Ferrell, Don Schreiner, ~ Mayor Jaques, 5. Joseph Oavi s, Cf ty Attorney. The work session was called to order by Lhai rman E.E. Williamson. The purpose of the meeting was to discuss the dutf es of the Mayor, Li ty Lie rk, & police Chief. Mr. Ferrell asked if the Mayor had made a mnendation for Police Chief, if not then there was nothing to discuss on this subject. Mayor Jaques stated that he had pl annetl to re mend the appointment of Mr. Schild as police Chief, however, Mr. Schild called 8 stated that he would deci ine [he offer, 8 requested his application be wi thtlrawn, due to the poif ti<a7 situation in Longwood. Mayor Jaques stated that he would submit a name for co ncil to consider Janvary 21, 19]4. The Mayor stated that he would not he present when council reviewed the applicants, and would not poll council members. Mr. Schreiner asked the Attorney se eral questions regarding Police 8 Fire Depts. The Attorney read Section 9, of thevtf ty Charter. The word Marshal has not been re- pealed. Mr. Davis stated that he interpreted the word Marshal to be Po7 ice Chief. Section 13. The Council has the power by Ordinance to provf de for the organ iza tipn 8 maintenance of a police force and afire dept. Council has the power 8 responsibility t0 have both agencies. Mayor Jaques stated that he was fol lowi n9 a procedure set down in previous years. Section 58. The Attorney stated that the Marshal is tied in with the Charter, locked and you cannot conflict with that provision. ~~ Mr. Davis stated that the Council does ultimately apPPint a Police Chief, the Mayor makes the re mendati on. Mr. Davis suggested that the Attorney General be contacted for an opinion on apppi nt ing a Police thief. The Town Council shall have the power to create such offices 8 provide by Ordinance or Res of uti on far the election of, or, the appointment of such offf cers or employees a may in their judgement be ne sary for the goad government of the Town, not in conflict with the duties of the officers provf tled for in this act, whose compensation 8 duties shall be ff xed before the election or appointment. Mr. Schreiner stated that the co cil as a body should review the aDPl i cat ions 8 apPli cants & appof nt a police force. City Clerk- The Charter does not specifically spell out the duties of the Li ty Clerk. The Clerk has certain responsibilities with the elections. Resposi bil ities in keept nq city records, Ordinances, m notes. Maps etc. Mr. Davis stated that the Clerk's duties could be spelled out by Resolution or Ordinance. Mr. Ferrell r amended that a feasibility study shoo ltl be made to determine what is needed. Job classifications etc. Mayor Jaques stated that the ]O1 Grant will be discussed at the council meeting, January 21, 1914. Mr. Davis stated that co cil should request a clarification of the Clerk's duties above 8 beyond those setuforth in the Charter. Mr. Schreiner an need that a tentative meeting had been set with county co on~- rs January 28, atu10:00 A. M. to discuss the Medical B1 dg.
