CALL hlEETING TO ORDER: Chair Bob Lolnax called the meeting to ordcr at 7:OOP.M. ROLL CALL. APPROVE MINUTES OF THE LAST MEETING. Laura Moelilenkamp made a motion to approve the minutes of the January 28, 2003 meeting. Andrew McGarry seconded the motion. The Board voted all in favor. REPORTS: None Chair Bob Lomas called the first case. PUBLIC HEARINGS: A. CEB 03-02-294 Carmen L. Bassallo 109 Hamlin Ct. So. Longwood, FL 32750 This case was presented by Inspector Cathy Price at 7:30 P.M., since Mrs. B?assallo was not present at thc time the meeting startcd. Property Owner was in violation of Florida Building Code, Sec. 104.1 .I. a wading pool/fish pond type structure constructed in the front yard without permit. This violation was originally cited on June 13,2002 when a Notice of Violation was issued. The property was inspected by the Building Official and property owners were advised to apply for a permit. He ,a was told it was possible that a variance would be required as it was built on a11 easement and also didn't meet front setback requirements. On August 9,2003 Inspector Price took pictures as property owner had done more work and was issued a Stop Work Order. A Notice of Non Compliance was then issued on August 13, 2002 to comply by August 14, 2002. On August 14,2002 Mrs. Bassallo and her husband came to the office and said her husband would take the structure down, but they would need at least two weekends to remove it. Extension was granted until September 2,2003. 011 August 30. Mrs. Bassallo came to the office. they had then decided to re-do the waterfall. By November 13, the pool had been shortened and filled with dirt still without a permit. They were served a Notice of Hearing on February 8.2003, to appear before the Code Enforcement Board on February 25. 2003. since they had never submitted changes to the original plan or been issued a permit. Mrs. Bassallo stated that this structure had been such a a problem since the beginning. and since her husband works out of town and is only home on weekends. He had no idea they needed permits. Luis Alvarado asked Mrs. Bassallo how long she anticipated before structure would be completely removed. She stated her husband had been in the hospital but that they would complete the removal by this weekend. Les Simmonds made a motion to close the public hearing. seconded by Andrew McGarry. The Board voted all in favor. Luis Alvarado made a motion to find the Respondent guilty, seconded by Les Simmonds since the -removal work had been started but not completed. He further moved to give the Respondent 30 days from receipt of final orders to comply or $15.00 a day for each and every day of non compliance, no administration fees. The Board voted all in favor. B. CEB 03-02-295 Carrazana-Evans Inv., Inc. & Jose Carrazana, Reg. Agent, Dir. & Pres. Sr Robert A. Evans, Dir. 525 S. Ronald Reagan Blvd, (fornierly S. CR. 427) Longwood, FL 32750 Inspector Price presented this case. case. A complaint was received about violations on this property. vehicles, trash, parking spaces, parlung area lighting not adequate. On January 18, 2003 a letter was sent to property oLvner, Carrazana-Evans Investment, Inc., advising them that even though some of the violations were addressed and corrected, the handicap parking spaces in front of the plaza must have signs on posts with the ordinance number and amount of fine, and also about the inadequate lighting in the parking lot. They were advised to contact the Planning Dept. to assure that what they installed meets requirements. On February 7,2003 a Notice of Hearing was sent via Certified mail and Return Receipt signed for February 10,2003. On the day of the meeting Inspector Price was advised by businesses that only one of the four lights on the overhead poles worked. The existing sign pole with lighting is not working. Two handicap spaces have been signed, due to the number of spaces existing (65) one more parking space needs to be striped and signed. Property owners are to contact Planning Dept. to determine whether lighting needs to meet the original approved site plan, or if additional lighting will be required to meet current codes. Mr. Carrazana nie~itionedth at due to the height of the poles, it was very expensive to replace bulbs. so he hired someone to put lower rC lights in. Mr. Taylor asked if a permit had been issued for the work.
