PARKER BILL GOEBEL PARKS/RECREATION DIRECTOR CURT FEYERHERM Mr. Segrest called the meeting to order at 7:14 P.M. Motion by Ms. Volkening, Seconded. by Mr. Parker to approve the minutes dated June 5, 1990 as submitted. Public Participation. Director's Report. Mr. Goebel updated the members on the changes to the proposed 1990/91 F.Y.Budget. The position of a full-time Recreation Supervisor was eliminated, in addition to the greenhouse. Two. part-time people were approved for Park Maintenance/Supervisor for Candyland beginning October 1st. Mr. Goebel will request .the construction of the greenhouse again at mid-year. He has researched and found the greenhouse can be purchased as a kit and may be built for approximately $6,500, which is a considerable savings. from the. $12,000 originally estimated. Mr,. Goebel stated that the greenhouse is especially needed now to furnish shrubs,-perennials, etc., for the many beautification projects that the City is planning to get involved with. Mr. Segrest. stated he felt. that the Parks/Recreation Department was not staffed sufficiently presently to maintain current responsibilities, and therefore could not take on additional responsibilities. Mr. Parker questioned if street- scaping fell .under Parks/Recreation. Mr. Goebel answered that currently it is the department's responsibility. Approved purchases include a new mower and industrial vacuum. Phase II construction at Candyland Park. will begin; this includes irrigation, landscaping, playground equipment and a picnic. shelter. The maintenance building has been approved for construction this next year, in addition to -the second story on the concession stand. Mr. Parker asked if the utility field at Candyland is playable yet. Mr. Goebel answered that the area was grassed now and it will be left an open field to be used for open play {football, soccer, etc.) on a first come, first serve basis. •~ PARKS/RECREATION ADVISORY BOARD SEPTEMBER 4, 1990 PAGE 2 Mr. Goebel notified board members that Mr. Dave Gamble had resigned as President of Babe Ruth Baseball and Mr. Steve Palumbo has taken over his responsibilities until an election is held in November. Improvements to Reiter Park have finished for this budget year; the dugout will be completed after October. No permanent sign will be erected on the fences at the ball parks; only 4 x 4 canvas signs affixed with nylon cord will be allowed during the playing season. Softball leagues have begun play at Candyland Park consisting of twelve co-ed and thirty six men's teams. Two. nights of play were not filled for this season. Mr. Goebel informed the board Monday - Friday, 8:00 A.M. to A.M. to 5:00 P.M. The park Parks/Recreation employees accommodate the parks hours. members that Candyland is open 10:00 P.M., and Saturday, 8:00 is .being staffed currently~by rotating .their schedules to After October 1, 1990 the park will be open seven days.a week and the two part-time employees will man the facility. in the evenings and weekends. Mr. Parker questioned the duties of the part-time personnel. Mr.~Goebel answered that their main. objective would be to monitor the ball fields, tennis courts, etc.; a few tasks would be included such as empty the garbage cans and picking up paper, but no running of equipment. Mr. Goebel hopes to hire college students for these positions.. Mr. Goebel said that Mr. Abels requested that.the City -be more involved with the Christmas Parade. Ms. Volkening, Chairman of the Christmas Parade said she was investigating keeping one lane of SR 434 open during the parade. She stated she. was not in favor of a different route that would include residential areas because of parking, and emergency vehicles would not have accessibility. Mr. Goebel said area merchants were upset last year because they were not notified. Ms. Volkening replied that she ha d. personally walked from Rangeline Road to CR 427 notifying businesses of the parade and could not have missed more than twenty-five merchants. Mr. Parker said the road is only closed once a year and the merchants should be more accommodating. Ms. Volkening requested a list of all businesses along the parade route from the City. Mr. Goebel said that the obligations of the State grant. would . . PARKS/RECREATION ADVISORY BOARD SEPTEMBER 4, 1990 PAGE 3 need to be met by 1/20/91, and the grand opening of the park is tentatively set for January. The City will be inviting delegates from Tallahassee to the opening and requested input from the board members for planning the celebration. Ms. Volkening inquired if Candyland could be finished by 12/1/90 to accommodate some type of evening activity for after the parade. Mr. Goebel felt the park would be ready but it would need approval from the Commission for lights to be used. Ms. Volkening also would like to see if she could get a large tree donated for Candyland that could be decorated each year during the holidays. Mr. Goebel said that he would not have a problem with that but Florida Power Corp. would have to approved this it were planted within the easement. Ms . Volkening would like to see permanent trees at all. the parks that could be decorated for all. the holidays. Ms. Volkening is also researching the possibility of having an activity during the holidays that would include a tree lighting ceremony and carolling in front of City Hall or the hotel. Mr. Segrest questioned Mr. Goebel if the concession stand was complete at Candyland. Mr. Goebel said that the work has been completed by the City, but the ball league had additional work on the interior that was not complete. Mr. Segrest also inquired about the restroom facilities; Mr. Goebel said that two pumps for the lift station were on order and Public Works is responsible for completion. Mr. Parker inquired as to what nights were free at Candyland since the season was not filled. Mr. Goebel replied that one field was open on Tuesday and Friday; opening for twelve teams. Mr. Goebel added that. girls' softball would be implemented next year. Mr. Parker questioned why the City would want to offer that program when it is available at Five Points. Mr. Goebel said that Mr. Abels had requested, and he concurred, that the program be initiated. Mr. Segrest felt that the City should be more involved with the decisions of Babe Ruth Baseball. Mr. Goebel said that is not the job of the City; they have a Board of~ Directors to handle their activity. Mr. Segrest inquired if the City had heard anything about acquiring the land next to Reiter Park. Mr. Goebel said he had written the letter that was requested by the board to Mr. Abels, notifying. him of the interest the board had given in PARKS/RECREATION ADVISORY BOARD SEPTEMBER 4, 1990 PAGE 4 purchasing that land; he has no word as of now. Mr. Segrest asked when the basketball court would be ready at Candyland. Mr. Goebel said that it was on the schedule to clean and repaint the court and to mount new backboards and nets.
