The meeting wa4~ cal3.ed to order by Mr. Segrest at 7;23 P.f~l. 2. f'Ir. Segrest called for the approval of the December 5, 1989, January 9, 1494 and the special meeting with Mr. Abell dated January 2S, 199]. i1r. Gamble tci approval all three minutes as read. 3. PEJBLTC PARTICIPATION None 4. DIRECTOR'S REPORT A, ilr. Goebel advised the board members of the progress of Candylar,d Park. Little League =_>ttated playing on the little league field Saturday, February 10, 1990. Night softball should start about mid April. ilr. Goebel stated that he felt the planned grand opening on .July 4th should wor!c out fine. Playground equipment that was ordered has arrived, however Mr. Goebel stated that E-re was reluctant to put the equipment up, due to children jumping trze fence to get into the park. He explained that the=y will lay the equipment in the park and cover it up until a later date. its. Vo~kening questioned if this was the same piece of equipment that the board choose. ilr. Goebel assured her that it was ~tlic- same piece, E-iowever there has been orte change, the therapeutic:. ramp has been eliminated. ill. Volkerzing questioned if tf-zere was a way for the handicapped children to get up on the equiprrzent. Mr. Goebel explained that Seminole County is putting a ~3C~,OUO.UO piece of equipment with therapeutic ramps in a county park just north of Longwood. t`'arkslRecreation Advisory Board Page Tao H. Ms. Vo~.kening asked about volunteers putting up the equipment. rlr. Goebel stated that .,;sing t/oluriteers the equipment will have to be put in during a weal<end. Furthermore, putting in equipment whist-F children will be playing on must be put in correctly. C. t"t:-, Goebel advised the board that he has received a telephone call from Hetty MacDowell, Sandalwood Homeo4~ner-s Association President . Ms . !°lacDowe l i a l so wrote a letter to Mr. Abell, requesting a basketball court or half court be put in Sandalwood park. t"1r. Goebel stated that he advised her that the board members had decided Sandalwood needed a picnic pavilion, picnic tables, Bar-B-Qua grills and one piece of equipment. Mr. Goebel further stated that he told her that he would inform the board members of her request and if the board should vats to replace the picnic pavilion with a half basketball court, he would then take it before the commission. He advised the board that the cost is basically the same. He further stated that he received this sarc~e type of call -From the Shadow Hi_I Horeowners Assoc=ation. D. A general discussion began regarding Candyland tieing used before the park is completely finished. There was the concee-n that people will be complaining due to the incomplete facilities. Mr. Goebel explained that when Babe Ruth started playing in Reiter Park that the facilities were no better than they are now at Candyland Park. Mr. Goebel further express his feelings that the city has gone to great time and expense to set this park up properly. Ms. Gamble suggested putting up a sign that will advise the public that the park is running behind schedule due to the freeze. Mr. Goebel explained that he is not going to feel pressured by Hobe Ruth Baseball League. He stated that he has done all he can do to get the park ready. He also stated that he did not see any baseball league members lending a Helping hand to get the part< ready. E. Ms. Volkening questioned it the city rer_eives any of the information from i:.he Census being taken. F=ar are example, Sandalwood and Shadow Hills bates want basketball courts. With the information from the Census we could determine the ages of the children in the different residential parks and make decision regarding what items are need in each park due to the involved age groups. The people living in t!~ese subdivision know what their- needs are more thar~ we the board members, 5. F. I`1r. Goebel -~.dvised the board that !'1r. Abell wants to work on a new -Fee structure for the use of the Corrmurrity Building. f'~Ir. Abell feels that we are allowing "free" usage of the Community Building must to often. Flow that there has been worl~: done on improving the building, we would like to see it remain in presentable condition. In charging for the use of the building (or increased charging) then any damage done can be repaired. OLD BiJS I [NESS A. 1'~r. Segrest asked if anything else had been done regarding the request for a light in Shadow F-1i11s. Mr. Goebel stated that he has heard nothing more about the light. Mr. Segrest stated that he thought that the board had ~JOted on the placement of a Light in the ShadocN Hills Park. fair. Goebel stated that he would research it and get back with the board members. b . ~~BE4J BUS I LESS A. Ms. Volkening brought it to the members attention that at the Commission Fleeting the night before it was discussed about the possibly of getting X5000.04 for a neighbor block park. It would be located where tl-re water tower use to be, corner of Bay A~.~enue and GR 427. B. Mr. Goebel advised the board members of a piece of property that is for sale on 9~orth CR 427, just nor-th of the Storage f~!arehouse on the left hand side. -fhe property looks to be about 1 1!2 or 1 3!4 (maybe 23 acres. Mr . Abell asked h1r . Gnebel ;:,o a.sk the board members to please go out and look at this property. There is also another piece of property that f"Er. Goebel had taken note of himself that he wanted to bring to the attention of the board members. The baseball league got permission for the hospital to use the property adjacent to F.eiter Park (across from the hospitall. Nir. Goebel discussed starting to pursue the hospital regarding the sale of that piece of property. Also inquire abaut the sale of the house where Jimmy Reiter use to live, which is adjacent to that property. This would expand Reiter Park to almost twice the sire that Reiter is nnw. f`~r. Gnebel stated that the house could be remodeled to create a new Community Huiiding. 1"ir. Goebel stated that f~lr. Abell wanted to know if the Parks/Recreation Advisory Board Page dour board members felt that the CR 42'7 property would be a good area for a park. The motion was past with an unanimous vote. D. Nls. Gamble °shawed the members the T-Skirts that one of the mothers made for the children in her dance classes. She also advised the members of a garbage sale the mothers are having to help put mirrors and ballet bars irr the community building. 7.
