Resolution 07-1181RESOLUTION NO. 07-1181 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LONGWOOD, FLORIDA OPPOSING AN AMENDMENT TO THE FLORIDEI CONSTITUTION THAT WOULD FORCE VOTERS TO DECIDE ALL CHANGES TO A CITY OR COUNTY'S COMPREHENSIVE PLAN. WHEREAS, the State of Florida is experiencing steady growth; and WHEREAS, the challenges presented by growth require that local governments embrace intelligent and efficient growth policies aimed at protecting our State's quality of life; promoting greater economic stability, and equitably planning for the common good; and WHEREAS, efficient growth requires careful planning and direction combined with a clear and effective means of engaging the people's voice; and WHEREAS, the City Commission of the City of Longwood understands that the elected leaders must strive to empower citizens and embrace government's primary responsibility for creating sound public policy; and WHEREAS, the Florida Hometown Democracy initiative seeks to place a constitutional amendment before Florida's voters to amend Article II, Section 7, of the Florida Constitution, (Title: REFERENDA REQUIRED FOR ADOPTION OF LOCAL GOVERNMENTAL COMPREHENSIVE LAND USE PLANS); and WHEREAS, this amendment constitutes an errosion of government's responsibility to represent its citizens; and WHEREAS, this amendment has the potential to disenfranchise a portion of Florida's electorate, burden local governments and impede public services :including, crime prevention, transportation improvement and public education; NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LONGWOOD THAT: Section 1. The City Commission of the City of Longwood meeting in Longwood, Florida on October 1, 2007, having dedicated its own policies to advancing smarter growth recommends opposing the Florida Hometown Democracy initiative and the proposed amendment to the Florida Constitution. Section 2. The City Commission of the City of Longwood recommends that citizens vote "NO" on the proposed Florida Hometown Democracy amendment if it appears on the general election ballot.
