1. The meeting was called to order by Mr. Segrest at 7:04 P.hl.
2. I`1r. Segrest asked if there were any questions regarding the
minutes from the last meeting. Copies were made for the two
guest, howe~ser nothing more was ever discussed about the
previous minutes. Consequently the December minutes were
no~i~ approved.
3. PUBLIC PARTICIPATION
A. Due to othea- obligations Mr. Abell was unable to attend
the meeting . i~1r . Segrest suggested resc!-~edu 1 i ng ~~1r .
Abell for the next meeting. I"lr. Owens wanted it noted
that he and Mr. Jahr-~son attended the meeting solely to
talk with Mr. Abell. Mr. Covens and Mr-. Johnson excused
themselves from the meeting.

A. Mr. Goebel advised t!-~e board that the equipment for
Reiter Pa;-k was ordered. However the board neglec~'ted
to chose the colors. The board selected the -Four up
rights to be green and the platform brown.
H. Mr°. Goebel advised the board of the progress at
Candyland Park. The slab ~"or the bleaches, benches,
concession stand, etc. have been completed. Fencing
will be done on i;he east side and should be completed
by the end of January. Due to the cold weather, two
back flow preventei-s broke. Sprigs were scheduled to
be planted by the first of December, but were delayed.
Since the Christmas freeze there are no sprigs to be
found. Sodding is the only option if the fields are to
be ready in time. f`?r. Pa.rker questioned the difference
in money for sodding in the place- of sprigging.

Volkening wondered when the multi-purpose field would
be able to be t_zsed. She wanted to know 3.f it could be
used on the 4th of July. I`1r. Goebel advised that the

field will definitely be finished b~. then. To continue
Mr. Goebel's report of Candylar~d's progress, he
explained that the landscaping will be an on-going
thing. There are now twenty trees. Fortunately na ne
were lost to the freeze, The city has received one
quote on the construction of two new tennis courts,
These courts will be lighted, as will the basketball
and volleyball courts. Mr. Goebel stressed that the
r?al. problem is the sodding instead of the sprigging.
C. Ms. Volkening questianed what if anything is planned
for Arbor Park. Mr. ~;oebel commented on the problems
of carvings in the picnic tables and that there are
plans to cover the tables to prevent further carving.
P~.:blic darks has been collecting Christmas trees. Dnce
the trees are made into mulch, all the paths in Arbor
Park will be mulched. Telephone poles will be used as
a railing to help keep vehicles nut of the park.
D. Ms. Hockenberry asked if it would be possible to get a
Financial Report on the Candyland Park Project. She
also questioned the length of time for Phase I on this
project. i1r. Goebel stated that he would give the
board members a copy of the Financial Report ors
Candyland. He further stated that the grant completion
date is January, 1991.

A. f'Ir, Segrest requested a copy of any scaled drawings of
tf~e parks.
B. The need of a light in Shadow Hills Park was a concern
of Ms. Hockenberry.
C. Ms. Volkening e>:plair,ed her interest in July 4th. She
has discussed with several people about having a "4th
of July Family Day Picr~i.c" at Candyland Park. She also
spoke with Nir. Abell. Mr. Goebel advised that the park
will be ready and he felt it was a nice idea.
D. Due to other obligations, Mr. Goebel excused himself
from the meeting at 7:55 P.{`1.
E. Back to the 4th of July Family Day, Ms. Volkening
commented on getting clubs and/or organization to help
with this project. Ms. Hockenberry stated she did not
Have a problem with the Family Bay picnic but she felt
that the "Community Project" for Reiter Park needecl to
be finalized and acted on before another project starts

underway. Mr-. Parker agreed with Ms. Hockenberry. l~lr.
Segrest stated that E-re thought tl-re reason for
scheduling Mr. Abell to attend this meeting was to
discuss the Communit+,~ Project. I`1s. Gamble questioned
if there would be amble parking. Reiter Park has the
hospital parkis7g area, but Candyland will only have
it's own parking lot. Ms. Volkening explaired she was
trying to think of something special to do in each
park. Something to generate an interest Pram the
Longwood residents and introduce the residents to the
different parks. Mr. Segrest stated that he felt the
board should not have to be responsible for organizing
these activities. At this point Ms. Volkening reminded
the bnard of clubs and/or organizations getting
involved. Mr. Segrest suggested forming a committee to
plan organized activities. Motion made by Ms.
Volkening>Seconded by Ms. Gamble to start forming a
committee to meet at the next Parks/Recreation Advisory
Board meeting for the purposes of organizing activities
within the city parks. The vote consisted of ayes by
all except Mr. Parker, who voted abstention.
1=. Ms. HocF;enberry asked if there was any way that Reiter
Park could be rearranged, especially the ball field.
She advised the board that a firefighter was hit in tl~e
head recently. Not to mention the children running
across the street chasing balls. I~Ir. Par4c.er explained
that an e;~:tended overhang would be added to the
fencing. Mr. Segrest agreed that Reiter Park is not a
safe park. Ms. Volkening suggested getting with Mr.
Goebel to see what, if anything can be done. Mr.
Segrest suggested discussing this with Mr. Abell during
next month's meeting.
~. OLD BLSINESS
A. Ms. Hackenberry continued her quest to determine what
is tl~is board's purpose. Ms. Volkening suggested
contacting Mr. Abell to put the board on the agenda for
the next commission meeting. The members continued to
discuss areas of dismay. Mr. Parker stated he has a
problem with a paying league virus a league that pays
nothing. General discussion continued regarding
changes that were made without the board being advised
or considered. Mr. Segrest asked the board if they
would like to call a special meeting with Mr. Abell or
wait until the next scheduled Parks/Recreation Advisory
Board meeting. Ms. Volkening proposed that Ms. Jackson
get with Mr. Abell' secretary, Mr. Taylor to see when
he has some free time to meet with the board.
A small agenda was prepared.
