MINUTES
June 14, 2007 7:00 P.M.
ORGANIZATIONAL MEETING
Present: Member Tamara Cooper .
Member Jack Caldwell
Member Douglas Damerst

1. CALL TO ORDER. Recording Secretary Goff called the meeting to order at
7:00 p.m.
~ 2. ELECTION OF OFFICERS -CHAIR AND VICE CHAIR.
Recording. Secretary Goff opened the flo~~r for nominations of Chair.
Member Caldwell nominated Member Damerst for Chair. Member
Damerst declined. the nomination.
Each member introduced themselves and. gave their background.
Member Damerst nominated Member Durso for Chair.
Member Caldwell moved the nominations be closed. Seconded by
Member Damerst and carried by a unanimous voice vote.
.Member Durso was elected Chair by unanimous acclamation.
Chair Durso opened the. floor for nominations of Vice Chair.
Member Cooper nominated Member Caldwell for Vice Chair. Seconded
by Chair Durso.
There being no further names submitted, the nominations were closed.

~ Nomination of Member Caldwell for Vice Chair carried by a unanimous
voice vote.
3. ESTABLISH DATE OE MEETINGS AND PROC'EDURE(S).
Chair Durso said they needed to decide v~hen to meet. He inquired if there were
any specific regulations by the City.
The Recording Secretary advised there was an Ordinance that required all
meetings to be held at 7:00 p.m. in the Commission Chambers. She stated the
Chambers was available the 2nd Tuesday and 2nd Thursday of each month.
Member Damerst moved to meet on the 2nd Thursday of the month at
7:00 p.m. Seconded by Member Cooper and. carried by a unanimous voice
vote.
The Recording Secretary inquired if the members would prefer to use electronic;
media for the agenda packets and meetin;~s or receive paper copies of the
material.
It was the consensus of the Committee to use paper agenda packets.
Discussion was held regarding the procedure for reviewing the Charter.
Member Damerst inquired about access to the City Attorney for questions and
whether the City Attorney would be attending the meetings.
Chair Durso said if there was an issue to be discussed at a meeting, they could
request the City Attorney to attend.
Member Damerst said maybe they should go through the entire Charter and then
decide what they want to address with the City Attorney.
Chair Durso suggested each member prepare questions they may have and submit
them to the Chair so as not to duplicate any questions.
The Recording Secretary advised questions should be submitted to staff to avoid
any violation of Government in the Sunshine Law. She said she would have any
concerns forwarded to the Acting City Attorney by the City Clerk.
It was the consensus of the Committee for the Recording, Secretary to provide
copies of the last two Charter Advisory Committee minutes and recommendations
to the Commission.
Chair Durso said they needed to go through section by section and make sure they
~ are thorough and suggesting changes that are for the betterment of the City.

Discussion was held regarding interviewing or providing the opportunity to
Department Heads and the City Administrator to speak in regards to the Charter.
Chair Durso suggested any questions for the Attorney be submitted by the end of
next week.
Member Damerst said it may be premature to submit questions now. He stated
perhaps the questions would improve afte;r reviewing. the Charter and reviewing
the prior minutes.
Vice Chair Caldwell said he understood the Committee was tenured for up to one
year.
The Recording Secretary responded in th~~ affirmative.
Chair Durso suggested they set a calendar of when they expect to go over certain
articles so the Members, Staff, Public and City are prepared.
The Recording Secretary suggested the items of discussion be on the Agenda to
allow notice of what will be reviewed.
4. ADJOURN. Chair Durso adjourned the meeting at 7:40 p.m.
