PR 10-03-89 MinPARKS/RECREATIDN ADVISORY BOARD October 3, 1989 PRESENT: Bret Segrest, Chairman Mary Volkening Gar y Pare ker Pat Hockenberr-y Bill Goebel, Parks/Recreation Director ABSENT: Kay Gamble - Excused GUEST: Dave Gamble 1. Mr. Segrest called the meeting to order at 7:47 P.M. 2. Motion by M~~. VolkeningiSeconded by Ms. Hockenberry to approve the minutes from the September 5, 1989 meeting. 3. Mr. Segrest welcomed Mr. Parker to the advisory board. 4. PUBLIC PARTICIPATION A. Dave Gamble, President of the Babe Ruth Little League Baseball advised the board of a meeting the following evening at 8:G~0. He irwited the board members to attend. B. Mr. Gamble also stated that the Longwood Babe Ruth Little League received some National exposure. They were mentioned in the USA Today. 5. DIRECTOR'S REPORT A, Candyland Park: "Fhe lighting was awarded to Kelly Electric. The poles should be up sometime the week of the 9th, There is a five (5i year guarantee on poles and installations. The irrigation was awarded to Hesser~auer Irrigation of Longwood. The contract was signed by the commission on September 25, 1989. The fencing bids were opened Wednesday, October 4, 1989. The fence will be 8 feet high around the perimeter. Mr. Goebel stated that he will have to get with someone in Zoning, due to the Fencing Ordinance stating no fences shall be higher than 6 feet within the city. The 6x11 fields will knave 6 feet high fences, except backstops will be 1.8 feet high and tier down. PARKS/RECREATION ADVISORY BOARD Page Two The Restroom/Concession Stand has been started. Mack Plumbing is doing the plumbing work. Mr-. Parker asked if the Concession Stand will be city maintained. Mr. Goebel stated that is still to be determined. if the city does not maintain it, the city will get a percentage. Mr. Segrest questioned the sprigging of the yr-ass. Mr. Goebel explained that the sprigging will not take place until after the irrigation systems are complete. Mr. Goebel went en farther to express that if the fields ar-e not ready for use, the leagues scheduled will be set back, until the fields are ready. Mr. Segrest asked if Mr. Goebel planned on letting the people know. Mr. Goebel stated, to wait to see what happens. Mr. Parker inquired as to the number of nights the field will be used. Mr. Goebel"s answer was five nights, and no lights on the weekend, unless there is a tournament. The park will be open seven days a week. Mr. Goebel is going to propose it close at dark on Saturday and Sunday. Possibly some residents may want the park open later an Saturday, which could be done. TherF= will possibly be a user`s fee for using the tennis courts. There will be no fee for the Volleyball court. Any volleyball league will go through the Parks and Recreation Department, the same as softball. Use of the basketball court will be free and the multi- purpose field will be on a fiirst come first serve basis. Mr. Goebel stated he would work out a schedule between Seminole Pony and Babe Ruth Leagues to get some practice time. Softball teams will be charged to use the fields for practice. There will be a different charge for day or evening use, due to the lights. Mr. Parker commented on the success of a Flag Football program in the cities of Altamonte and Oviedo. Mr. Goebel expressed the desire to get a Recreation Programer possibly within ne;<t years budget. Then possibly Longwood could also have some of these scheduled activities. PARICSlRECREATION ADVISORY BOARD Page Three Ms. Volkening asked about the fencing on the east side of the park, since the homeowners there already nave fencing. Mr. Goebel stated that the fencing is proposed to 6e 8 feet green fencing on the property line. Ms. Volkening questioned if the fencing there had to be green. Mr. Goebel explained that is the proposed idea, but he will check into it. H, Mr-. Goebel stated that his department has received several compliments on the work done at the Longwood Cemetery. 6. OLD BUSINESS A. Mr. Goebel stated the two dead trees on the back corner of Candyland Park have been removed. H. Mr. Segrest questioned the starting of Kay Gamble's dance classes. Mr. Goebel advised that yes her classes have begun and that she has also gotten an assistant. C. Ms. Gamble, Ms. Hockenbere-y, Mr. Segrest and Mr. Goebel were present for- the Habe Ruth Opening Ceremony. D. Mr. Segrest inquired about the work being done at Reiter Park by the Eagle Scout. Mr. Gaebel advised that the boy has started work on the volleyball court. He was having a little trouble getting sand for the court. Mr. Goebel explained the desire to have the paper do an article regarding the work he has done. Also possibly awarding him with a certificate from the city commis~~ion. E. The check has been received to replace the damaged equipment in Shadow Hill. The swing set is in and there still. is ~8Q0.00 remaining for a see saw or another piece of equipment. Mr. Hockenberry suggest a Tot Swing in the place of a see saw. F, Nothing more has beer, done concerning the tires fo>- the parks. G. The wood from the sheds in Reiter Park. have not been removed. Ms. Hockenberry questioned if there is irrigation systems for all the parks. Mr. Goebel explained that Highland Hills has a system. A drawing for irrigation has been done for Sandalwood. Small World is the other park proposed for a sprinkler system. I. The old fencing from Candyland is going to be used in Sandalwood. J. Ms. Hockenberry asked if the fencing in Raven park could be pulled together. In the back fer-?ce there is a six inch parting. Children are able to squeeze through. Mr. Goebel stated he would have his depar°tment check into this and possibly add a piece of fencing. K. Mr. Segrest brought up the subject again of closing Candyland Park due to construction. Children are playing in the park. Mr. Segrest stated that he felt the park is one of the most hazardous area during this construction. Children should not be in there at all. Mr. Parker advised that teams are also practicing in the park. Mr. Goebel stated he will discuss this with Mr, Abels, Mr. Goebel wants whomever does the fencing to put the perimeter fence up immediately. Ms. `Jolkening suggested a Neighborhood watch type program. ?. NEW BUSINESS A. Mr. Parker suggested a Community Project as done in Turkey Lake Park. After much discussion, it was decided to try a Community Project in Candyland Park:. Mr. Goebel will contact the City of Winter Park to inquire about getting a guest speaker for the next meeting. Mr. Parker suggested a basketball court for Reiter Park, I`1r. Goebel stated that is possibly for later in the year. Otherwise the court will have to wait until 199Cr to 1991. Mr. Segrest questioned if Page Five there was a plat of Reiter Park. He suggested reserving an area for a basketball court. The board decided to put in Reiter Park a Tot Modular, a Sir. Seater Swing Set, and a Modular for the older children. D. Mr. Segrest stated he attended one of the Woodcarver's meetings and found it quite interesting. He expressed his desire to make their existence know. Ms. Volkening feels there should be a way to advise the citizens of all the different organizations in the city. B. Mr. Goebel advised the board that the Shiners will not be in the Longwood Christmas Parade. This year the Shiners will be in the Maitland Parade. 4. Mr. Goebel asked which park should the board plan on discussing at the next meeting. The members agreed an Sandalwood as the ner.t project. 1~.
