Mr. Gosline aced that the applicant. Value Ren[-A-Car. is caking approval to operate a
atellite car rental facility in the site of the former HudgeoresCleeners at 1000 S. US
I )/92. A Conditional Ilse Permit is required for this purpose The staff recommends
approval with the conditions shown on page M3 of the staff repott.

Mr. Gordillo asked a question regarding the elimination of the four parking spaces along
the wesr side oFthe site Mr. Gosline explained that people use that alley behind those

\4r. Brock stated that a variance is needed to erect a fence of 8-foot in ilia Ciry of
Longwood and being zoned C-3, the code states that you need a Variance to erect an &
foot fence in order to get a building permit. Mr. Abt requested ifthey place the support
members facing outward (wenwaN) rether than facing inward as aquired.

Mr. Gosline explained that the applicant, Handex COrp.,i reque ring approval to opera
a groundwater contamination removal fatality adjacent to Frank's Market at 185 5. CR e
4?]. This facility is similar to the one located behind the Texaco Station at Bengaline
Road and SR 4J4.

Mr_ Graves stated that they have a wntact with the Florida DEP to do thisnwork. They
did not anncipeteto put in the minimum landscaping bur chat is a matter shat they will
dis<uss.vieb the DEP.
Mr. Meltzer asked how does the machinery work. Mr. Graves explained that usually the
m systems pumps water our oftito ground that is contammeted wish the Petroleum
ompounds, mnsthroughatreatment system which wnsist ofetower. The watu is
pumped to the top and through a storm sewer, then back directly into e saNtary sewer
system. He also explained that with this a little different bec se DEP approved a
emedial action rystem that uses air Compressed air is pumped under the ground below
the wafer table through a series ofwells. The air that is forced into [he ground comes out
oCthe well screens and bubbles up through the weer table comes up [hrough the water
cable and is exvacted wish a vapor type vawum, from that air the petroleum
is force through series of carbon vessels which absorb all the petroleum
in rc and exl~aust clean air out the back.
Mr Spencer Whitehead of?41 E_ Main stated his name for the record- Mr Whitehead
questioned whuherthere would be any water discharged from the operation. Mr Graves
explained that n the case ofthis site they ere not going to any w t of the
ground Mr. Whitehead also asked about the noise, Mr Graves staid that the machinery
will be mooing (24) hours and that it is ell electrical. He also Hated the they will work
with the DEP to make sure [hat there whl be no noiee problem.
Ms. Maryann Sperber is the owner of the property stated her name for the record. She
asked who is responsible for liability on this projeot. Mr. Graves didn't feel that there
would be any problem with this project because it is well secured that no one would get
hurt- Ms_ Sperber afro asked whuher the Poclity will extract the TCE's on the property.
Mr. Graves said that TCE is a diffeent kind oPconteminant_ This site the puroleum
t of compounds Whu~e TCE is mostly from dry Leaning type
of business which also oeeU to be clean up, but hat ou this site
