AT LARGE APPOINTMENT
1. Ms. Volkening called the meeting to order at 7:00 P.Ni.
2. Motion by Ms. Krist/Seconded by Ms. Capponi tv approve the
November 12, 1991 minutes as submitted.

4. The board was infiormed of Mr. Lancaster's recent death and
the resignation of i'Is. Harris. Ms. Heisler suggested an election
of a co-chairman be held to replace Ms. Harris. Ms. Capponi
nominated i'fs. Gvhlke as cv-chairman, ser_onded by Ms. i=:rist, i~1s.
uohlke accepted the position.
5, Director's Report
Mr. Palumbo announced his first participant in the adopt-a-
park program, Brownie Troop #282 has adopted Reiter Park. Ms.
Renfro, an employee of the Parks Department instructed the
children in the care and proper method of planting flower beds.
Mr, Palumbo is continuing to recruit for this program.
Mr. Palumbo is currently reviewing the possibility of a
tennis program. A recreational league will hopefully be
available in the near future fior youth and evening doubles.
ls. Cathy Bell will be the youih dance instructor for tap
ai-:d ,~a.:~z classes. The program is tentatively set for January.
Mr. Palumbo has been gathering information on programs that
are offered in other area cities. Mr. Palumbo briefly read
sections of a brochure from Apopka showing what fiacilities their
city offers. He brought to the attention of the board that
Apopka i-ras less facilities which are run by a staff of twelve
4incLuding administrativrz) in comparison tv Longwood which has
five full time employees. Ms, Krist had submitted a draft of an
informational flyer of our parks to i°1r. Palumbo, Mr. Palumbo
r eturned the draft tr f-1s. i~.rist with his notations, he also
suggested that we expand the flyer to a fi-ant and back copy. Ne
supplied Ms, Krist with the copy of Apopka's brochure which he
tt-iaught may be helpful.

Mr. Palumbo is currently soliciting donations for
landscaping for the 427 Beautification Project. He also will be
seeking volunteers to help with this project. Mr. Palumbo
e:~plained to the board that this particular project has consumed
much of his time lately.
Board members were supplied a cagy of letter that will be
mailed to Rosie G'Grady Highlanders, the bagpipe group that meets
in the Community Building on Monday evenings. The letter
addressed the rental charges far the building, which should be
X10.00 hourly for private organizations. Board members agreed
that this organization falls under that category and the letter
should be mailed.
Baseball and softball leagues have ended their season.
Wiginton Fire Sprinkler, Inc. has scheduled a private tournament
at Candy!.and on December 12, 1491.
Babe Ruth Baseball had contacted Mr. Palumbo about having a
contract drawn for guaranteed use of the ball fields. Mr.
Palumbo feels that this is unnecessary because as Long as the
organization continues to be desirable, there would be no reason
to deny them use of the fields. Currently the fields are
reserved for their use. A non-resident fee will be implemented
for any Babe Ruth participants that are not city residents. The
board agreed that this was a good idea and fair to the taxpayers.
Ms. Valkening questioned the use of the fields by others that are
riot in an organized sport. Mr. Palumbo responded that a Seminole
Pony League team currently uses a field for practice and feels
that the facilities should be accessible for everyone.
I'ir. Palu;rEbo will be presenting the revised Conti-act bettaeen
Babe Ruth and the City at the December 1b, 1991 Commission
meeting. The contract is for the use of the concession stands
that are currently run by the league,
Mr. Palumbo updated the board as to the use of community
service workers. The department has already logged over 300
hours on this program and has been granted 300 additional hours.
The participants work under the Parks Department's direction
during a regularly sr_heduied work week. He personally does not
wish to use community service workers that are commonly called
"weekend warriors" because the wee4<ends are the busiest time and
many young children are involved with activities during this
time.
Mr. Palumbo is attending a presentation by a company that
offers park equipment, such as park benches, garbage receptar_les,
etc. made from recycled material. They have a marketing program
that is designed for the equipment to be bought by private
parties and donated to the City. Signs are furnished and affixed

to the merchandise showing the donators. He will furnish more
details at the neat meeting,
The board began a general discussion on different projects
that could help enhance the parks by using volunteers and
donations. i`15. Capponi suggested contacting the Longwood
Historical Society far a possible joint venture with the City.
Ms, gist suggested that the board discuss goals for the
next year at the January meeting. f1s. Volkening requested that
board members come to the meeting prepared to discuss their
suggestions, pet projects and park: uses at the next meeting.
Mr. Palumbo has requested signs be erected at Candyland
shovaing emergency access into the park. He has also -Furnished
the sire Department a plat map showing the emergency entrance.
