PR 03-13-89 Min73 LONGWOOD CITY COMMISSION LONGWOOD, FLORIDA MARCH 13, 1989 WORK SESSION Present: Mayor Hardy Commissioner Bullington Commissioner Poelking Bret Segrest, Parks & Rec. Advisory Board Kay Gamble, Parks & Rec. Advisory Board Pat Hockenberry, Parks & Rec. Advisory Board Mary Volkening, Parks & Rec. Advisory Board Bill Goebel, Director, Parks & Recreation Donald L, Terry, Acting City Administrator Geri Zambri, Deputy City Clerk Richard S. Taylor, Jr., City Attorney Absent: Deputy Mayor Farach 1. Mayor Hardy called a joint work session of the City Commission and the Parks and Recreation Advisory Board to order at 7:30 P.M. 2. Mayor Hardy introduced Kay Gamble, newly appointed member of the Advisory Board. The Board members discussed their reasons for the requested change of hours for parks and the need for clarification of permission being granted for change of hours for special events. Mayor Hardy stated he believed the ordinance as now written clearly outlined how permission was granted for time changes for special events and explained that when Candyland was in operation, park hours would then have to be addressed as Candyland would be a fully lighted park. The Commission agreed with Mayor Hardy. Mr. Goebel explained that the original survey had been recertified and the wooded area to the north had been included in the new survey. Mr. Goebel stated the survey reconfirmed that the area omitted on the Glatting Lopez plan was part of the Park property. There was discussion regarding whether the area omitted on the Glatting Plan should be included or reserved, at this time, and possibly be considered for use as a Cemetery if the need arose. The Commission agreed not to include this portion of land in the park at this time, but to reserve for future decision as to whether it should be used for park or platted for use as a Cemetery. Mr. Goebel presented some alternatives to the present plan regarding positions of the fields, parking, concession stand and entrances to park. The Commission and Advisory Board agreed to the revisions as presented. Mr. Goebel said he would have the plan revised. The Commission requested a cost estimate of all the improvements shown on the plan. A Joint Work Session of the City Commission and Parks and Recreation Advisory Board was scheduled for 5:30 P.M. on April 3, 1989. Mr. Goebel said he would have the cost estimate for the meeting. 74 Mrs. Hockenberry informed Mr. Goebel that children playing in the leagues on the Reiter Park field are running into the street after the balls and creating a dangerous situation. Mr. Goebel stated he would advise the President of the League to have the problem corrected. Mrs. Volkening stated the shrubbery around City Hall has fungus. Commissioner Bullington advised Mrs. Volkening to contact Mr. Terry, in the future, with problems and suggestions. Mrs. Volkening asked if there was a problem with a person donating time to the parks and stated she would consider donating some of her free time to working in the parks. Mr. Taylor suggested checking the City's insurance coverage. Mr. Terry said he would check on it. Mrs. Volkening handed out brochures showing Christmas ornaments for decorating street lighting poles. The Commission was receptive to the idea and agreed the program could be implemented on a small scale and increased each year. Mr. Goebel stated the Shriners had contacted him regarding participation in the next Christmas Parade provided there was no conflict with the date and their schedule. Mr. Goebel said he would have them coordinate with Mrs. Volkening regarding the date. Mayor Hardy stated the month of April is Arbor Month and a Proclamation would be read at the first meeting in April. He stated the City would apply for the designation of Tree City USA, citing one of the requirments to be designated Tree City USA was to designate a park area. Mayor Hardy suggested that the wooded area north of Candyland be designated Arbor Park. Mayor Hardy suggested the area be spruced up by mulching a parking area, putting in some picnic tables and grills and having a sign put at the entrance. The Commission agreed and scheduled Saturday, April 8, 1989, 10:00 A.M. for the dedication ceremony. Mr. Segrest advised the Commission that Mrs. Cathy Lodding has been maintaining a small park at the end of Pelican Street and even decorates for the holidays. The Commission agreed that a Proclamation be prepared proclaiming Cathy Lodding Day. The Commission requested that the Homeowner Associations be contacted regarding the Arbor Park dedication. 3.
