1. The meeting was called to order at 7:21 P.M. by Mr. Segrest.
2. Mr. Segrest stated that Mr. Fugate will no longer be on the
advisory board. Mr. Goebel suggested that Dale Lilly may be
interested. Ms. Volkening stated that Mr. Lilly was
interested but has since changed his mind. Mr. Segrest
spoke with Commissioner Poelking about a replacement. Mr.
Goebel will also check with City Clerk Don Terry to inquire
if he knows of anyone interested in joining the Parks and
Recreation Board. Ms. Volkening suggested that Mr. Segrest
contact Mr. Terry in regards to mentioning the additional
member need in the newsletter.
3. Motion by Ms. Volkening/Seconded by Ms. Hockenberry in
approval of the 6/20/89 minutes as amended and the 7/11/89
minutes as presented.
4. PUBLIC PARTICIPATION
None
5. DIRECTOR'S REPORT
a. Mr. Goebel discussed the Babe Ruth State Tournament.
The Babe Ruth Baseball Commissioners will be meeting on
October 7, 1989. At that time Mr. Goebel will advise
if the 1990 Tournament will take place in Longwood.
b, There will be the final budget workshop on August 24,
1989 at 6:00 P.M. Mr. Goebel encouraged alI members to
attend if possible. Mr. Goebel expressed his thanks to
all that attended the last workshop and for their
support.

d. Mr. Goebel displayed a Construction Schedule for
Candyland Park. He is planning for a mid February 1990
opening. Mr. Goebel commented on scheduling baseball
for March 1990, and Softball to start around March
15th. He is figuring on around 20 to 22 Babe Ruth
baseball teams and 45 to 48 Softball teams.
Ms. Hockenberry questioned about a buffer between the
park and the housing. Mr. Goebel suggested a hedge, to
fill in beneath the trees. He feels that the trees and
hedge together could help to block the ball field
lights. Mr. Volkening asked what type of poles will be
used to hold the lights. Mr. Goebel advised that the
poles would be concrete and wired down the center of
the poles.
b. Mr. Goebel at this time advised the board that he would have
to be leaving. He was planning to visit a fellow employee,
Ken Peters, in the hospital.
7. There was a few topics that the members wanted to discuss
with Mr. Goebel briefly.
a. As for old business Mr. Goebel state that he has not
seen or heard anything from the Eagle Scout that wanted
to do some landscaping in Reiter Park.
b. Ms. Volkening stated that she did not resign from the
Christmas Parade Committee. Her budget was approved by
the commission. There will be a notice in the
newsletter of the need for help regarding the parade.
c. Mr. 5egrest commented that people are still parking in
Arbor Park. Mr. Goebel suggested contacting the police
department. Mr. Segrest stated that it is the same
people each time. He suggested "No Parking - Vehicles
Will Be Towed Away" signs might keep people from
parking in the park. Mr. Goebel stated that this is a
problem we may have to tolerate until construction is
complete.
d. Mr. Goebel reminded members that the meetings would
have to be changed to another day. Ms. Hockenberry
suggested changing from the second Tuesday of each
month to the first Tuesday of each month. Ms.
Volkening advised that there needs to be a letter to
the commission members to advise them of our request to
change the scheduled meetings. Motion by Ms.
Volkening/Seconded by Ms. Hockenberry as per the
members request,

e. Ms. Volkening questioned using volunteers to help with
keeping the parks manicured. Mr. Goebel explained that
would be fine except that there can be not usage of
power equipment. Mr. Volkening feels that five people
together for 2 or 3 hours weeding and mulching would
make a considerable difference. She also stated that
possibly Public Works could make a small sign saying
"Beautified by help from ETC, ETC".
f. Ms. Volkening advised the board of the dedication of
Cathy Lodding Park scheduled for Monday, August 21,
1989 at 6:30 P.M. The dedication will take place in
the park.
g. One item of new business that needed to be discussed
with Mr. Goebel before his departure was the state of
the 1989 Budget. Ms. Volkening questioned the amount
of monies spent and the amount remaining. Mr. Goebel
stated that he did not know. Ms. Hockenberry asked if
there was enough to purchase something needed for one
of the parks. Mr. Goebel stated that he would have a
figure and some catalogs at the next meeting.
At this time Mr. Goebel excused himself from the remainder
of the meeting.
8. Old Business (not previously discussed)
a. Ms. Volkening advised that the sheds at Reider Park
have been taken down. The area where the sheds were is
possibly going to to be a dirt baseball field for T-
Ball.
b. A discussion began regarding the Candyland entrance
sign. Mr. Segrest feels strongly that the entrance
should be off of Grant Street. Ms. Volkening explained
that Longdale Avenue is going to be resurfaced. She
feels that the south side should be the main entrance.
Mr. Segrest commented on having a sign of some kind on
the corner. Mr. Volkening agreed, with an arrow
pointing in the direction of the entrance. Ms.
Hockenberry questioned the entrance over by Skylark.
Mr. Volkening feels that entrance will have to be a
secondary entrance with a big wide gate on wheels.

c. Mr. Segrest brought up the discussion of City Park
Signs. Ms. Volkening expressed that she has tried for
three years to get the park signs. Mr. Segrest stated
that they don't need to be on main roads, just on small
neighborhood side streets leading to the parks. Ms.
Volkening feels that the board needs to push for these
signs.
d. Pruning the trees at Reider Park have been discussed
with Mr. Goebel and Mr. Abels stated Ms. Volkening. To
date, it doesn't appear to be of the utmost concern.
9. New Business (not previously discussed)
a. Ms. Volkening ask what kind and where to put the new
equipment that can be purchase with the monies
remaining in the 1989 budget. Mr. Segrest stated that
he feels all playgrounds should have swings and a
sliding board. Sandalwood Park was consider since they
already have the poles for swings. Ms. Hockenberry
expressed the need for improvements in the Sandalwood
Park. She commented on the 10 foot drop off, she feels
the park needs fencing. Mr. Segrest suggested Raven
Park could use a two seat swing. Raven Park presently
does not have any swings. Ms. Volkening expressed that
Raven Park is over ran with equipment. Mr. Segrest
stated that swings would fit nicely behind the tree.
Mr. Volkening said she wanted a picnic table in that
spot.
Ms. Hockenberry expressed concern over the piece of
equipment (bus) in Highland Hills that is falling
apart. She would like to see someone fix the wood and
tires on this equipment.
b. Mr. Segrest told the members that Contractor Tire will
give away tires. Ms. Volkening advised Mr. Segrest to
contact Contractor Tire to see if they would donate and
deliver. Could also use tires for bumpers for the
see-saws.
c. Mr. Segrest questioned if the equipment in Reiter Park
could be use elsewhere. Ms. Volkening stated that all
the equipment was in bad shape, not reusable.

d. Members to make a list of parks needing swings and
tires, to supply to Mr. Goebel at the next meeting.
10. Ms. Volkening made the motion/Seconded by Ms. Hockenberry to
adjourn the meeting at 9:23 P.M.
