1. The meeting was called to order by Mr. Emory at ]:00 P.ll.
2. Approval of Minutes of June 22, 1988: Plotion by Mr. Haynie, s conded
Cy IAr. Savage, to approve the Minutes of June 22, 1988 as snbn~i tted. Motion
carried by a una n~mous roll call vote.
Mr. Emory asked that the record reflect that Nr. Pope had called and requested
to be excused from the meeting.
3. Site Plan - Barnett Bank of Central Florida - Location: NW corner of
SR 434 and Rangel ine koad. Zon'inq L-3.
Mr. Larry Ray, engi neer for Borne tt eank introduced himself and Mr. Mike
Vermilyea, stating they would an er Mr, Na gt e's co cents. Mr, flay answered
to the following: Mr. Nagl e's July ], 1988 letter, Item 1 - Mr. Ray stated

stop bar which will make traff is rex iti ng the teller windows slow down prior
to exi tinq the site. Mr. Ray stated the proposal by Mr. Nagle would not allow
rs to leave the teller windows and exit through the Nangel ine koad driveway
but forced all c rs to ex onto SR 434. Oi scussi on continued regardi ng possible
relocation of the teller windows and it was pointed out that the location chosen
as to afford the maximum storage behind the drive-in windows. Item 2 - Agree.

Mr. Ray addressed the second list of co gents on Mr. Nagl e's July ], 1988
letter as follows: Item 1 - Barnet[ Bank agrees to dedicate 11' of additional
right of way on SR 434 and an additional 5' a needed by the SR 434 widening
s istent with the corridor study. Item 2 -sAg ree. Item 3 -letters from
SJRWp1D, DEk, and Nt'il ity companies ar n process and will be furnished for
Li ty Commission re Item 4 - Mr. eVermilyea agreed to Barnett re ons tructi n9
6' wide bike path on east side of Ra ngeline for the length of the Barnett

Mr. Nagle questioned compensa ti n9 storage on the site. Mr. Ray s[a ted [Fe
City Engineer stated the calculations w vat ive and Barnett w required to

plus right turn decel taper) and that City Lommi ssi0n decide whether they wilt
ask Barnett to donate toward this; also Barnett wi 11 prov itle 11 feet of right

Mr. Ray asked fora clarification o em 1 of f1 Naql e's letter. Mr. Ray
s advised that the taper was t0 rem Mr. Ray also requested clari-
fication on the requirement reya rdi nqa theabi keopa th and the su99es Led iinprOVe-
ments t0 the west side of Ranyeline Road. fle was advised that Garnett was being
requested t0 contribute their fair share in upgrading the 8' wide bike path On
t sf de of Rangeline and [hat the Colnnission would be yu eri ed as to whether
Barnett would be asked t0 contribute toward road improvements On the east side
of Rangeline Road.
4. Adoption of Public Pd rti ci pa Lion Procedures for Lomprehensi ve Plan Adoptf on.
Mr. Nagle briefed the LPA On procedures for public participation far atloption
Of the Comp Plan required by the State. The Land Planning Rgency discus setl
cerp[s Of procedures furnished by Mr. flagle and proposed schedules for work-
and public hearings. Mr. Thumps en submi ttetl to the LPA members, a
s sedsve n of the excerpts of procedures furnished by Mr. Nagle. Public
Heart n9 notices and work s notices w also discussed antl it wa noted

stated that work se e open to the public and anyone from the public

with revisions by Mr. Thumps en. Motion carried by a unanimous roll call vote.
Mr. ThOinps en n tetl that the Barnett Bank but ld my elevations w tetl from
the site plan pac kage. Mr. Thompsen further stated that tlve t0 rthecl use
proximity of the Barnett Bank to Plaza Del Sol and Shoppes of Island Lake and
due t0 the fact that Amoco had agreed to make their elevations compatible with
both plazas, chat perhaps Barnett could be requested t0 tlo the same with their
elevation.
Motion by Hr. Thompsen, seconded by Mr. Sava 9e, Lo re wmnend that Barnett
Bank c ns tract building that i rchi tectu ral ly compatible with the
adjacent SM1O ppes aof Island Lake, Plaza Del Sol, proposed Pl axa Oel Sol Test
