of 2.523 MGD. The 2007 CUP modification reauest anticipates that the Citv will partner with Winter Springs in the Winter Springs-Lake Jesup Reclaimed Auamentation Project. This alternative water supply project is the project selected and made a part of the 2007 CUP modification. City of Longwood WSFWP Amendment 08-RWSP-1 Level of Service The water service area is comprised of a wide variety of users, including residential, commercial, and industrial users. The City has adopted a level of service standard for potable water in the Public Facilities and Services Elemen#, Objective V, Policy B. The level of service standard for potable water is based on Historical data complied and maintained by the City's Public Utilities Division:. The adopted level of service standard is divided into three categories, as shown below. Residential 300 gallons per day per dwelling. unit Retail/Commercial 100 gallons per day per 1,00.0 square. feet Warehouse/Office Showroom 42 gallons per day per 1,000 square feet Impact of the Water System on Surface and Ground Water Water supply is from deep wells into the Floridan aquifer; no surface water is used for water supply. SJRWMD staff has concluded that the drawdown associated with only Longwood's withdrawals would not cause adverse impacts to wetlands, lakes, crops, or other types of vegetation at the requested withdrawal rates. .Neither are there any current effects from the drawdown on areas outside the city limits. The district's staff used the Groundwater Model to evaluate the effect of cumulative water withdrawal on Starbuck Springs, located outside the city limits; the model indicates future spring flows may be affected over time and that future spring flows should be monitored for actual effects of continued withdrawals. Location of Wells and Requirements for Wellfield Protection Map P-1, Water Service Areas (Appendix A), shows the location of each Water Treatment Plant. There are two wells at the Water Treatment Plant #1 and three wells at Water Treatment Plant#2. Wellfield protection is ensured in the current comprehensive plan. The Future Land Use Plan Element of the comprehensive plan requires that: future wells be located where they will be least impacted by development and contamination; a future well locations be coordinated with SJRWMD; the type of development and use within 500 feet of existing wells be limited to protect the wells from possible contamination; and o uses that currently exist, which are on the list of prohibited uses, are considered nonconforming and subject to discontinuance. City of Longwood WSFWP Amendment 08-RWSP-1 ~ Reclaimed Water and Water Ca~nservation Reclaimed Water• The City of Longwood does not own or operate: any wastewater facilities. Wastewater services are provided by three utilities: Seminole County; Utilities, Inc. of Longwood.; and Florida Water Services. Approximately 43 percent of the wastewater generated by the City of Longwood is reused.. Wastewater sent to Seminole County and Florida Water Services is reused while wastewater sent to Utilities, Inc. of Longwood is discharged into percolation ponds. Reuse c)f the wastewater from Utilities, Inc, of Longwood is not currently feasible since the City does not operate the wastewater treatment facility and because the service area is close to build. out. Implementation of reuse would require retrofitting. The S.IRWMD recorrimends that the City be required to reuse all wastewater if it becomes economically, environmentally, and technologically feasible'. Conservation The City has implemented several conservation measures for the purpose of reducing the use of potable water. These include the adoption of a water conservation rate structure that increases the cost per 1,000 galll~ns of potable water as water use rises above 10,000 gallons. Other measures include rain sensors on all irrigation systems on public properties, staff training, and public information regarding water conservation measures and watering restrictions. The City'; Land Development Code encourages the use of xeriscaping techniques, incentives for retaining or using native shrubs and trees, and the requirement that low volume plumbing fixtures be installed in all new construction. The City uses xeriscaping principles in all City-sponsored landscaping 1~' projects. The City has adopted a policy in the Conservation Element (Goal II, Objective II, and Policy 1) that prohibits the use of ma~;ter meters in strip malls. The City will continue to implement these water conservation measures, applying city-wide regardless of the service providE:r. Alternative Water Supply Development The City of Longwood is a signatory in a County-wide Water Supply Planning Interlocal Agreement that was established in 2004., They participated in the development of a county-level plan, The SeminolE~ County Water Supply Plan, with Seminole County and all other municipalities within the County, to address alternative water resources. The plan was completed in March 2007. At that tirne, the City selected the Yankee Lake Reaional Water Treatment facility in partnershirr~ with Seminole County. At that time, the Commission was presented with three projects: Yankee Lake Regional Water Treatment Facility, State Road 46, and Winter Springs-Lake Jesup Augmentation projects. The Winter SPrinas Proiect had sufficient alternative water supply to meet the proiected needs of the City based on the 2007 CUP modification reauest, as well as being the most cost effective Proiect. The Yankee Lake Proiect would provide the Citv with the potential for a greater supply of otable water, but was determined by the City as not financially feasible. i' The Winter Springs Proiect is proiected to cost $0.75 per 1.000 gallons. This unit cost is provided in the Third Addendum to the Districf Water Supply Plan 2005. The City of Winter Springs has obtained the consumptive use permit for this Proiect. With the Winter SpringS Proiect, reclaimed water is available to the City of Longwood up to approximately 99,000 gallons per day. The Winter Springs-Lake Jesup Reclaimed Water Augmentation Project consists of the construction of filtration treatment, two 1.0 million gallons per day ground storage tanks, pumping facilities, and high-level disinfection facilities. The project will be constructed with expansion capacity to provide treated surface water to neighboring entities not in the City of Winter Springs' service area through interconnects, which are based on interlocal agreements.$ The City Commission selected the Winter SPrinas -Lake Jesup project as the AWS to meet proiected water supply deficits beainnina~ in 2014 as shown in the 2007 CUP modification reauest.
