WIIEREAS, on May 6, 2002, the Ci~_y Commission of the City of Long~~ood enacted the Longwood Development Code (Ordina.nce 02-1.599), as was amended from time to time, pursuant to the requirements of Chapter 163.3202, and Chapter 166.041, 1 lorida Statutes; and WIIEREAS, Chapter 163.3174 (4) (c), Florida Statutes, requires the Land Plamling Atrency to review proposed land development regulations, or amendments thereto, for consistency with the adopted Plan, as may be amended; and WIIEREAS, the City Commission has recogiuzed the need for a new econonucally, enviromnentally, and socially sustainable vision for Longwood's future; and WIIEREAS, the City Commission has. directed staff and its consultants to begin the process of drafting, ne~v development regulations, land use classifications, aild comprehensive plan goals, objectives and :policies for the creation of mixed use developments; and WIIEREAS, it is necessary to allow developers to begin working towards this sustainable vision while the necessary plan amendments and development regulations to implement the final plan are completed; and WIiEREAS, the Land Plamiing Agency (LPA) held. a public hearing on July 12, 2006 to consider the amendment of the Longwood Development Code; made certain findings of fact regarding said amendments, determined. th.e proposed changes are consistent and reconunended the proposed ordinance be enacted. by the City Commission; ®rd. 06-1807 LDCA 04-06 Page 1 of 6 NOW, THEREFORE BE IT ORDAINED 13Y THE C1TX C01~Yl~ZISSION OF THE CITY OF LONGVVOOD, FLORIDA, AS FOLLOWS: SECTION 1: Longwood Development Code Article III be amended to include a new section 3.?.~ to read as follows: 3.2.5 Interim De~~elopment Regulations and Design Standards for Downto~;~n (D) mixed use development A <4~licability The standards of this section shall apply to all property designated Downtown (D on the City's Future Land Use Map. except those areas within the Historic Overlay District, until such time as the City adopts new standards to define Downtown and Mixed Use development. For property located within the Historic Overlay District. the standards of the Historic District Codebook shall apply. B h~te»t It is the intent of this section to provide a process for the development of Downtown property while new development standards are drafted. New development and redevelopment in Do~~nto~~•n districts shall promote an economicall}~, enviroiunentally, and socially sustainable forni that is both aesthetically pleasing and consciously designed to promote the health. welfare, safety, and convenience of existingneighborhoods. Ord. 06-1807 LDCA 04-06 Page 2 of 6 C Procedure An application for the development or redevelopment of Dov~ntown property shall follow the procedure for a Site Development Plan, in addition to the following: 1) Upon completion of the pre-application meeting with staff, the applicant shall conduct a LAPP meeting with surrounding~roperty owners ~~~here applicable. At this time the applicant shall describe the concept and collect resident input to create a list of concerns and issues. 2) Following the CAPP meeting and subsequent proposal adaptations, the applicant shall meet with the City's Downtown Design Standards consultant. The City's consultant shall provide euidance and recommendations to the applicant's engineers and architects in the preparation of a design Guidebook. The design guidebook shall include an informal site plan. specific architectural features and elements. materials, textures. and other items necessary to accurately depict the details of the proposed development. The applicant shall be responsible for preparing any legal documents necessary to implement the design Guidebook. The City shall invoice the applicant at the City's contract rate for all consultation work in association «~ith the project. 3) Upon completion of the informal site flan and design Guidebook, a second CAPP meeting will be conducted when applicable to review the proposal and the list of concerns and issues with the applicant's solutions. 4) The informal site plan, Guidebook, and any necessary legal documents shall be reviewed by the City Commission. The City Commmission shall determine «-nether the proposed Guidebook and site plan are in accordance with the Ord. 06-1807 LDCA 04-06 Page 3 of 6 standards being developed for `'Lona«~ood Hamlet" mixed use projects. The City Cormnission may approve, deny, or require revisions to the request. Considerations for review shall reflect an equivalent quality of materials and design to thos~~resented in Section 3.2.E D `'Sample Design Guidelines". The Sam.~le Guidelines shall represent a project that is acceptable to proceed «~ith site plan submission.
