This Code strives to maintain the existing character of the District. The buildings' relationship to the land defines the civic spaces of the District, including the streets and parks. Lots of record within the Historic District shall not be subdivided into smaller lots However multiple lots may be combined for the construction of a single development. Gnly one principal structure shall be constructed on anv lot of record. NQ structure shall be larger in scaly and mass than the Bradley-Mclntvre House. Lot types within 'the District include: Mixed Use, Storefront and Civic. Each lot type has a series of setback lines and zones within which building components shall be placed. SECTION 3: Page 9 of the Historic District Codebook be amended as follows: LANDSCAPE AND FENCES General Conditions All lawn areas to be sodded. All shrub and groundcover beds to be mulched. All air-conditioning units and mechanical equipment shall be screened with shrubs, hedges, wall or fence. Maintenance of all plantings, including watering, mowing, weeding, edging, fertilizing, pruning, insect control, removal; replacement of dead or damaged plant materials is required. All landscape plans are to be Signed and Sealed by a registered Landscape Architect. Unless 100% native, x~+e~la#~--afe xeriscape is used, the landscape shall be covered by a fully automatic irrigation system, equipped with a ;norstG„•r rain sensor. Fences may not occur in the public right of way. Prior to certification, the lot shall be landscaped. The appropriate use of foundation plants; shrubs, ground cover beds, hedges and fences to frame architecture. Parking adjacent to another lot shall be screened with a picket fence, 42" max., continuous hedge, 42" ht., planted at min., 3 Gal., 30" o.c., or a 8' opaque fence, and oak trees other than high rise oaks at 50' o.c, high rise and other canopytrees at 30' o. c. Existing trees can count towards perimeter buffer requirement. Ordinance 06-1793 HDCB Amendment Page 3 of 10 Hedges along street frontages to be installed at a minimum height of 24" and maintained at a maximum height of 42". Parking adjacent to a street shall be screened from view with a picket fence. IViixed Use Front Yard Fences and Hedges shall be a maximum height of 3'6" measured from their outside face. Maximum opacity for front yard fences shall be 60%. Front Yard Fences and Hedges should be continuous around the perimeter of the Front Yard, be set between 6" and 3' from the sidewalk, and have a gate or opening at the Front Walk. Rear Yard Fences shall be a maximum of 8' high measured from the outside face of the fence. They may be 100% opaque. They may extend to and be placed ef? along property lines between lots, but shall be within rear and front yard setbacks. On lots with frontage on +wo streets that are not a corner lot rear fences may be a maximum of 42 inches high and a hedge up to 6 feet tall may be placed on the inside of the fence. One canopy tree shall be planted for each 1/4 acre of lot area. If the lot is less than 1/4 acre, 1 tree is required. Existing trees may count toward this requirement. Perimeter trees shall not count toward this requirement. (See list of approved trees in the Longwood Development Code) Creating outdoor spaces is strongly encouraged. At minimum, 25% of the front and side-yards shall be planted with landscape materials other than grass. SECTION Page 11 of the Historic District Codebook, "General Conditions "section be amended as follows: The parking required shall be 2 per principal dwelling and 1 per 250 square feet of , festa~r-amuse- approved non-residential use. The required parking shall include on-street parking along the frontage- if the proposed on-street parking is compatible with the City's street design. Trucks, boats, campers and trailers shall only be parked in rear yards and shall be screened by a G' fence. No less that 75% of the parking shall occur to the side or rear of the structure in new construction. The required number of parking spaces may be reduced by demonstrating the possibility of shared parking (agreement required between property owners). Parking shall not abut street intersections, civic buildings, parks or occupy lots which terminate a vista. For non-residential uses driveways shall ba a minimum of 12 feet wide. Drive aisles with 90 degree or angled parking and 2 way traffic shall be a minimum of 20 feet wide. Parking spaces shall be a minimum of 9 feet wide and 20 feet deep or 18 feet with a curb or wheelstop. Handicapped parking spaces shall meet applicable ADA regulations. SECTION 5: Page 15 of the Historic District Codebook be amended as follows: The following plans and sketches illustrate typical lot conditions in the District and provide suggestions for the arrangement of structures on a given site. The Mixed Use Lot is the most frequently occurring lot type in the District. Use types may include (but are not limited to) the following: single family residential, Q~ "^m.~, restaurant, retail and office. Opportunities for improvements on Mixed Use Lots include: renovating a historic structure, building a new structure on a vacant lot, and removing an existing noncontributing structure to build a new structure. The adjacent scenario illustrates the conversion of an existing historic residence to office or retail use. Items to note include the incorporation of handicap access and handicap parking; pervious Ordinance 06-1793 HDCB Amendment Page 4 of 10 parking to the side of the structure, fencing to screen and soften the parking Grea and adjacent on street parking that counts towards parking requirements on site. Several Mixed Use Lot scenarios have been sketched out to provide examples for opportunities for improvement within the District and to illustrate the application of the Urban Regulations to atypical lot condition. The sketch scenarios include the following: the conversion of a historic structure from residential to retail or office; the development of an office or retail use on a vacant ortear-down lot; a new house on a vacant ortear-down lot; a w+~e vacant ortear-down lot ~-for shotgun-style units. SECTION 6: Page 18 of the Historic District Codebook be amended as follows: On a wide vacant ortear-down lot, the previous illustrated scenarios may be applied. In addition, tl~e-let ~,+;,,~ac,+ ~.,,^uo~ on small existing lots (i.e. 50' in width) long. narrow buildings may be constructed, creating the "shotgun" style residential, retail, or office units. One item of note is the orientation of the garage towards the rear of the lot (necessary as a result of the lot width). This also allows for alley access to the garage when such lots occur on Florida Avenue. SECTION 7: Page 23 of the Historic District Codebook be amended as follows: Building walls Wood, vinyl, or cementious clapboard or ship-lapped siding with min. 3.5" - 8" exposure. No aluminum. Wood shingle with 5" - 8" exposure. Board & Batten -shall not exceed 13" and 3 1/2" (standard 1x4) measures horizontally. Battens shall be a minimum 2" wide by 3/4" projection. Brick selected from master list - laid in a true bond pattern. Stucco -smooth sand or trowelled finish. White or tinted mortar -joints to be stuck and no more than 1/2" wide. Building Elements Brick, stone, or stucco piers. Wood or fiberglass columns of classical proportion. Ordinance 06-1793 HDCB Amendment Page 5 of 10 Wood posts and balustrades. Wood railings, balconies and treads. Canvas awnings. Post and rail. Existing roof may be replaced with same materials. Round columns to be Tuscan or Doric orders. Garden WaBls ar~d Fences Wood or vinyl pickets of unique design. Wood painted white. Brick or stucco to match principle buildings. Metal or wood pickets in combination with brick or stucco. Gates shall be wood or iron. Metal picket fencing. &~oofs Metal standing seam or 5-V crimp, 24 gauge or heavier. Dimensioned "architectural grade" five tab shingle is an option on new construction. Concrete tile, slate, or wood shake. Gutters to be half round or ogee. Windows, doors, and shutters Windows of painted wood, solid vinyl or vinyl clad- aluminum, or aluminum clad if they meet all of the design criteria of page 24 Doors of painted or stained wood or fiberglass -aluminum clad. Masonry walls shall have lintels or jack arches above all openings. Miscellaneous Exterior hardware & lighting to be of non-plated metal. Galvanized exterior hardware and lighting may be used. SEC'T'ION Pale ~3 of the Historic District Codebook be amended as follows: This Color Selection Guide is designed to give the owner a wide range of color choice combinations and flexibility. With this brief explanation and a few simple guidelines, the owner will be able to select colors that will contribute to the overall appearance of the community's streetscape. .All buildings on a single site V shall use the same color combinations, although accent and trim colors may vary. ` ~ r s",a~p~r~~-by-tfa2 -H+steri: Rr°°er„~~;,,-, Rn.,rr! If more than 25% of the surface area of a buildina is repainted. the repainting must comply with the Color Selection Guide. All color selections shall be submitted to the Community Services Department for approval prior to beainnina work. COLOR SCHEMES: Please refer to the follovring Color Selection Guide to select your color schemes. Each color scheme will show one base color and two compatible trim colors. Only one of the tvdo trim colors should be selected. The City of Longwood has true color samples on file. Colors may be matched by any paint manufacturer. COLUMNS AND POSTS: Columns and posts on all elevations should be painted a shade of white. An elevation with columns or posts may have the second trim color in addition to the white or they may use white as the only trim color. On elevations without columns or posts, only one of the two offered trim colors may be used. The body color, however; may be used as trim next to the roofline. TWO-STORY ELEVATIONS: Two-story elevations will allow a two-tone application of the base color although it is not required. If the two-tone option is selected, the base of the ' Ordinance 06-1793 HDCS Amendment Page 7 of 10 home should be painted the darker of the two colors. Color schemes offering a trim option that is a lighter or darker shade of the base color v~rould be appropriate for the twotone option. ACCENT COLORS: The Accent Color Selection Guide sheet will list appropriate accent colors. The owner may choose only one of the ofFered accent colors. The accent color may be used on the front pec'estrian door, the garage door, and the shutters. The accent color is optional. Base color may be used anywhere. The accent color is limited to the trim, the shutters, the front door, and the garage door. GARAGE DOOR: The garage door, in most cases, should be painted the same as the body color of the house; however, it may be painted in the accent color. VICTORIAN ELEVATIONS: If you have a Victorian elevation, you may use the standard color schemes or the additional color options available on the Victorian Color Selection Guide sheets. ROOF COLORS: Roof color selection may be silver metal or one of the architectural shingle selections on the Roof Color Selection Guide sheet. SECTION 9: Panes 7, 8, 10, 11, 12, 13, 25, 43, 44, and ~1 of the Historic District Codebook be amended to remove the swords '`Note: Waivers of this Code may be requested through the Historic Preservation Board" from each page. SECTION 10: Page 66 of the Historic District Codebook be amended to include a new definition in the Glossary to read as follows: Single Family Residence- for the purposes of the Historic District a single family residence shall be a building that contains one and only one d~wellin~ unit and does not share any walls, ceilings or floors with another dwelling unit. SECTION 11: The Historic District Codebook be amended to include a new page 26 to read as follows, and the remaining pages be renumbered to reflect the change. Ordinance 06-1'793 HDCB Amendment Page 8 of 10 PARKING LOT LIGHTING All sites containins commercial parkins lots shall provide parkins lot li~htins. The lishting shall conform to the Illuminatins Engineerins Society of North America recommendations and shall be based on the proposed activity level of the site. Photometrics shall be certified by an ensineer or architect licensed in the state of Florida aid qualified to attest to the adequacy of site lishtins. Fixtures and poles shall be of an ornate style and tXpe consistent with the architecture and era of the development. SECTION 12: All Ordinances, or parts thereof in conflict herewith, be and the same are hereby repealed.
