1. The meeting was called to order by Mr. Segrest at 7:10 P.M.
2. Motion by Ms. Hockenberry/Seconded by Ms. Gamble to approve minutes dated
5/9/89 with the following corrections. The motion to adjourn the meeting
by Ms. Hockenberry/Seconded by Ms. Gamble in the place of Ms. Volkening
due to Ms. Volkening serving as the chairman. Correction in typing/spelling
5.A., should read CHAIRMAN in the place of hairman.
3. Mr. Segrest reviewed some of the 5/9/89 minutes due to his having to leave
early.
a. Questioning if a Durascape unit was a definite for Candyland Park.
Mr. Goebel explained that Durascape was used as a name, an example.
A17 equipment will have to go out on bid.
b. Listing of equipment due'by, the end of the week for next years budget.
Mr. Goebel stated he only received a list from Ms. Hockenberry, which
he used in submitting for the budget.
c. Questioning if we approved advisory of Lake Ruth property. General
discussion regarding if this property is seriously being considered.
We have until October to exercise our options.

5. DIRECTOR'S REPORT.
a. Mr. Goebel contacted the railroad concerning the Lake Ruth property.
Railroad has sent an application to be completed and submitted asking
for access over the tracks {walk over, etc.). The city would have
to build to the railroad's specifications and the city handle the
expense. This has been discussed with Mr. Abels and will go before
the Commission.
b. Summer program started Monday, June 12, 1989. There are 128 children
registered in the first session and 120 children in the second session.
Of the 128 in the first session 105 are Longwood City residents.
There is a waiting list of around 30 children. Mr. Goebel stated that
there is a possibility of a large increase in the Summer program cost
for next year. Due to the demand of good counselors.

Ms. Hockenberry questioned additional charge for child care after
program, due to tardy parents. Mr. Goebel advised that there was
no problem at this time. -
c. The grading at Candyland Park should be finished Wednesday 6/21/89.
People questioning why park is not level, park is not designed to be
level. The now leveled area will be the multi-purpose field and the
three (3) ball fields. The second tier will be the basketball and
tennis courts, playground, parking lots and picnic area.
We will begin bids on irregation, fencing, lighting and possible bids
on the crowns for fields if Public Works can not do the work. We will
also put water in Arbor Park. Possibility figured budget to low on
fencing. Mr. Abets likes the chain link with green plastic coating.
This fencing definitely looks nice and would have a longer life than
the standard fencing. However Mr. Goebel feels certain it will be
more costly.
Mr. Segrest commented on a group of trees at the entrance that are in
bad condition. Mr. Goebel agreed to check them out.
Mr. Goebel made the motion/Seconded by Ms. Hockenberry to close the
park and put up construction signs.
d. Mr. Goebel presented the Proposed Budget Recap. His information and
figures were based on the book "Florida City and County Recreation and
Parks Budgets, Salaries, Benefits, 1987". P4r. Goebel will be sending
copies of Proposed Budget Recap including City Comparisons to all members.
Originally. asked for four (4) new positions. We have cut back to two
(2) positions. Both positions would not start working until April, 1990.
Which would cut the yearly-wages in half, due to only working half of
the year. Ms. Gamble requested one starting in October and the other
in April. Mr. Goebel suggested the members attend the Commission Budget
Workshop .meeting and make these request.
Ms. Hockenberry questioned the large increase in utilities. Mr. Goebel
explained that was due to the new lighting for the ball fields.
Regarding operation supplies, Mr. Goebel is asking the Commission for
$75,000.00 to make improvements for Candyland Park. There is a five
(5) year phase planned for improving Candyland Park.
Mr. Goebel explained that they want him to shift some of the things
from OPERATION SUPPLIES to CAPITAL IMPROVEMENT. The things they want
shifted are as follows:
1. Playground improvements
2. New Tractor, 18 or 21 horsepower.
3. Sprayer (traitor mounted)

e. A general discussion began over finding some orgainized activities for
13 through 15 age group. Decided to discuss this at a later date.
6. OLD BUSINESS.
a. Mr. Segrest questioned budget regarding $1000.00 for Community
Relations. Mr. Goebel advised it is used to off set expenses in the
past with Christmas parades, Easter egg hunts, etc.
b. There was little discussion regarding Red Cross swimming lessons.
Mr. Goebel did comment on Lynn Stevens. She is a certified instructor
giving lessons at Lyman High School as well as her home. She is an
excellant instructor. Ms. Gamble suggested a newsletter or fliers to
advise the Longwood residents of some of these programs. Mr. Segret
stated that we would discuss this later.
7. NEW BUSINESS.
a. The cost analysis on maintatining the grounds. Mr. Abels requested
estimates on lawn care from landscape company. They want to compare
to the cost of hiring two (`2) new people. It will cost $42,500.00
for 39 weeks of work (cutting; grass only) with a landscape .company.
Parks and Recreation can hire two (2) people for $24,000.00 a year.
Mr. Segrest stated that he didn't feel two (2) people would be enough.
Expecially once Candyland Park opens, as there will be two (2) people
there all day, everyday. The member's real concern is with the small
neighborhood parks.
b. Mr. Segrest will get in contact with Mr. Terry regarding the dedication
of small park in Skylarl: to "Cathy Lodding Park".
c. Mr. Goebel will have picnic tables in Arbor Park moved for June 24th
Skylark Homeowners picnic.
d. Mr. Segrest wants Mr. Abels to be invited to the next meeting. To gain
his support, we need to make a good impression. The next meeting will
be the second Tuesday of the month, July 11, 1989.
8. Motion by Mr. Goebel /Seconded by Ms. Gamble to adjourn the meeting at
9:30 P.M.
