1. Due to lack of a quorum an official meeting was not called to
order. Members present decided to have a Work Session.
2. Mr. Goebel and Board members had a general discussion of
purchasing the Island Lalce property for future park land.
3. Mr. Goebel introduced Ms. Kay Gamble to the Board members.
Ms. Gamble is the instructor for the dance classes that are
held in the community building under the direction of Mr.
Goebel. Mr. Goebel requested that Ms. Gamble address the
Board concerning the dance program and its future expansion.
Ms. Gamble explained the children's dance classes and that she
has recently expanded to adult classes in tap and social
dancing (ballroom dancing). Ms. Gamble explained to the Board
that the fees charged for the classes are about one half the
cost of a private studio and special shoes and leotards are
not mandatory in her classes, which are usually required in
dance classes.
The program was organized by Ms. Gamble three years ago and
has consistently grown. Mr. Goebel received $2,800.00 in
dance fees this week. The program does furnish an income to
the City in addition to a service for the citizens.
Ms. Neisler commented that the Clerk's Office is not always
aware of changes or additions to the program and requested
that Ms. Gamble please update the staff when necessary. Mr.
Goebel felt that there was concern about increasing the time
that Ms. Gamble occupied the building, his feelings are that
we are providing a service and should not hold the building
in anticipation that it could be rented. Ms. Gamble thanked
the Board members and passed out Dance Revue tickets for May
19, 1991. Mr. Goebel also accepted tickets for the Mayor and
Commissioners from Ms. Gamble.
4. Ms. Krist asked Mr. Goebel if the draft for the park brochure

was completed. Mr. Goebel had not had a chance to work on a
draft and inquired if Ms. Krist was still available to help.
Ms. Krist replied that she was availble, and Mr. Goebel
requested she call to set an appointment to meet and work on
the brochure.
5. Ms. Volkening inquired if any Board members had called about
not being able to make the meeting. Ms. Neisler replied that
Mr. Feyerherm was the only member that had contacted her about
missing the meeting. Ms. Volkening expressed concern that
with planning the July 4th activities, members needed to make
a special attempt to make each meeting. Ms. Volkening
requested that Ms. Neisler contact Commissioner Anderson
concerning his appointment since two meetings missed by a
member constituted automatic withdrawal of the Board
appointment.
6. Mr. Goebel updated the Board with the current activities of
his department:
r1r. Goebel is currently planning the Summer Playground
Program. The brochures will be distributed May 1, 1991 and
registration for City residents will be from May 15th through
May 31st. Open registration for outside the City will begin
June 1st. Mr. Goebel explained the program and field trips
that are planned for this summer. Mr. Goebel also spoke of
the changes that would occur in the program when year-round
school was fully implemented, which should be within the next
five years .
Mr. Goebel has decided to move the hedges in Highland Hills
park to the fence line. The plants are all mature and he is
not sure if any or all will survive the move.
Candyland Park now has a cellular phone available to the
staff. The public phone will be installed after the City runs
the lines for hookup. The irrigation system should be
complete by Friday, and the landscaping will done the
following week. The north parking lot will be shellrocked and
also a four foot fence will be erected around the parking
area. The south side of the north parking lot will also have
a rollgate installed.
Mr. Goebel requested that Ms. Krist report on the Easter Egg
Hunt that took place at Reiter Park on March 30th. Ms. Krist
said that the turn out was really good for such a rainy day
and of course the showers really took off the moment the
children started, although it didn't damper their good time.
Ms. Krist took photographs and will bring them to the next

meeting. Ms. Krist had several compliments from parents that
our egg hunt was the best one they had attended.
5. Members agreed to have an another meeting for planning the
July 4th activities on Tuesday, April 9th at 7:00 P.M. Mr.
Goebel informed the Board that he would be unable to attend
because of prior commitment.
