In attendance were myself, Fire Marshal Carbonell, Building DRaal Culbertson, Building Inspector Hostetter, Mr. Eli Malamed of E.R.M. Development and Mr. Marcus Wafters of Calton Homes. My observations of the construction site are listed below: The straight portion of [he wall along Rangeline Aoad requires a total of 84 supporting pilasters be constructed FOOTERB (B6% COMPLETED) • 83 foters have been dug. She last 6oter (on the North end) ie awaiting the Iodation of utility lines before the digging. ]2 of the footers have been poured and wmpleted I1 footers are scheduled for pouring today. BOLTS (to secure the pilasters to the wall) (]5 o COMPLETED) 63 of the pilaster locatiorvs have the bolts epoxied into the existing wall and have been inspected. PILASTERS (0%COMPLETED.36°o BRICKED) • 30 ofthe pilasters have been bricked leaving 54m be <onst~uned. Ofthe wmpleted nes 20 (all5outh ofihe entrance) have been approved far pouring and should be ~omplaed by 6/2]/9]. There are two curved sections ofthe wall that wrmect the portions Parallel to Bengaline Road to the porcions varallel to the entrance to Longwood Club. These carved sections are scheduled to have one pilaster each wnsWCted in the center of the curve. The f ter area has been dug but no other work has taken platy. Acwrding to the City's Inspwtors the straight walls that parallel the evtmnceway avd the supPOrting 3' X 3' wlumns are not wnshucted to wde and will require engineering and consWCtion work. To date w work has been dux in this area. During the meeting Mr. Wafters stated that Calton Homes would be providing a ten to twelve pars r the upwming weekend to complete the majority of the pilasters along Range) nre Road. He further stated that he expected the work in that area should be wmpleted by ]/4/9]. 1 heard no estimate of the wmpletion ofall the wall. I also, as you insW cted, made wntacl with City Attorney ItichaN Taylor and asked his advice on options for the City to pursue. These are listed below: 1. Extend the time allowed ftr the wmpletion of the wall. 2. Begin wndemnetion proceeding as per City Code. 3. Demolish the wall as a public nuisance. The potential for injury to the citizens of Longwood due to the wall's current and ongoing substandard condition is high. Thus the City of Loogweod E forced to lake Ne following measures to wmpet compliance with Id demands for a satisfactory solution to this problem. Effective immediately no permits of any type will be issued by [he City of Longwood Building Department Eor work within the Longwood Club subdivision. For permits already issued, the city will continue to provide compliance irupec[loms but wilt no[ issue any Certifirstes of Occupancy at the completion of any of the curtendy permitted jobs. This u a mandate from the City Commiesion end will remain in effect un l the wall has been completeAy repaired and approved by the Building and Plarming Departments. The City has worked diligently toward a resolution to this problem after the death of a worker at the site. However, the obvious lack of commiMent on the part of ERM Development leaves the City Frew optioru at this point.
