PR06-03-03PARKS AND RECREATION ADVISORY BOARD COMMISSION CHAMBERS 175 WEST WARREN AVENUE LONGWOOD. FLORIDA MINUTES JUNE 3, 2003 PRESENT: Mike Hoit, Chair Chuck Gilmore, Vice Chair Tetl Daugherty, Member Kim PFlUg, Member JoAnne Rebello, Member Leslie Walsh, Recreation Program Coordinator Lorraine Forzest, Recording Secretary ABSENT: Rez Anderson, Member (unezcused) i. CALL TO ORDER. Mr. Holt called the meeting to ortler at 7:00 p.m. 2. PUBLIC PARTICIPATION. There was no public participation. 3. OLD BUSINESS. Mr. Holt asked Ms. Walsh if she had a report regarding the two things the Boartl wantetl her to get information about from the last meeting. Ms. Walsh passed out a tentative list of what it would cost for card tables, gam s, playing cards, paper, pens, timer, clock, plus the cost of one staff person per hour, three hours a day, three days a week. The total came to approzimately $900.00. Mr. Holt inquired about the tables the Community Builtling alreatly has but as told by Ms. Walsh they would be too wide for people [o reach across when playing cards or games. Mr. Holt asked if Ms. Walsh could take these ideas to the City Administrator for approval, or if i[ woultl have to be presentetl to the City Commission. Parks & Recreation Minutes June 3, 21103 Page 2 Ms. Walsh said she had some money in her budget for the games and scellaneous items, but someone to staff the program would have to b¢ hired by the city. She hoped she could fintl someone [o volunteer their time. Mr. Gilmore said Commissioner Bundy said atone of the Board meetings he attended, the Board shoultl put together a couple of items they wanted to see implemented antl present them to the Commission at a Commission meeting. Ms. Walsh said sh¢ could get it put on the Commission's Agenda so it could be addressed. Mr. Holt asked if the teen dance even[ that was proposetl was presented to Public Safety Director Baker to be tdetl out in Cantlyland Park. Ms. Walsh saitl both she antl Mr. Baker could not gnd any way that it could be handled because of th¢ nois¢ hom the music, as [here ate homes and the park. There would be lack of control in the park, because you really can't force the teens to stay inside the courts as it's a public park. The concern is if they were dropped off, how much staff woultl be needed, how many officer's would have to be on tluty to help control the siW anon, and what to do with the teens if the parents do no[ return to pick them up after the dance. it's a great idea but it really ne¢ds to be someplace insitle where they could be supervised. Since these are concerns the Commission will be asking, the Boartl would have to find some answers before presenting it to the Commission. Mr. Gilmore asketl if it could be held at the Community Building. Ms. Walsh thought not, as the building is booked every Friday, Saturday, and sunaay unto zooa. Mr. Gilmore thought maybe every other Thursday night during fhe summer to try it out. Ms. Rebelio thought it was not a good idea since th¢re are too many things that could be destroyed. She thought of having it outsitle, calling it something else, and inclutling families as well as teens. Parks & Recreation Minutes June 3, 2003 Page 3 Ms. Walsh said no because there woultl still be noise from the music and parents would expect something other than just music. Ms. Pflug said it was going to be between 7:00 p.m. and 10:00 p.m., the me time as National Night Ou[, which was also going to have music, so what is [he difference about the noise, since i[ will be over at the same time. Ms. Walsh said the music is different forthe teens than it is when families re there. Also, it is pertormetl in a different spot. If it is advertised as a family event, people woultl be expecting more to tlo than just music for [he teens. Ms. Rebello said if Ms. Walsh got these proposals on the Commission Agentla on June 16, 2003 it would probably have to be after July 4~" and just before school starts in August. More [aik followed about the concession being opened, and Ms, Walsh said it would be. All liked the event being called "Rock The Park." Mr. Holt thought a disc Jockey could probably be found to volunteer [heir time. Mr. Holt than asked about National Night Out. Ms. Walsh said Herb Slewartson is taking over for Clint Gioieili, she met with him, and they split up the list of all the people they had to contact in regards to donations from last year. She proceedetl to list ail [he donators antl other organizations such as Sate House, Kids House, Missing Children, Beat the Keat, State Farm, etc. They are trying to get more booths, instead of just having the Fnger printing antl balloon booths, because this is a night out against crime. Also they are seeking donations forfootl, gootly bags antl prizes. Ms. Walsh said they are looking to purchase fingerprinting kits that cost ne dollar (51.00) to show the parents how to use them and to keep the lines moving taster. She will look into borrowing extra finger pdnting boards from the Sheriffs Oepartmen[. Ms. Rebello asked If we were going to have the helicopter Parks & Recreation Minutes June 3, 2003 Page 4 Ms. Walsh said we have the humvie, the tank, and we are going to try to get the helicopter, plus all the police and fire will be there for display. Babe Ruth will be doing registration. There will also be tattoos antl face painting. Tickets for food antl prizes will be available. Ms. Pflug inquired about the P. A. System being used because they had a problem at the Easter Event with the system they used. More talk followed about the system and what could be done, if anything. Mr. Nolt wanted signs put up showing where to get the tckets so no one says they didn't know. Last year people said they did not get tickets for the food or the prizes. Also, get more water insteatl of sodas, and set up Gatorade coolers in different areas. Starting time will be 6:00 p.m. until 9:00 p.m. Since National Nigh[ Out is on August 5, 2003 the Parks 6 Recreation meelin9 will have to be changed to the following night, August 6, 2003. Ms. Rebello asked if Ms. Walsh entered the contest contluctetl every year for National Night Out. Ms Walsh saitl she had. Mr. Holl asked for a motion to accept the minutes for May 6, 2003. MSC (Gilmore!Daugherty) to approve the minutes of May 6, 2003 meeting. The motion passed 5A~1 with member Anderson absent. 4. NEW BUSINESS. Mr. Nolt asketl if anyone had any new business. Ms. Rebello addressetl Ms. Walsh with the idea that even though it may m a little early for Light Up The Noliday Season, she should lry to schedule the high schools, dance schools, and a choral group to make sure we don't miss out like we tlid lazt year. Ms. Pgug said she would like to make a motion that the new community builtling being built on Wayman would have a kitchen. A picnic in the park. d. Some kind of tlog show. 5.A10 Kbike dde. Mr. Holt said he just though[ she might think about these ideas. Ms. Walsh saitl she woultl think about them, but [here woultl be a cost to tun them. More talk followed about all members thinking of things to accomplish in the future for [he good of the community. 5. ADJOURNMENT.
