1 CALL TO ORDER
Mr. Wons called the meeting to order at 7:15 p.m.
2 PUBLIC PARTICIPATIOI`l.
There was not any public participation
3. DIRECTORS REPORT.
Ms. Lomax discussed the Holiday Tree Lighting Ceremony. She said Vanessa from
the Girl Scouts will be there.
Mr. Wons wanted to make sure that the area around the Ceremony was properly
sprayed for mosquito's before the Ceremony. In addition, he said he will work on
having the streets blocked off. The board asked if the Recording secretary could
do a letter to Public Works concerning this. The streets are to be blocked off the
same as last year with the exception. of the barrier near 434 on W. Warren. It was
suggested that the barrier be moved up to the Water Department to allow people
to turn around that need to.
Ms. Lomax already sent in a request to have the event announced on the water bill.
She also said that Public Works Department will be having the rummage sale again
this year. She will also inform the newspaper about the event.
Ms. Lomax would like to have Santa Clause on the front steps of City rialt. Ms.
Sargent said that she could contact White Rose and see if they could donate some
white chain to help with crowd control. Ms. Lomax discussed the tree outside City
Hall. Mr. Wons wanted to know if the living tree located outside City Hall is mature
enough to be decorated this year. In addition, Mr. Wons wants to know why we
don't have a P.A. system if it was approved in the budget. Ms. Lomax said she
already has candy canes.
The Parks Department will be decorating City riall. Mr Wons wanted to know if the
decoration of City Hall is the sole responsibility of the Parks Department. Ms.
Lomax explained that they are equipped to do it.
Ms. Huttner speaking on behalf of Vanessa spoke about what the girl scouts are
going to do this year. The board agreed that all ornaments should be kept non-
religious.
4. OLD BUSII`IESS
APPROVE THE MIl`ILTI'ES OF THE SEPT. 10 MEETII`ICi
The motion was made by Ms. Huttner and seconded by Ms. Sargent to
approve the September 10, 1996 minutes as submitted. The motion
carried by an unanimous voice vote.
5 1`IEW BUSII`IESS
Mr. Wons would like to say that any intent that any overture backing one religion
over the other during this event or season is not the intent of the board and that
the ornaments be non religion endorsement. However, there is a candle that will
be placed in the front of City Hall. It was said that it has no religious symbols on
it.
The motion was made by Ms. Huttner that the intent of the board is not to
endorse one religion over another. The motion was seconded by Ms.
Sargent.
Ms. Huttner wants to address the board concerning Mr. Smock's absences
and would like to make a motion that Mr. Smock be removed from the
board for this reason. A letter is to follow to advise the commission of the
boards decision. The motion was seconded by Ms. Sargent and was carried
by an unanimous voice vote.
Ms. Shemoski wanted to say that she has also been absent due to work and
apologized for these absences.
Mr. Wons commented that this is the most active board and that therefore
attendance is of the utmost importance.
A motion by Ms. Huttner was made that the City Commission be advised
immediately of the two openings on the board and make the new
appointments immediately. The motion was seconded by Ms. Sargent and
passed by unanimous voice vote.
The board asked to be advised of the process the commission goes through in
order to make an appointment and to then advise the board of this process.
Ms. riuttner made a motion to ask Ms. Kane if she could please get a tree
donated. Ms. Sargent seconded the motion. The motion passed with a
unanimous voice vote.
Ms. riuttner made a motion for letters to be drafted to public works for
barriers, volunteers, and mosquito control, to the police dept for permission
to block streets, and to the Fire Department to haul Santa around and for
crowd control. The motion was seconded by Ms. Sargent and passed by a
unanimous voice vote.
riOLIDAY TREE LICiriTII`ICt CEREMOI`IY
The board took a short recess to go outside and look at the living Christmas tree.
After returning Ms. Shemoski made a motion to put Santa on the grass in
front of City riall and not on the porch.
Mr. Wons is resigning as chairman but not from the board. The board needs to
vote on a new chairman at the next meeting.
6 ADJOURIYMEI`IT
Ms. Sargent•made the motion to adjourn the meeting. The motion to adjourn
was seconded by Ms. riuttner. The motion carried by an unanimous voice
vote.
