WHEREAS, on July 20, 1992; the City of Longwood adopted its Comprehensive Plan
(Ordinance No. 1019) pursuant to the requirements of Chapter 163, Part II, Florida Statutes and
Chapter 9J-~ Florida Administrative Code; and
WHEREAS, on November 19, 1993 the Florida Department of Conunututy Affairs
determined the City's Comprehensive Plan v~~as in compliance with the requirements of Chapter 163,
Part II, Florida Statutes and Chapter 9J-5, Florida Administrative Code;. and
WHEREAS, Chapter 163.3174 (4) (a), Fio:rida Statutes requires the Land Planni~.ig Agency
(LPA) to make reconullendations to the governing body regarding amendments to the Comprehensive
Plan; and
WHEREAS, the City Commission leas expressed. a vision for .mixed use development with
strict design guidelines; and
WHEREAS, the LPA held a public hearing on April 12, 2006, to consider the Small. Scale
Plan Arilendment request; and. made reconunendations regarding the proposed Small Scale Plan
Amendment (SPA 03-06); and

WHEREAS, the City Connnnission held a public hearing August 21, 2006 and again
on September 6, 2006, pursuant to the requirements of Chapter 163.3187, FS.
DE IT SO ORDAINED BY THE CITY C'OMIYIISSION OF THE CITY OF
LONGWOOD, FLORIDA, AS FOLLOWS:
SECTION 1: The following portions of the suture Land Use Map of the
Comprehensive Plan are hereby amended to change the Land use designation of the properties
described as:
425 South County Road 427
Property ID # OS-21-30-300-0040-0000
as depicted in EXHIBIT A, from GENERAL COPvI1VIERCIAL (GC) AND LOW
DENSITY RESIDENTIAL (LDR) TO DOWNT~OS3TN (D); attached hereto as though fully
~ contained herein..
SECTION 2: EXHIBIT B, Design Guidelines Agreement, attached hereto as though
fully contained herein, is hereby applicable to the ~3ubject Property and Developer as defined
tliere.in. Said Agreement may be modified by mutual agreement of the parties without
amendment to this ordinance.
SECTION 3: Should the O~uner/Deveioper fail to obtain building pennnits for the
project withii 24 nZOnths of the approval date of this ordinance, the City may at its discretion
perform a Small Scale Comprehensive Plan Amendment to retux-n the property to General
Connmercial (GC) and Low Density Residential (LDR) land uses.
SECTION 4: Pursuant to the requirements of Chapter 163.3187 (3) [c], Florida
Statutes, this Ordinance shall not take effect until thirty-one (31) days after City Connxnission
adoption, unless an appeal lias been filed within that time.

invalid, unlawful or unconstitutional, it shall not be held to invalidate or impair the validity,

are hereby repealed.

LANDSCAPE STANDARDS ~~~i~~?~ ~~~Z~~~ - DIJSIGN GUIDELINES
Landscaping Standards
Landscaping for Liberty Plaza, including retail and multi-family uses should reinforce
and enhance the traditional pattern of the streets and structures through geometric
arrangement of street trees and other plantings. The landscaping should accent entries,
feahrres and strictures and create outdoor rooms with pleasant microclimatic conditions.
All landscaping shall incorporate the following principles:
1, Preserve existing trees and vegetation whenever possible.
2. Minimize use of water for irrigation through appropriate plant species selection
and by selecting proper planting locations.
3. Enhance microclimatic conditions by providing shade and wind protection.
4. Open sod areas shall be minimized by using shrub and ground cover beds. All sod
shall be St. Augustine Palmetto in order to create a unified appearance.
Alt above ground eduipment shall be screened from public view through the use
of landscaping materials.
6. The use of pavers and patterns in the roadways and parking areas is to the extent
shown on the conceptual site plan is to be used to enhance the parking lots and
define points of access,
