1. Meeting was called to order by Mr. Segrest at 7:45 P. M.
2. Before approving the minutes from the 6/20/89 meeting, Mr.
Segrest questioned why the minutes did not mention the
discussion about the large pipes behind Raven Park. His
concern is the safety of the children that play in that
area. Mr. Goebel stated that the gates should be locked.
Mr. Abels stated that there is going to be a storage
building built behind Public Works and that these pipes will
be stored there, if they are not already installed. Mr.
Goebel explained that in the minutes, on page two and three,
he was noted a making a motion. Page two should be changed
to read Ms. Gamble and page three should be changed to Ms.
Hockenberry. Minutes will be approved at next month's
meeting on August 8, 1989. , .
3. Mr. Segrest welcomed Michael Abels to the meeting. Mr.
Abels asked the members to try to be at the Budget workshop
on the 20th. Mr. Segrest suggested contacting the homeowner
associations and advise ,them of the up coming workshop
meetings. Mr. Segrest, Ms. Gamble and Ms. Volkening will
each call an equal number of homeowner association
presidents. Mr. Goebel feels that the residents should come
to the commission meeting, but that the"board members should
come to the workshop on the 20th.

5. Ms. Volkening informed the board and plans to inform the
commissioners that the Christmas Parade Committee is
disbanding. She is handing in her resignation. No one
showed last week for the meeting. Mr. Abels expressed his
concern for lack of support from the people of Longwood.
Mr. Abels advised the board that the city is planning to
start a quarterly newsletter. His hopes are that this
newsletter will be able to help notify the residents of
Longwood to matters as this one. Unfortunately this
newsletter will not be out in time to help with this
situation. Ms. Gamble suggested a one page flier that ask
for help with the Christmas Parade. Then keep them on the
counter at City Hall where the residents can see them. Ms.
Gamble suggested that when the members are calling the
homeowners association presidents regarding the budget
meetings that they should also mention the need for
assistance with the Christmas Parade.
6. DIRECTOR'S REPORT
a. Mr. Goebel discussed the proposed budget. He reviewed
the hand outs, explained any changes. Mr. Goebel
expressed the importance of the advisory board
attending the workshop meetings. Mr. Goebel also
expressed that the press will most likely be at these
workshop meetings. he advised the members to talk with
the press.

7. OLD BUSIt1ESS
a. Ms. Gamble questioned the dedication of the park to
Cathy Lodding. Mr. Segrest stated that Don Terry
announced it at the commission meeting. At the next
commission meeting a date will be set for the actual
dedication.
b. Mr. Segrest thanked Mr. Goebel for moving the picnic
tables in Arbor Park for the Skylark homeowners
association picnic. Mr. Segrest also advised that
people are starting to park in the park.
c. Mr. Segrest asked if Mr. Goebel had seen the trees at
Candyland Park that are in bad condition. Mr. Goebel
is not sure if these trees are on the Candyland
property. He will find out.
d. Mr. Segrest wanted to know if we are going to close
Candyland Park. Mr. Goebel advised that the park will
be locked as of the next weekend. Mr. Segrest
suggested a nice sign be placed stating the park is
closed due to construction.
e. A general discussion began regarding the maintenance of
the small neighbor parks. Ms. Gamble explained that
she had thought that possibly someone who lived in a
neighborhood and has his own landscaping business might
be willing to maintain the "park in his own
neighborhood. Mr. Goebel stated that the problems that
in the past had kept some of the small parks from being
maintain properly have been ironed out and all should
run smoothly from this time forward.

8. NEW BUSINESS
a. Mr. Goebel advised the members of a young man who is
trying to earn his Eagle Badge. He approached Mr.
Goebel for permission to put a walkway on the east side
of the tennis courts. turn it into the park area and
open it up to the playground area. In the volleyball
court area he wants to put railroad ties and sand, to
help create a beach volleyball setting. He also wants
to plant trees along the fence. This is to be at his
expense and he hopes to have it done by September.
b. Mr. Segrest asked Mr. Abels about the 8uarterly
Newsletter that the city has been discussing. Mr.
Abels hopes to have this started by next month. This
newsletter will go to ail Longwood residents. He also
stated that he wants this to be very professional,
especially the first one. We have to let the people of
Longwood get a good feeling about this newsletter. Ms.
Gamble stated that she has a computerize program called
"Page Maker". She will be willing to help with this
project if needed. Mr. Abels advised that Mr. Don
Terry will be heading up this Newsletter.
c. Ms. Volkening questioned if the old sheds behind Reider
Park were going to be knocked down. Mr. Goebel advised
that the sheds are to be taken down after the new
fencing is put up. Possibly the weekend warriors can
do this job. Ms. Volkening expressed concern for
whomever does the job, due to large number of snakes
that are currently in that area.
d. General discussion began over the location of the
Candyland Park signs. Ms. Volkening inquired as to
which entrance is the primary entrance. Mr. Goebel
stated that the southeast corner entrance will be the
main entrance to the park. Mr. Segrest felt that there
should be a sign somewhere on Grant Street, due to
being more visual and more traffic flow. Mr. Goebel
stated that there has to be a sign at the entrance as
well as a sign showing assisted funding from the
Department of Natural Resources. Which he feels can
ail be on one sign.

e. Ms. Volkening asked Mr. Abels if it would be possible
to have small "City Parks" signs on the roadways to
advise the residents of the parks. Mr. Abels stated he
would check on this. He was not in favor of
advertizing the small neighbor parks. Possibly the
larger parks, Small World, Reider and Candyland once
the construction is finished.
f. Pruning the pine trees in Reider Park was a topic Ms.
Volkening wanted discussed. Mr. Goebel explained that
our bucket truck will not go over 20/25 feet. We would
have to have someone outside of the city do the work.
Mr. Abels advised the members that the city bucket
truck is nat in operation at the present time.
9. Motion by Ms. Gamble/Seconded by Ms. Volkening to adjourn
the meeting at 9:25 P. M.
